INVITATION TO BID #2023-54

Clackamas County Fair Grounds Multiuse Building (“BID”)

RESPONSE TO CLARIFYING QUESTIONS

July 15, 2023

Note that these are questions submitted by interested firms to the above referenced solicitation.

The below answers are for clarification purposes only and in no way alter or amend the BID as published.

1. We’ve noticed a conflict in the Phasing/Completion Dates in the specifications…

1) SS 011100 – Summary of Work – Article 1.5. Work Phasing - essentially states that the Stage 1 construction is scheduled for about 12 months, completing on August 1, 2024. Then the schedule indicates we are to have a 1-month shutdown (vacation?) before Stage 2 construction is to start back up on September 1, 2024, and then complete in 11 months, by August 1, 2025.

2) CC Contract Form B-11 (1/2017), titled, ”Clackamas County Public Improvement Contract Project Information, Plans, Specifications and Drawings,” states “Key Dates:” This first phase must be completed no later than 30 June, 2024. The second phase……may start on 1 September, 2024, with a completion date no later than 30 June, 2025. This second schedule conflicts with the first one, as it indicates we have 11 months to complete Stage 1, followed by a 2-month shutdown, followed by a Stage 2 duration of only 10 months.

Please clarify what this “shutdown period” is to look like…do we have to remove/relocate the temporary fence, trailers, remaining Stage 2 building materials in the staging areas, etc… to allow the fair to operate? Will our superintendent be required to remain on the site? Will the County approve a temporary occupancy permit without conditions? Please clarify these items which impact our costs of building this project.

Answer: Phase 1 completion date no later than June 30, 2024; Initiate Phase 2 on September 1, 2024; (Two month pause for County Fair) with proposed final completion on or before June 30, 2025. Specific dates and durations to be discussed with selected contractor.

Answer: The GC will need to secure and safe the site before suspending operations for the fair(s) duration. The Fair intends to utilize the construction site to erect a temporary shelter for the duration of the 2024 fair. The County will work with the Contractor to obtain a temporary occupancy of the site (if required) for this use. Means and methods of this work are the responsibility of the contractor, however, minimum public protection will consist of locked, secured fencing around perimeter of any equipment or materials stored on site.
