About this file
The document is an Appendix H - Waste Management Plan prepared by the Directorate of Public Works at the Detroit Arsenal, a U.S. Army facility. The plan requires contractors to submit a comprehensive Waste Management Plan to DPW Environmental for review and approval prior to commencing work, covering all waste streams including hazardous, non-hazardous, universal, special, construction and demolition debris, solid waste, scrap metal, and recyclables. The plan must comply with the Unified Facilities Guide Specifications, outline procedures for waste identification, handling, storage, transportation, disposal, and recordkeeping, and specify proposed disposal facilities, analytical methods, and contingency plans for spills or non-compliance incidents.
The waste management requirements mandate that contractors ensure compliance with federal, state, and local hazardous waste laws, with hazardous waste disposal to be handled through the DTA HazMart at Detroit Arsenal's expense, while the contractor is responsible for all other waste management costs and actions. Contractors must implement waste minimization strategies, maximize recycling and reuse efforts, and document diversion steps, including source separation, material recovery, and repurposing initiatives. Detailed documentation must be submitted by the 15th of the month following disposal activities, including waste type, volume, recycling quantities, disposal locations, and using the Eng Form 4025 for transmittals. DPW Environmental retains sole discretion over waste characterization and final disposal location, with the contractor required to comply with Resource Conservation and Recovery Act (RCRA) and Department of Transportation regulations.

Appendix H: Waste Management Plan
Prior to commencing any work, the contractor shall submit a comprehensive Waste Management Plan to DPW Environmental for review and approval. The Waste Management Plan shall comply with Section 01 74 19 paragraph 1.6 of the Unified Facilities Guide Specifications that outlines procedures for waste identification, handling, storage, transportation, disposal, and recordkeeping in compliance with all applicable federal, state, and Army regulations. The plan shall also specify the proposed disposal facilities, analytical methods, and a contingency plan for spills or non-compliance incidents. Work shall not proceed until DPW Environmental has reviewed and approved the Waste Management Plan.
This provision shall apply to all waste streams, including but not limited to hazardous waste, non-hazardous waste, universal waste, special waste, construction and demolition (C&D) debris, solid waste, scrap metal, and recyclables.
Waste Diversion Requirements
The contractor shall take all necessary measures to meet waste diversion requirements as established by DPW Environmental and applicable federal, state, and Army regulations.
The contractor shall implement waste minimization strategies, maximize recycling and reuse efforts, and ensure that disposal is the last resort after all feasible diversion methods have been considered.
The contractor shall clearly identify the waste diversion steps in the Waste Management Plan, including but not limited to source separation, material recovery, recycling, and repurposing initiatives. The plan shall also specify how the contractor will track and document diversion efforts, including providing supporting documentation such as weight tickets, recycling facility receipts, and diversion reports as required.
Waste Management Requirements
The Contractor is responsible for ensuring compliance with Federal, state, and local hazardous waste laws and regulations and verifying those requirements when preparing reports, waste shipment records, hazardous waste manifests, or other documents as specified in Section 02 81 00 and section 01 57 19. All hazardous waste must be disposed through the DTA HazMart and Detroit Arsenal will be responsible for the costs associated with hazardous waste disposal only. The contractor shall be responsible for all costs and actions associated with all other waste management, including but not limited to packaging, containers, transportation, recycling/reclamation/disposal, and any required analysis, as determined by DPW Environmental Division, and all associated documentation.
Dispose nonhazardous wastes and noncontrolled wastes at no additional cost to the Government.
All waste transportation and disposal activities shall comply with the Resource Conservation and Recovery Act (RCRA) (40 CFR Parts 260–279), U.S. Department of Transportation (DOT) Hazardous Materials Regulations (49 CFR Parts 171–180), and all applicable U.S. Army regulations, including but not limited to Army Regulation (AR) 200-1 Environmental Protection and Enhancement.
DPW Environmental shall retain sole discretion over waste characterization and the selection of the final disposal location. DPW Environmental shall review and execute all shipping documents for regulated waste streams, including but not limited to hazardous waste, liquid industrial waste, universal waste, and non-hazardous special waste. DPW Environmental shall be the sole authority for signing waste approvals unless an official delegation is granted in writing.
The contractor shall furnish documentation detailing the type and volume of all disposed materials. All required documentation shall be submitted no later than the 15th of the month following the disposal activity. Required documentation shall include, but is not limited to:
• The weight and type of all solid waste material recycled. Quantities may be measured by weight or by volume but must be consistent throughout.
• The name and location of the landfill, recycling facility or waste processor receiving the waste or a description of the recycling disposition. Submit manifests, weight tickets, receipts, and invoices specifically identifying the project and waste material.
• Provide explanations for any waste not recycled or reused.
• Where the contract allows the contractor to use the installations dumpsters and custodial services, they will not have to submit information for material disposed using the facilities services.
• Quantity of waste generated in cubic yards, tons or pounds.
• Quantity of waste diverted through sale, reuse, or recycling in cubic yards, tons or pounds.
• Quantity of waste disposed by landfill or incineration in cubic yards, tons or pounds.
