About this file
This is a bid submittal form for Pinellas County, Florida, for the replacement of generator controls and switchgear at the South Cross Bayou Advanced Water Reclamation Facility. The project involves the removal and replacement of four 3200-ampere draw-out generator circuit breakers and six 2000-ampere draw-out feeder circuit breakers in two 277/480-volt switchgear lineups, along with removal of six generator/engine control cabinets and installation of new Schneider Electric MasterPact MTZ circuit breakers and Modicon M580 Programmable Logic Controllers. Step 1 qualification submittals are due March 19, 2026, at 3:00 p.m., with a non-mandatory pre-bid conference on March 11, 2026, at 9:00 a.m. Step 2 sealed bids are due March 31, 2026, at 3:00 p.m. Contract performance shall not exceed 450 consecutive calendar days from the Notice to Proceed, with liquidated damages of $1,352.17 per calendar day for non-completion.
The bid submittal form requires bidders to submit adjustment factors to four decimal places for five work categories: Non-Secure Areas Normal Working Hours (60% weight), Non-Secure Areas Other than Normal Working Hours (10% weight), Secure Areas Normal Working Hours (10% weight), Secure Areas Other than Normal Working Hours (10% weight), and Non Pre-priced Tasks (10% weight). The adjustment factors establish increases or decreases to unit prices in the Construction Task Catalog, with a baseline net value of 1.0000. All unit prices must use a single adjustment factor; separate factors for different unit prices will result in bid rejection. The form includes hierarchical constraints requiring that other-than-normal-hours factors be greater than or equal to normal-hours factors within each area type, secure area factors must exceed non-secure area factors for corresponding time periods, and non pre-priced work factors must be equal to or greater than 1.0000. The County reserves the right to correct arithmetic errors using the submitted adjustment factors.
