About this file
This document is Appendix B from a New Jersey (NJ) WIC (Women, Infants, and Children) program contract, detailing system functions to be preserved in a technology contract. The document outlines comprehensive technical requirements for maintaining existing system capabilities across multiple modules and interfaces, including integrations with municipalities, SNAP programs, medical exception tracking, nutrition education platforms, Medicaid data processes, and vendor management systems. The appendix specifies detailed technical preservation requirements for various digital interactions, including web services, data imports, interfaces with external systems like CAP of Lancaster, mobile applications, and farmers market benefit modules.
The system functions described represent a complex technological ecosystem supporting WIC program operations, with specific emphasis on data exchange, participant eligibility verification, benefit management, and user experience across multiple platforms. Key technical features include nightly file transmissions, QR code-based benefit issuance, cross-browser compatibility, custom data extracts for interstate participation tracking, and integrated nutrition education platforms. The document reveals a sophisticated technological infrastructure designed to streamline WIC program administration, enhance participant services, and maintain robust interconnectivity between various state and vendor systems.

SYSTEM FUNCTIONS TO BE PRESERVED
The following items outline the functions currently available in the System that should be preserved and maintained throughout this Contract:
A. Municipalities (NJ GIS Web Services) integration:
1. This is to integrate the NJ Municipality service (the State of New Jersey’s shared GIS Web Service) in the Clinic module, Vendor module, and Vendor Web Portal. The service provides the NJ with specific municipality matches for the client and vendor addresses.
B. Redesigned Income Screen:
1. Relocated the Income tab to the Participant Registration screen; it allows for:
a. Family income to be recorded per family;
b. Adjunct eligibility to be recorded per Individual or Family; and
c. Maintain the functionality of the participant drop-down list on the system toolbar;
2. Consolidated the Adjunct Eligibility information to a single location;
C. WIC-SNAP Interface:
1. The first component of the interface involves sending a monthly batch file generated by the System to the SNAP program. This facilitates the SNAP program's outreach efforts and enables them to improve their services; and
2. The second component of the interface involves using a real-time web service message from the System to the SNAP system. This message is used to verify the active status of a specific family or participant in the SNAP program. This feature enhances the efficiency of the SNAP program's operations;
D. Medical Exceptions tracking:
1. The System provides the CPA/Nutritionist with the ability to record specific medical exceptions based on category, and enforces the rules related to that exception when assigning the appropriate food packages;
2. Medical exception entries are constrained by the definitions provided in the WIC Food Package Final Rule defined on March 4, 2014, and CFR 246.10;
3. Medical exceptions can only be assigned for 3-month intervals, except for Breastfeeding in the Absence of Infant;
4. The medical exceptions can be accessed from the Food Prescription screen;
5. There is the ability to track medical exceptions by exception type including exempt formula, increased ounces, infant cereal for women & children, and Food Package III (USDA Qualifying Conditions); and
6. The System Food Prescription notes are more generic in nature whereas NJ’s medical exceptions have more rules defined for specific dates, exempt formulas such as by age and category;
E. Exception Issuance tracking:
1. Exception Re-issuance of food benefits occurs when a participant who has already received benefits, needs benefit re-issuance based on the New Jersey WIC defined reasons requiring re-issuance of the benefits. Additionally, re-issuance may be required for foster children when they are transferred from one family to another;
F. Nutrition Online Education website:
1. The System has an integrated component to provide participants with nutrition education online - https://www.njwiconline.org/. The website allows NJ WIC clients to receive credit for custom nutrition education developed by NJ WIC Nutrition staff. The information captured during their lessons is credited to the participants in the New Jersey System;
2. The Online Nutrition Ed System only uses Household ID (Family ID) for logging in to the system, and taking the nutrition education course; and
3. The system provides users with Nutrition Education topics based upon the WIC category constraints defined in the System. Once the nutrition education is completed, the result will be synchronized back to the System and recorded at the participant level;
G. Medicaid Data Import Process:
1. NJ WIC staff downloads a Medicaid data dump from the MIS website, and then manually uploads it into the System database on a bi-weekly basis; and
2. In the System, there is a Medicaid search screen that can assist the clinic with determining eligibility;
H. CAP of Lancaster Interface Modifications:
1. The System has an enhanced CAP interface with a customized technical approach (using the CAP ID and shipment details) to support the automated process of ordering and billing of CAP formulas;
2. A custom file is sent from the System to CAP, with the address, formula information, and where the formula must be sent. There were specific changes from NJ to the CAP interface that were implemented;
3. CAP receives the orders, fills the orders, and ships them to either the participant or the clinic;
4. CAP creates a file with activity billing records;
5. The System retrieves the activity billing records file; and
6. The System creates an Automated Clearing House (ACH) Payment file and sends it to the EBT system for payment processing;
I. WIC Shopper Interface:
1. Nightly file transmission of participant appointments to JPMA’s WIC Shopper mobile app. The file contains specific fields relevant to a WIC participant’s upcoming appointments. This allows for appointment reminders via the “WIC Shopper” App; and
2. The WIC Shopper mobile App was made available to NJ WIC participants. WIC Shopper offers the participant the ability to view real-time balances, scan products to ensure food eligibility, check for participating grocery stores, view recipes, see product recall notices, and watch video tutorials;
J. QR Code based Farmers Market Module:
1. A customized clinic and senior farmers market module that enables the issuance of WIC CVB, WIC FMNP and SFMNP benefits to participants in the form of QR codes;
2. Season maintenance screens to define the farmers market seasons;
3. Changeable dollar amount recorded in Admin Module; and
4. Updated data extracts and reports for eFMNP;
K. Vendor Module upgrades:
1. The vendor module was modified to allow updates to the stamp as needed (typical implementation keeps the same stamp);
2. Custom integration with Vendor Web Portal
3. NJ-specific reports; and
4. Food Delivery Portal data extract process;
L. Interstate Dual Participation Extract:
Custom data extract supporting the interstate dual participation that is managed by PA; and M. Cross-browser compatibility to ensure proper rendering and functionality across Google Chrome and Microsoft Edge browsers.
