About this file
This document is Response to Clarifying Questions #5 for Invitation to Bid #2024-103 SE Monroe Street Improvements project issued by Clackamas County dated November 26, 2024. The questions and answers address technical specifications regarding pervious AC pathway quantities (approximately 34,900 SF at 3 inches thickness), connection specifications for 8x8, 8x6, and 8x4 connections to existing mains, and details about 1-inch water service installations. The document provides clarification on service assembly installations, including specifications for both short-side and long-side services, and details about service replacement and retrofit requirements.
The responses clarify payment terms and inclusions for various bid items, particularly Items 128-130 for connections to existing mains, Schedule B Items 131-133 for ductile iron pipe, and Schedule B Item 134 for ductile iron fittings. The document also addresses trench resurfacing requirements, specifying that asphalt trench resurfacing is only required in existing asphalt areas not part of approved local access road closure locations. Detailed explanations are provided for service replacement specifications (Detail 108D) and service retrofit requirements (Detail 108B), including specific components that must be replaced or reused in each scenario.

INVITATION TO BID #2024-103
SE Monroe Street Improvements (“BID”)
RESPONSE TO CLARIFYING QUESTIONS #5
November 26, 2024
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. In the open graded pathway quantities of 800 tons, I only come up with less than 200 tons for this mix design.
Answer: There is approximately 34,900 SF of Pervious AC pathway on the project. The Pervious AC pathway is shown to be 3 Inches thickness of ½” PAC Mixture. The quantity shown in the bid form is an estimated quantity and field measured quantities will be used for payment.
2. What are the specific material items to be included in the 8x8, 8x6, and 8x4 connection to existing main? Is all of the pipe to be included in this bid item, or will the pipe be paid as part of the specific pipe bid item? What about the fittings for each of these connections...are they included in the bid item, or will they be included in the Ductile Iron Pipe Fittings bid item? I have not found a clear statement in the specs?
Answer: Response – Connection to Existing Bid Items (128-130) are intended to cover all materials and costs associated with making a connection to existing that are not covered by other bid items, such as extra excavation and backfill due to exposing an existing main, or providing temporary thrust restraint. Pipe is paid under ductile iron pipe bid items (Schedule B - Items 131-133). Fittings are paid under ductile iron fittings (Schedule B - Item 134). Refer to Special Provisions - 01140.90 Payment for details on what is included and excluded from the “Connection to Existing Main” bid items.
Specifically - "Item (e) includes couplers, temporary and permanent pipe restraints, temporary and permanent thrust blocks, piping connection, bolts, nuts and other hardware, pipe clamps, insulation kits and rubberized coatings, specialized equipment, labor, and all other items not included in another bid items and that are required for a complete installation. Ductile iron pipe and ductile iron fittings required for complete installation will be paid for according to their respective pay items according to
01140.90. This item does not include wet taps, which are paid for under a separate item according to 01140.90."
3. Several of the 1" water services will require a wet tap to existing. Are these taps to be included in both the 1" short services or the 1" long services based on location?
Answer: Response - The 1" Water Service Assembly bid items (Schedule B - Items 140,
141) include any wet taps, if required. Refer to Special Provision - 01170.90 Payment for details on what is included in these bid items. Note, there are several different 1" service assembly installation arrangements based on whether the main is being replaced at the service location, or if the meter box is being moved. The different arrangements are provided in the CRW 1089 A, B, and D standard details, and further detailed in waterline construction notes on the plans. There are no separate bid items for the different arrangements; the 1" service assembly bid items are separated only by "short-side" and "long-side," and any differences between installation arrangements must be accounted for in these two bid items. Per the Special Provisions: "Item(s) (g) and (h) includes all work and materials as shown in the ¾” or 1” Service Assembly Details (CRW 108A, 108B, and 108D), including excavation, backfill, surface restoration, boring, tapping the main, setting meter boxes, removing existing meter boxes, and connecting tailpieces to existing plumbing."
4. Is temp. asphalt patching required for the various utility installation bid items. Should these be included in the various pipe items?
Answer: Trench Resurfacing is included in the pay items for which the restoration is required. See “Standard Trench and Backfill” detail (U200) on Sheet 3.6. That said, asphalt trench resurfacing is only required when located in existing asphalt that is not part of the approved local access only road closure locations. See Special Provisions 00220.40(e)(5) for approved Monroe West and Roundabout road closures.
5. Detail 108D - Service Replacement: Is this a complete replacement of the existing service? New tap, pipe, everything?
Answer: Service Replacement is associated with service relocations where existing water main is not being replaced, but for which the existing tap can be re-used. The corporation stop will need to be potholed to determine the corp stop joint style and size. Depending on the style, the existing nut will need to be replaced with a grip-joint nut (unless flare-style joint, in which case, the flare nut may be reused). The rest of the service assembly (pipe, angle meter stop, box, lid, tailpiece.) will be replaced and reconnected to existing plumbing.
6. Detail 108B - Service Retrofit: Is this a complete replacement of the existing service? Except no new tap, but everything else?
Answer: Service Retrofit is associated with services that are not being relocated and where the water main is being replaced (i.e., the meter is staying in the same location, but a new service line is required). For these services, there will be a new service line from the new main (including tap, corp stop, copper pipe, and one angle meter stop). The angle meter stop will be used to connect to the existing meter. The box and lid will also be replaced.
