About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for On-Call Electrical Support Services. The project involves on-call, as-needed electrical repairs, support services, and preventative maintenance for a three-year term with a contract option term date of October 1, 2025. The scope includes coverage for OC Streetcar facilities and encompasses routine maintenance and emergency electrical support. The estimate was prepared by Christine Herrera, Contracts Analyst, on October 1, 2025, and serves as the cost justification for a new procurement (Purchase Requisition No. R000694) replacing the expiring agreement C-22924 dated February 28, 2026.

The total independent cost estimate is $335,000 for the three-year period, comprised of $222,000 in direct labor costs and $113,000 for electrical parts used in inspections and certifications. The labor estimate is based on an average annual cost of $74,000 per year and includes Journeyman labor at regular, overtime, and double-time rates (1,380 hours at $116/hour, 240 hours at $158/hour, and 120 hours at $200/hour). The cost estimate was developed using analysis of the previous agreement rates, actual spend history, and the addition of OC Streetcar facilities coverage. No overhead rate, information technology support, travel, subcontractor costs, or other direct costs were included in the estimate.
