About this file

This document is a Course Track Requirements guide issued by the Arizona Department of Emergency and Military Affairs (DEMA), Division of Emergency Management, and establishes the minimum qualifications required for contractors to deliver emergency management training courses. The qualifications align with requirements set by DEMA, the Federal Emergency Management Agency (FEMA), and the Cybersecurity and Infrastructure Security Agency (CISA). The document outlines instructor requirements across thirteen distinct training tracks covering Communications, Community Emergency Response Teams (CERT), Emergency Management Instructor Skills, General Emergency Management, Hazardous Materials, Homeland Security Exercise and Evaluation Program (HSEEP), Incident Command System, Mass Care and Human Services, NIMS ICS All-Hazards Position Specific courses, Public Information, Mitigation and Recovery, School Safety, and Weather and Warning Coordination. Each track specifies required certifications, experience documentation, and operational proof requirements that instructors must demonstrate prior to delivering courses. All documentation must be submitted in PDF format and clearly labeled by course and instructor name.

Instructor qualifications vary by track but generally require a combination of course completion certificates, documented professional experience spanning two to five years depending on the specific track, and proof of deployment or operational experience in relevant emergency management functions. Certain tracks, such as Communications and CERT, require approval from federal agencies (CISA or the Arizona Department of Homeland Security) before instructors can be authorized. The requirements emphasize current certifications, with many requiring certificates dated May 2019 or later, and mandate completion of specialized train-the-trainer courses for lead instructors in several tracks. No pricing terms, set-asides, or incumbent contractor information are addressed in this requirements document, which serves as a qualification reference guide for the broader Emergency Management Training procurement initiated by DEMA.
