About this file

This document is Amendment No. 4 to a Bosch CCTV Solicitation (No. 693JK425R500011) issued by the Department of Transportation (DOT). The amendment clarifies a discrepancy in the solicitation's acquisition type, definitively stating that it is a Competitive Small Business Set-Aside Request for Quotations (RFQ) restricted to small businesses.

The solicitation specifically targets small businesses with average annual gross revenue less than $25,000,000 under NAICS Code 561621. Prospective offerors must disregard any previous "Unrestricted" designation and understand that only small businesses meeting the specified revenue criteria are eligible to submit proposals. The amendment was issued by James H. Mowery III, Contracting Officer for DOT/OST/M-63, on September 4, 2025, and provides no additional clarifications beyond resolving the acquisition type ambiguity.

Amendment No. 4 to

Bosch CCTV Solicitation No. 693JK425R500011

This Amendment No. 4 answers the following further Solicitation-question posed to DOT by a prospective offeror (bidder):

Question: I noticed some ambiguity regarding the solicitation in Part 10, where the

Unrestricted box is checked under acquisition type. However, within the solicitation, it states:

“This COMPETITIVE Small Business Set-Aside Solicitation / Request for Quotations (RFQ), numbered 693JK425R500011, seeks proposals from small-business offeror-companies that meet ALL THREE of the following requirements:

The offeror must be a small business with average annual gross revenue, across the firm’s five most recent fiscal years, less than $25,000,000 — the small business size standard for this procurement’s NAICS Code (561621).”

Given this information, could you please clarify the correct acquisition type for this solicitation?

Answer: All interested firms are hereby instructed to disregard any indication, given anywhere in the subject Solicitation, that the Solicitation’s scope-of-competition is “Unrestricted”. And all interested firms are instructed to rely, instead, upon the Solicitation’s statement that it is a COMPETITIVE Small Business Set-Aside Solicitation / Request for Quotations (RFQ), whose applicable NAICS Code is 561621, meaning that each offeror must be a small business with average annual gross revenue of less than $25,000,000, as counted across the firm’s five most-recently-completed company-fiscal-years.

This Amendment No. 4 provides no further answers or clarifications regarding the subject Solicitation.
