About this file

This document is the Detroit Arsenal Garrison Building Automation System (BAS) Standard Requirements, Version 1, dated October 31, 2017, developed by the Directorate of Public Works at the Detroit Arsenal. The document provides comprehensive technical specifications and standards for building automation system installations, focusing on network integration, controller types, wiring standards, graphics development, and system configuration. Key requirements include using Tridium (VYKON) Niagara N4 Framework with Johnson Controls Facility Explorer or Distech controllers, mandating specific hardware components like VYKON JACE 8000 controllers, and establishing detailed guidelines for enclosures, wiring, network integration, and alarm configuration.

The document emphasizes an open system approach that allows any BAS Contractor with TCP certification to service and expand the system, with Detroit Arsenal Garrison retaining software licensing rights. Specific material requirements include using components exclusively provided by Cochrane Supply, adhering to strict wiring and labeling standards, and developing graphics using VYKON Workbench. The standards also outline detailed alarm classification levels (Routine, Priority, Critical, and Network Communication), specify training requirements of 4-24 accumulative hours, and mandate that all system documentation, configuration files, and programming be exclusively owned by Detroit Arsenal Garrison. The document serves as a comprehensive technical standard to ensure consistency, interoperability, and maintainability of building automation systems across Detroit Arsenal Garrison properties.

DETROIT ARSENAL GARRISON Building Automation System Standard Requirements

- Version 1 10 31 2017.docx

Building Automation System Standard Requirements

Basis

All specified control projects (BAS, BMS, FMS, EMS, etc.) require integration into the existing Building Automation System (BAS) network using Tridium (VYKON) Niagara N4

(4.2 or higher) Framework, with Johnson Controls Facility Explorer or Distech controllers exclusively.

2) The BAS shall utilize VYKON JACE 8000 controllers, networked to Niagara N4 Framework

Web Supervisor with specified control devices.

It is the Owner’s intent to install and maintain an open system capable of being serviced and expanded by any BAS Contractor that has and maintains certification (TCP) to work on

Niagara Framework systems. The Niagara Compatibility Statement (NICS) for all Niagara

Software shall allow open access and be set as follows: Accept Station In = *; Accept Station

Out = *; Accept Tool In = *; Accept Tool Out = *. In any case, DETROIT ARSENAL

GARRISON shall maintain the right to direct to modify any software license, regardless of supplier, as desired.

4) BAS Contractor shall furnish, install, configure, and commission a new branch of Niagara

Framework fully programmable controllers and application specific DDC controllers for the equipment identified, including all components, software and applications required to meet the operation and the design/performance intent of project specifications and DETROIT

ARSENAL GARRISON.

The BAS Contractor shall furnish and install single controllers with the physical and software resource count for standalone operation of each piece of equipment e.g. AHU, FCU, VAV, S2 Damper, Steam-Water HEX’s, etc. The sequence of operation and required points for control shall reside on a single controller. The controller must be located in serviceable/sight proximity to the equipment being controlled unless otherwise specified and approved in advance by DETROIT ARSENAL GARRISON.

6) Remote I/O modules (via a field wired communications bus) are not acceptable for points required to achieve the sequence of operation. Expansion I/O modules plugged directly into the controller may be utilized for a specific system expansion, only if approved in advance on a case by case basis by DETROIT ARSENAL GARRISON.

7) To the extent practical, all equipment of the same type serving the same function shall be identical and from the same manufacturer.

8) Certain BACnet, LONWORKS, Modbus, and other protocol products, systems, and interface devices may be provided by other trades. BAS Contractor must examine the contract documents to ascertain the requirements to install, wire, program, integrate, commission, and/or interface to these systems. It is the BAS Contractor’s responsibility to verify the submitted interfaces will integrate properly into the BAS. Report any discrepancies to the project manager and DETROIT ARSENAL GARRISON.

9) Wherever BAS work interconnects with work of other trades, the BAS contractor must coordinate with other trades and with the project manager to insure all trades have the necessary information to properly install, interconnect, and integrate all the necessary connections and equipment.

10) BAS Contractor shall include all hardware, software and programming not specifically itemized in these specified standards, which is necessary to implement, maintain, operate, and diagnose the system in compliance with these specified standards.

11) Secondary network ports on JACE’s are not to be utilized.

12) Only required and approved JACE’s and associated media converters are to be directly connected to the Supervisor network. All other devices must be connected beneath a designated JACE unless approved in advance by DETROIT ARSENAL GARRISON.

Acceptable Materials

13) For consistency of application and integrity of the BAS network, only the following network interface and controller components will be allowed.
