About this file
This document is a Brand Name Justification / Justification for Other Than Full and Open Competition for the Department of Transportation (DOT). DOT seeks to purchase Bosch-brand CCTV equipment for modernizing the Closed Circuit Television system at its headquarters, with an estimated cost of $1,230,098. The procurement will be a competitive Small Business Set-Aside Solicitation restricted to small businesses (average annual gross revenue under $25,000,000) that can provide and install Bosch equipment, with an estimated delivery date of 360 days After Receipt of Order.
The detailed equipment list includes 24 different Bosch models such as IP cameras, video management system components, monitors, decoders, network equipment, and support licenses. DOT justified the Bosch-only requirement based on market research, including a special notice inviting alternative proposals, which received responses that ultimately proposed the same Bosch equipment. The procurement aims to integrate with DOT's existing Bosch Video Management System, maintaining compatibility and avoiding prohibitive replacement costs for hardware, software, interfaces, and spare parts.

BRAND NAME JUSTIFICATION / JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
For
DOT’S PROCESSING OF A PROCUREMENT SEEKING TO PURCHASE
BOSCH-BRAND-NAME-ONLY EQUIPMENT
For
A NEEDED MODERNIZATION
Of
DOT’S CLOSED CIRCUIT TELEVISION (CCTV) SYSTEM
(PR No. WC2025M40SECF0001)
As is specified in further detail below, this document supports DOT’s planned issuance of a competitive Small Business Set-Aside Solicitation for DOT’s purchase of Bosch-brand-name-only equipment needed for a modernization of the Closed Circuit Television (CCTV) system in
DOT’s Headquarters Building located at 1200 New Jersey Avenue, S. E., Washington, D. C.
20950.
To achieve that needed result, DOT will hereafter be publishing—probably in the SAM.gov website—a COMPETITIVE Solicitation which will, however, RESTRICT the field of eligible offeror-companies to firms that satisfy ALL THREE of the following requirements: (1) The offeror company must be a SMALL business whose average annual gross revenue, as computed across the firm’s five most-recently-completed company fiscal-years, is less than the
$25,000,000 small-business-size-standard associated with this procurement’s applicable NAICS
Code, which is 561621; AND (2) the offeror-company must be able to obtain and must able to provide, to DOT, all of the Bosch-brand-equipment specified below in this document; and (3) the offeror-company must be able to properly INSTALL, in DOT’s Headquarters building in
Washington, D. C., all of the Bosch-brand-equipment specified below in this document.
Further supporting details are as follows:
1. Agency and Contracting Activity.
Department of Transportation
Office of Security (M-40)
1200 New Jersey Avenue, S.E.
Washington, DC 20590
Department of Transportation
Office of the Senior Procurement Executive (M-60)
1200 New Jersey Avenue, S.E.
Washington, DC 20590
2. Nature/Description of Action(s). This is a firm-fixed-price acquisition to purchase Bosch
Hardware for a Closed-Circuit Television (CCTV) modernization project for the U.S.
Department of Transportation Headquarters facility. The estimated cost is $1,230,098 and may be funded using the following accounting data:
14X4520000.2025.0000000000.1504001020.31041.610066
00.0000000000.0000000000.0000000000.0000000000.
The estimated delivery date is 360 days After Receipt of Order (ARO).
3. Description of Supplies/Services. This requirement is to purchase the following: Bosch IP cameras and required components to integrate with the Department of Transportation existing
Bosch Video Management System (BVMS). The cameras are designed to work with our existing Bosch CCTV replacing existing products as part of a total video security management system. DOT can integrate the cameras with DOT’s existing system into one easy-to-manage system and use the Department’s existing BVMS benefiting from the complete security solution at the Department based on cutting-edge technology and years of experience.
The equipment needed by DOT in this procurement is as follows:
4. Identification of Justification Rationale and Demonstration of Contractor’s Unique
Qualifications. The parts listed in the table above are needed to replace existing Bosch CCTV
System components at DOT Headquarters. This requirement integrates with existing Bosch
Hardware and with the Office of Security’s existing third-party interfaces. Bosch Video
Management System is a direct replacement for the existing system, reducing the complexity of the installation and repair. Procuring CCTV hardware and software components other than these would require the procurement of additional CCTV software and hardware, which would be cost-prohibitive.
5. Best Value Determination. The Contracting Officer and DOT’s cognizant Contracting
Officer’s Representative (COR) will hereafter determine that the total price proposed by this procurement’s winning offeror is fair and reasonable.

6. Description of Market Research. Based on manufacturer and internet research performed by this procurement’s cognizant program office (DOT’s Office of Security, M-
40), there is not another direct replacement that would not add prohibitive cost to the government to install and maintain. But this procurement’s supporting Market Research was enhanced by the contracting officer’s having published, in the SAM.gov website, on
July 29th, 2025, a Bosch-Brand-Name-Justification / Sole Source Special Notice, numbered 693JK425R500010, which cast an even broader world-wide dragnet by inviting the submission of Statements of Qualifications by any company which wished to contest
DOT’s Bosch-Brand-Name-only intentions by showing that the submitter could meet
DOT’s needs by supplying and installing non-Bosch CCTV equipment. And although approximately three firms did respond to that published Notice, each and every responder in fact proposed to use precisely and only the very same Bosch-brand-equipment that is specified below in this document—so that no responder in fact contested DOT’s Bosch-
Brand-Name-only intentions in the subject procurement.
7. Any Other Supporting Facts. The Office of Security maintains the spare parts required for the service of the Bosch CCTV hardware. If DOT were to use another manufactured system, DOT would also need to replace existing CCTV hardware, software, interfaces and spare parts for the system as well, thereby unnecessarily and prohibitively increasing DOT’s costs and spare parts budget.
8. Actions Taken to Remove Barriers to Competition. DOT knows of no barriers to competition—other than competitive free-market-forces beyond the Department’s control.
Moreover, it is anticipated that DOT would hereafter publish a further / updated Bosch-Brand-
Name-Justification / Sole Source Special Notice in support of any future procurement which might seek Bosch-brand CCTV equipment similar to that envisioned in the instant acquisition.
CONCLUSION
Given the absence of any expressed opposition to the following plan, DOT will soon be issuing a Competitive Small-Business Set-Aside Solicitation seeking CCTV proposals, but in accordance with the envisioned restrictions specified above in the second paragraph of this document.
