About this file

This Scope of Work document outlines On-Call Electrical Support Services requirements for the Orange County Transportation Authority (OCTA) across multiple Southern California facilities. OCTA is soliciting bids for qualified electrical contractors to provide 24/7/365 on-call support for repairs, preventive maintenance, testing, and compliance services on electrical systems. The contract term is three years with a budget of $335,000. Work encompasses routine preventive maintenance, thermographic inspections, arc flash analysis, circuit breaker and switchgear testing, traction power substation maintenance for the OC Streetcar system, and compliance with NFPA 70E electrical safety standards. Services will be performed at 16 OCTA facilities including bus bases in Anaheim, Garden Grove, Irvine, and Santa Ana; multiple transportation centers; the OC Streetcar Maintenance and Storage Facility; and four Traction Power Substations. Emergency repairs must be completed within four hours of notification, with full completion within 24 hours unless otherwise approved.

Contractors must hold a valid California C-10 Electrical Contractor license and maintain qualified, trained technicians with expertise in Allen Bradley programming, hazardous materials automation, automated lighting systems, infrared imaging, and control system troubleshooting. All work must comply with Cal/OSHA standards, NFPA 70B and 70E, and NETA testing specifications. Contractors are required to conduct annual thermographic inspections, perform arc flash studies every five years or after equipment changes, develop and maintain a comprehensive electrical systems catalog for OCTA facilities, and maintain detailed documentation of all inspections, test results, and corrective actions. The Scope of Work includes mandatory OC Streetcar Roadway Worker Program safety training for all field personnel assigned to work near tracks or overhead contact systems. Preventive maintenance must be performed at minimum frequencies outlined in Appendix A, with inspection intervals ranging from annual to every three years depending on equipment type.

• Automated lighting and energy management systems

• Industrial troubleshooting and repair of control systems

• Infrared imaging and thermographic diagnostics

• Lighting, HVAC, and energy retrofit systems for sustainability

4.0 SAFETY TRAINING

OCTA will provide mandatory OC Streetcar Roadway Worker Program training for Contractor field personnel assigned to work near OC Streetcar facilities, tracks, or overhead contact systems. Contractor personnel shall complete the training and renew it annually. Work in these areas shall not commence until training is successfully completed or a safety-trained OCTA escort is provided. Outlined in Appendix B – OC Streetcar Yard & Maintenance Storage Facility Safety Awareness Guide.

5.0 SCHEDULE OF WORK

Contractor shall coordinate all work with the OCTA Facilities Section Manager or designee to minimize operational disruption. Emergency repairs shall require response within four (4) hours of notification and completion within twenty-four (24) hours, unless otherwise approved. Contractor shall remove all debris and waste resulting from work before departing each site.

6.0 PREVENTIVE MAINTENANCE AND TESTING

All preventive maintenance shall be performed under de-energized conditions following lockout/tagout procedures. Testing and inspection shall comply with manufacturer recommendations, NFPA 70B (Recommended Practice for Electrical Equipment Maintenance), NFPA 70E (Standard for Electrical Safety in the Workplace), and NETA MTS standards. Contractor shall perform the following general tasks:

• Clean electrical rooms, enclosures, and panels using approved cleaning agents.

• Inspect and tighten electrical connections to manufacturer torque specifications.

• Inspect conductors, insulation, and grounding components for wear or damage.

• Perform thermographic imaging before and after maintenance to verify corrective actions.

• Exercise and test breakers for proper operation and alignment.

• Perform insulation and contact resistance tests per NFPA 70B.

• Document all test results and submit to OCTA’s Facilities Section Manager within five (5) business days.

Contractor shall maintain a structured Electrical Maintenance Program (EMP) including schedules, recordkeeping, and periodic reviews to ensure compliance with NFPA 70B.

All inspection and testing activities shall be documented in an electrical maintenance log, including date, location, personnel, findings, and corrective actions.

Inspection Frequencies: All preventive maintenance and testing shall be performed at intervals consistent with manufacturer recommendations and the minimum frequencies outlined in Appendix A – Recommended Inspection and Maintenance Frequencies
