About this file

This is Bid Amendment #2 to Bid Solicitation #25DPP01188 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, for the T2904 WIC System: Web-Based Electronic Data Processing System. The amendment provides answers to 39 bidder questions submitted during the electronic question and answer period, includes a list of 30 representatives from 14 firms that attended the optional pre-quote conference held on September 17, 2025, and introduces two new appendices: Appendix F (Deliverables Schedule Project Initiation Phase) and Appendix G (Server Specifications). The amendment also references a revised bid solicitation document with modifications to Sections 1.2, 3.13.8.1, and 6.6.G. The quote submission deadline is December 4, 2025, at 2:00 p.m. Eastern Time. The procurement seeks to modernize the WIC Management Information System currently serving approximately 164,652 monthly clients across 97 clinic sites and 842 WIC-authorized retailers, with deliverables including cloud migration, system enhancements, and ongoing technical support. The contract term is five years with potential extensions up to five additional years.

Key clarifications from the amendment address technical specifications, staffing requirements, and cloud migration parameters. The incumbent system is currently hosted on-premises in the contractor's data center using Infragistics version 21.2 controls, with plans to migrate to Amazon Web Services (AWS) Commercial Cloud in the Northern Virginia or Ohio regions prior to new vendor implementation. The system currently supports approximately 760 vendor web portal users, 550 WIC MIS users, 380 Senior Farmers Market Portal users, and 25,000 WIC Participant Portal users. The procurement is structured as a Small Business Subcontracting Set-Aside with no fixed dollar amount or percentage target, requiring good faith efforts to subcontract with certified small businesses. The amendment clarifies that hybrid (onsite and remote) staffing structures are acceptable for three key personnel (Project Manager, Help Desk Specialist, and Business Quality Analyst) provided all service levels and performance standards are met and prior approval is obtained from the State Contract Manager. The State has not disclosed the budget for this solicitation and indicated that the weighted evaluation criteria and scoring rubric will be made available after the Notice of Intent to Award is issued.

Q: Bid Solicitation, Page 17 - Is there a specific dollar amount or percentage of work that is being set aside for New Jersey Small Business Enterprises?

A: There is no target or fixed amount. If Bidders intend to utilize Subcontractors, then the Bidders must make a good faith effort to subcontract with a certified small business. Please see Bid Solicitation Section 3.13.8.1, Small Business Subcontracting Set-Aside Contract, for more information.

8.
Section 3.13.8.1 - Small Business Subcontracting Set-Aside Contract
Q: Bid Solicitation, Page 17 - The front page of the Bid Solicitation document has Small Business Set-Aside checked for Subcontracting only but Section 3.8 states a small business set-aside is not applicable to this procurement. Q: Section 4.4.1 references cloud migration. 1) Does the State have a preferred cloud provider or deployment model (public vs. private cloud)?

A: The State does not have preferred cloud providers or deployment models, however it currently utilizes Amazon Web Services (AWS) Commercial Cloud for certain services.

Q: Will FedRAMP authorization or other certifications be required?

A: The State OIT provides the WIC program with accounts in AWS Commercial cloud. These services comply with industry-recognized standards, including ISO 27001 and FedRAMP, as outlined on the AWS website at https://aws.amazon.com/compliance/services-in-scope/.

16.
Section 4.4.2 - Mandatory Enhancements
Q: To help determine appropriate staffing level and pricing, can the State provide a prioritized list and timeline for these enhancements?

Q: Section 4.6.5 references onsite staffing. Federal procurement rules prohibit geographic preferences in competitive procurements (2 CFR 200.319(b); USDA Handbook 901, Section 4.7.7.4). Can the State clarify how this requirement will be applied without conflicting with federal restrictions? For example, will remote staffing be acceptable if all service levels and performance standards are met?

Q: Bid Solicitation, Page 52(B) - Three key personnel (PM, HD Specialist, & BQA) are required to work onsite in Trenton for the life of the contract. Two of these individuals, the PM and BQA, are also required to have at least 3 years of WIC experience. To avoid limiting the number of prospective bidders, will the State consider modifying these requirements to provide more flexibility in staffing the project? A potential alternative to consider would be to accept qualified personnel without WIC experience to work in Trenton who are paired with and supported by seasoned WIC personnel working remotely.

A: Refer to the response to Question #20 above.

22.
Section 4.6.5 - Detailed Staffing Requirements
Q: How many hours per week is the State expecting key staff to be located onsite at the WIC office in Trenton, NJ?

A: For anyone reporting to the Trenton office, the regular working hours is 35 hours per week (7 hours per day).

The listed items serve as Data Security guidelines that the Contractor must adhere to throughout the Contract duration. Please see Bid Solicitation Section 3.13.12 for more information on the Security Questionnaire.

24.
Section 6.2 - Compliance
Q: Given that General Data Protection Regulation (GDPR) applies to the European Union, are vendors based out of the United States expected to adhere to these standards?

A: Per Section 6.2, “The Contractor shall develop and implement processes to ensure its compliance with all statutory, regulatory, contractual, and internal policy obligations applicable to the Contract. Examples include but are not limited to the General Data Protection Regulation (GDPR), Payment Card Industry Data Security Standard (PCI DSS), Health Insurance Portability and Accountability Act of 1996 (HIPAA), IRS-1075.” The GDPR is one of many examples that the Contractor may have to adhere to, if it’s applicable to the Contract.
