About this file

This document is a Statement of Work (SOW) for an IGSA (Intergovernmental Service Agreement) Capital Improvement Repair and Maintenance project issued by the City of Center Line for the Detroit Arsenal, specifically focusing on Building 230. The project involves installing an HVAC shutdown system and repairing the fire protection system, with the base item requiring the installation of an HVAC shutdown system in accordance with design documents. The project is scheduled for 330 calendar days from the Notice to Proceed (NTP), with various milestones including submission of project schedules, quality control plans, and accident prevention plans within 30 days of NTP. The work is subject to the availability of funds (SAF) and proposals submitted will be valid for 60 days from the proposal opening date.

The contract includes an optional line item to repair the fire alarm system throughout Building 230, with the government reserving the right to award any or none of the option items within 90 calendar days after the base item's Notice to Proceed. The project requires comprehensive coordination with government personnel, including a pre-construction conference, monthly progress meetings, and strict adherence to safety and environmental regulations. The contractor must comply with various federal, state, and local requirements, including OSHA, MIOSHA, and Army safety standards. No government-furnished property is included, and the contractor is responsible for providing all necessary utilities, equipment, and facilities. The project will involve working in an occupied facility with specific access and security requirements, including mandatory safety training and security investigations for personnel.

2.1.3. Prior to construction, a joint inspection shall be conducted between the City of Center Line or its designated representative and the Government. The Government shall ensure personnel from the Fire Department, DPW Operations and Maintenance Division, and DPW Engineering Division are present during this pre-inspection. Before the inspection, a pre-inspection narrative shall be submitted by the Contractor to the GPM identifying the test procedures and inspections that will be conducted. Minimum testing and inspection requirements shall meet applicable specifications of the UFGS. It will also detail what circuits and programming that are being impacted by this project.

This will ensure all impacted areas are observed during the pre-inspection. The Contractor shall provide a post inspection narrative documenting what items were deficient during the inspection and state their position on whether they see these deficiencies as falling within the scope of the contract. The Government will be given 30 days (this is a Government approved submittal not a FIO submittal 01 33 00 provides the Government with 30 days for review) from receipt of the post inspection narrative to provide comment or express disagreement on the assessment or completeness of the inspection. If the Government fails to provide any input, then the Contractor’s assessment will be considered acceptable.

8. ENVIRONMENTAL

8.1. Asbestos Containing Material: The work has the potential to impact asbestos containing materials (ACMs), as presented in attached ACM inspection report(s) (Appendix D: Asbestos Report).

Contractor shall be responsible to ensure ACMs treatment/abatement conducted in accordance with the most current Detroit Arsenal Asbestos Operations and Maintenance Plan and all Federal, State and local regulations, laws and guidelines. The contractor is advised that friable or non-friable asbestos-containing material (ACM) may be encountered in area(s) where contract work is to be performed. An inspection that complies with the National Emissions Standard for Hazardous Air Pollutants (NESHAP) shall be performed by the contractor, based on the completed design documents, in order to identify the specific types, locations and quantities of known and/or suspect ACMs expected to be impacted by this project. The U.S. EPA defines regulated asbestos-containing material (RACM) as: (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. The NESHAP asbestos regulations require the removal of all RACM from a facility being demolished or renovated prior to beginning any activity that might damage or disturb the material. The U.S. EPA requires written notification if the combined amount of RACM to be removed is at least 260 linear feet, at least 160 square feet, or at least one cubic meter of facility components where length or area could not be measured. The contractor will be required to remove the RACM and the ACM that might become RACM, based on the project-specific demolition techniques, using a licensed asbestos abatement contractor. A project design for the asbestos abatement project must be developed by an Asbestos Project Designer accredited by the

State of Michigan, in accordance with Michigan Public Act 440 of 1988, Section 338.3403(c). A written Notification of Intent to Renovate/Demolish form is required to be submitted to the U.S. EPA (NESHAP), or their designated authority, at least ten working days prior to beginning any demolition project regardless of whether or not asbestos is present. Additionally, a ten calendar day notification is required to be made to the Michigan Department of Licensing and Regulatory Affairs (MIOSHA) prior to the removal or disturbance of ACM. There may also be additional state and local agency requirements. The installation of new asbestos containing materials is prohibited, unless written authorization is provided by the contracting officer. The contractor shall be responsible for notifying federal, local, and state agencies of asbestos abatement and other requirements. In accordance with contract clause FAR 52.236-7 “Permits and Responsibilities”, should any permit requirements change during contract performance, the contractor shall bear the burden of any extra costs. The contractor shall also comply with UFGS 02 82 00 and 02 83 00 requirements. The Contractor shall not use materials containing Asbestos in the construction DTA. The City of Center Line or its designated representative shall be responsible to ensure treatment/abatement conducted in accordance with the most current Federal, State and local regulations, laws and guidelines. Lead-containing Paint - All painted surfaces within the work area should be assumed to be coated with lead-containing paint and therefore, subject to the MIOSHA Lead standard: CFR1926.62, Part 603--Lead Exposure in Construction. MIOSHA does not define lead-containing paint or materials or specify a lead content for materials that could cause occupational exposures to lead above permissible limits. Maintenance, renovation, or demolition activities involving the disturbance of material containing any amount of lead have the potential to cause occupational exposure to lead. MIOSHA requires that any manual demolition/renovation of building components coated with lead-containing paint be conducted by specially trained and equipped workers utilizing controlled methods of removal. Workers disturbing the surfaces of building components coated with lead-containing paint as part of the renovation work must comply with applicable requirements of the MIOSHA lead construction standard (29 CFR 1926.62). This regulation applies to all construction work where any employee may be occupationally exposed to lead. This includes demolition of structures where lead-containing materials are present, and the removal, new construction, alteration, or renovation of structures or substrates that contain lead. The City of Center Line or its designated representative shall employ engineering controls and work practices to comply with the MIOSHA Lead standard and ensure that no building occupant is exposed to lead above the action level (30 µg/m3) or the permissible exposure limit (PEL, 50 µg/m3) and shall be prepared to provide data to exhibit compliance. The City of Center Line or its designated representative shall not use materials containing Lead Based Containing Paints, shall and submit one copy of a Certified Letter to the Government Project Manager (GPM) stating that no lead based containing paints were used in the construction of the new facilities.

8.3. Construction and Demolition (C&D) Waste Management Plan (WMP) shall be completed in compliance with the guidance listed in Appendix H and UFGS specification section 01 74 19. Reports shall be submitted to the GPM and assigned DPW Environmental Protection Specialist by the 15th of each month.
