About this file
This document is a federal contracting provision template titled "Buy American Certificate" (52.225-2, October 2022 version) that offerors must complete when submitting bids to federal solicitations.
The provision requires offerors to certify that all end products are domestic end products unless specifically listed otherwise. Offerors must identify any foreign end products manufactured in the United States that do not qualify as domestic, and for non-iron/steel foreign end products, indicate whether they exceed 55 percent domestic content (with an exception for commercially available off-the-shelf items). If domestic content percentage is unknown, offerors must select "no." Additionally, offerors must separately list line item numbers for domestic end products containing critical components as defined in FAR 25.105. The provision includes a table for documenting foreign end products with their country of origin and domestic content threshold status, and a section for identifying domestic products with critical components. Government evaluation of offers will follow Federal Acquisition Regulation Part 25 policies and procedures regarding domestic preference requirements.
