About this file
This is a Bidder's Statement of Principal Place of Business form required by the School Board of Polk County, Florida for an Armored Car Services solicitation. The form establishes bidding eligibility requirements based on the bidder's principal place of business location. Bidders with a principal place of business located within Florida must complete and return the form with their bid response with no additional requirements. Out-of-state bidders must provide a written legal opinion from an attorney licensed in their home state regarding any bidding preferences or lack thereof that their state or political subdivisions grant to in-state businesses in public contracting. Failure to comply with these requirements renders a bid non-responsive.
The legal opinion requirement mandates that out-of-state bidders' attorneys certify whether their state and any applicable political subdivisions grant preference to local businesses in public contracts. The attorney must identify the bidder's principal place of business state, describe any applicable preferences and relevant statutes or authorities, and provide their professional credentials including name, address, telephone, email, and states of bar admission. This requirement is established under Section 287.084(2) and 287.084(1) of the Florida Statutes and applies uniformly to all out-of-state bidders regardless of the specific services being procured.
