About this file
This is a federal provision template for the Buy American Certificate (FAR 52.225-2, October 2022 version).
The provision requires offerors to certify the domestic or foreign origin of end products being proposed. Offerors must certify that each end product is domestic unless specifically listed as foreign in the provision. For foreign end products that do not consist wholly or predominantly of iron, steel, or a combination thereof, offerors must indicate whether the products exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, offerors must select "no." Offerors must separately identify line item numbers for domestic end products containing critical components as defined in FAR 25.105. The provision includes a table for offerors to list foreign end products by line item number, country of origin, and domestic content threshold status. The Government will evaluate all offers according to the policies and procedures in FAR Part 25 regarding domestic preferences and Buy American requirements.
