About this file
This document is an Asbestos Inspection Report prepared by Professional Contract Services, Inc. (PCSI) for the U.S. Army Garrison-Detroit Arsenal (USAG-DTA), specifically covering Buildings 230C, 230E, and 230W located at 6501 E. 11 Mile Rd. in Warren, Michigan. The comprehensive surveys were conducted in February 2016 and revised in March 2019, with the primary objective of identifying and documenting suspect asbestos-containing materials (ACMs) within these administrative buildings constructed in 1964. Each building, spanning approximately 98,742 square feet and consisting of two stories plus a penthouse, underwent a non-destructive asbestos survey following the Asbestos in Schools Hazard Assessment Reauthorization Act guidelines.
The inspections identified multiple asbestos-containing materials across the buildings, including floor tiles (9" x 9" and 12" x 12" in various colors), caulking, exterior stone panel materials, pipe and duct insulation, vibration isolators, and various other building components. The reports recommend removing regulated asbestos-containing materials (RACM) by a licensed asbestos abatement contractor and submitting a Notification of Intent to Renovate/Demolish to the U.S. EPA at least ten working days prior to any abatement or demolition project. The surveys are part of a broader Asbestos Operations & Maintenance Program and Asbestos Management Plan for the Detroit Arsenal, with the goal of protecting building occupants, visitors, and contractors by identifying and managing potential asbestos hazards.

BUILDING INSPECTION
PCSI has completed an inspection of Building 230 Central (B230-C) at the United States Army Garrison-Detroit Tank Arsenal (USAG-DTA) for suspect asbestos containing materials, in accordance with PWS2, CLS 31.13.3. The asbestos building inspection was conducted in general accordance with the requirements outlined in Section 31.13.3 of Contract Number W912CH-08-C-L525. This report summarizes our methodologies, laboratory results, findings, conclusions and recommendations, and limitations.
Building Description
Building Number: B230-C Building Name: Administrative Construction Date: 1964 Square Footage: 98,742 square feet Stories: 2 (plus penthouse)
B230-C is an administrative building, primarily occupied by offices, cubicle bays and support areas.
Initial Asbestos Building Inspection
The initial asbestos building inspection was conducted on the following date(s):
• February 18, 2016
A non-destructive asbestos survey of the accessible interior and exterior areas of the building was performed by the following PCSI personnel accredited by the State of Michigan as an Asbestos Building Inspector:
• Peter L. Schappach (Certification # A8943)
[2]
Inspection Methodology
PCSI performed the asbestos inspection of B230-C in general accordance with the Asbestos in Schools Hazard Assessment Reauthorization Act (40 CFR, Part 763; Title 15, Chapter 53, Subchapter II, Section 2641) and Section 2.2 of Performance Work Statement (PWS) Attachment 12.
The building inspection strategy was to provide an inspection report that could be used to manage identified ACMs in the building in order to protect building occupants, visitors and contractors. PCSI asbestos building inspectors delineated functional spaces within the building, and assigned unique functional space numbers to each functional space. Each accessible functional space was then evaluated for suspect ACMs. A functional space is defined as a room or group of rooms (including crawl spaces or the space between a dropped ceiling and the floor or roof deck above), such as office space(s), a cafeteria, gymnasium, hallway(s), etc., as designated by an accredited asbestos building inspector. Functional Space Diagrams are presented in Appendix I, and a Functional Space/Assessment Spreadsheet is included in Appendix II.
The asbestos survey included the identification of suspect materials and the definition of homogeneous materials (HMs), assessment of the condition of each material, estimation of the approximate quantity of the suspect ACMs, the potential for damage and the collection and analysis of bulk samples from each identified HM, if necessary. For the purpose of this inspection report, an HM is defined as an area of surfacing material, thermal system insulation or miscellaneous material that exhibited similar physical characteristics (e.g., texture, surface color, and appearance) and was applied or installed at the same time (if known) as determined by the accredited building inspectors utilizing professional judgment and experience.
Limitations to PCSI’s asbestos inspection are presented in Section IV of this report.
Homogeneous Material data previously generated by others was reviewed and verified in the field and, when applicable, PCSI collected additional bulk samples, as necessary.
Historical Data Review and Analysis
PCSI conducted a review of the asbestos inspections of Building 230-C conducted by Versar dated 31 October 2006 and J&J/BMAR, JV, LLP dated 29 May 2009 and an analysis of the previous homogeneous materials and analytical results was performed to evaluate the data for inclusion in this report. Where historic data was absent or incomplete, PCSI conducted additional bulk sampling and analysis to supplement the existing data and provide a more complete understanding of the materials located within the structure. The previously defined homogeneous materials have been included in the Homogeneous Material Summary Sheets located in Appendix III and the corresponding analytical data has been included in Appendix IV, Analytical Reports/Chain of Custody Documentation.
[3]
Sampling Methodology
PCSI asbestos inspectors collected bulk samples of suspect HMs utilizing standard bulk sampling methods outlined in the AHERA Standard. Each sample was placed in an unused zip-top plastic bag and labeled with a unique sample identification number. Where supplemental samples were collected from previously identified HMs, the same HM number was utilized.
Suspect materials identified for the first time as part of this inspection were assigned a new, unique HM number, beginning with the next consecutive number after the last HM number reported in the previous inspection. Sample locations were recorded on the Homogeneous Material Summary Sheet and on the building diagram.
Sample numbers generated during this inspection were recorded using the following format:
Building #/year of inspection/HM#/Sample ID. The homogeneous material number is a 3-digit number corresponding to the HM# designated in the previous inspection or assigned by the inspector in the field. Sample ID refers to the designation A, B, C, etc., corresponding to the first sample collected, second sample collected, third sample collected, etc.
Analytical Methodology
Collected bulk samples were submitted to International Asbestos Testing Laboratories, Inc.
(IATL) for laboratory analysis, using standard Chain of Custody protocol. The submitted bulk samples were analyzed by polarized light microscopy (PLM), in accordance with EPA Method 600/R-93/116, Method for the Determination of Asbestos in Building Materials (40 CFR, Part 763, Subpart F, Appendix A, Section 1). The US EPA defines asbestos containing material (ACM) as any material containing more than 1 percent asbestos by weight.
Bulk samples which were reported to contain less than 10 percent asbestos by the visual estimation method were point counted to verify asbestos content.
Analytical results are presented in Appendix IV, Analytical Reports/Chain of Custody Documentation.
FINDINGS
Suspect Homogeneous Materials
A total of seventy-six (76) suspect Asbestos Containing Homogeneous Materials have been identified in the structure. Please refer to Appendix III, Homogeneous Materials Summary, for a complete list of the suspect Homogeneous Materials encountered during the building inspection.

[5]
CONCLUSIONS AND RECOMMENDATIONS
The data presented in Appendix II, Functional Space/Assessment Spreadsheet should be utilized to manage the identified ACMs in place until such time that they are removed from the building.
Interim controls are short-term, low-cost methods implemented in the management of the known and assumed ACMs in a building. Examples of interim controls include the proper training of building occupants and tradespeople, restricting access to the ACMs, cleaning and decontamination of surfaces with suspect debris and taking steps to minimize the impact to known and assumed ACMs. Further guidance for the management of ACMs at USAG-DTA can be found in the United State Army Garrison-Detroit Arsenal Asbestos Operations & Maintenance Program and Asbestos Management Plan for Asbestos Containing Materials, dated 01 September, 2005 (revised 10 October 2007).
The U.S. EPA defines regulated asbestos-containing material (RACM) as: (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.
The NESHAP asbestos regulations require the removal of all RACM from a facility being demolished or renovated prior to beginning any activity that might damage or disturb the material. The U.S. EPA requires written notification if the combined amount of RACM to be removed is at least 260 linear feet, at least 160 square feet, or at least one cubic meter of facility components where length or area could not be measured. PCSI recommends the removal of the RACM, and the ACM that might become RACM as a result of the project-specific demolition techniques, by a licensed asbestos abatement contractor.
A written Notification of Intent to Renovate/Demolish form is required to be submitted to the U.S. EPA or their designated authority at least ten working days prior to beginning any asbestos abatement and/or demolition project. There may also be additional state and local agency requirements.
LIMITATIONS
PCSI did not perform destructive testing as part of this building assessment and therefore, the suspect HMs identified herein represent those materials that were readily accessible and observable by PCSI asbestos building inspectors at the time of the survey. Inaccessible areas included, but were not limited to: spaces within and/or behind walls, areas beneath floors, areas above ceilings, ceiling plenums, confined spaces, tunnels, trenches, pits, sumps, classified and/or top secret areas, and/or other areas or materials for which data was deemed not reasonably ascertainable.
[6]
Due to the nature of the operations at USAG-DTA, access to certain areas was limited, based on security measures, ongoing testing, availability of authorized personnel to act as escorts, etc.
Where applicable, these inaccessible functional spaces, or portions of functional spaces, are noted in Appendix II, Functional Space/Assessment Spreadsheet.
The building assessment did not include activities that would compromise the physical or structural integrity of building components. Unless otherwise indicated, PCSI did not perform any destructive testing and this assessment is limited to areas that were accessible to and visually observed by PCSI at the time of the assessment. PCSI did not collect samples of suspect materials if such sampling would compromise the structural integrity of the materials such that it would present a material failure and/or the collection of samples would void material warranties (e.g., roofing materials).
PCSI has made reasonable efforts to identify and quantify suspect ACMs based upon readily available information and information provided by USAG-DTA. This survey only summarizes the potential presence and estimated quantities of ACMs based on available documentation and visual observations. The referenced quantities are estimates only, based on observable, accessible materials documented at the time of PCSI’s review. The referenced quantities cannot be relied upon for developing asbestos abatement bids, project design documents, or for regulatory agency notification purposes.
Furthermore, this report is meant to serve as a general guidance to the known and assumed ACMs present within the referenced building. A NESHAP-compliant inspection identifying the specific types, locations and quantities of known and/or suspect ACMs expected to be impacted by future renovation/demolition activities should be developed, based on the completed design documents.
Additional suspect asbestos containing material disturbed during future renovation or demolition activities should be evaluated on a case-by-case basis, especially materials that were previously undiscovered, hidden, obscured, or inaccessible, to determine if the material is included in this report, or prior existing documentation. If a given material is not described in this report and/or prior existing documentation, or cannot be identified as a non-suspect material by an accredited asbestos building inspector, the material should be assumed to contain asbestos, and renovation and/or demolition activities should be halted until sampling and analysis can be accomplished.
Parties conducting renovation and/or demolition activities should follow all applicable federal, state, and local regulations in handling identified and suspect ACMs.
The information contained in this report was based upon specific parameters and regulations in force at the time of the survey. The information herein is only for the specific use of PCSI, unless written authorization is obtained from PCSI. PCSI accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, nor does this report represent an instrument of regulatory compliance or an asbestos abatement project design or specification.

Professional Contract Services, Inc. (PCSI) has completed an inspection of Building 230 East (B230-E) at the United States Army Garrison-Detroit Arsenal (USAG-DTA) for suspect asbestos containing materials, in general accordance with the requirements outlined in PWS Attachment 12, Section 2.2 of Contract Number W56HZV-15-C-L603. This report summarizes our methodologies, laboratory results, findings, conclusions and recommendations, and limitations.
Building Description
Building Number: B230-E Building Name: Administrative Construction Date: 1964 Square Footage: 98,742 square feet Stories: 2
B230-E is an administrative building, primarily occupied by offices, cubicle bays and support areas.
Initial Asbestos Building Inspection
• February 18, 2016
PCSI performed the asbestos inspection of B230-E in general accordance with the Asbestos in Schools Hazard Assessment Reauthorization Act (40 CFR, Part 763; Title 15, Chapter 53, Subchapter II, Section 2641) and Section 2.2 of Performance Work Statement (PWS) Attachment 12.
PCSI conducted a review of the asbestos inspections of Building 230-E conducted by Versar dated 31 October 2006 and J&J/BMAR, JV, LLP dated 29 May 2009 and an analysis of the previous homogeneous materials and analytical results was performed to evaluate the data for inclusion in this report.
A total of eighty-three (83) suspect Asbestos Containing Homogeneous Materials have been identified in the structure. Please refer to to Appendix III, Homogeneous Materials Summary, for a complete list of the suspect Homogeneous Materials encountered during the building inspection.
• 9” X 9” floor tile, pink
• 9” X 9” floor tile, brown
• Mastic associated with 9” X 9” floor tile, brown
• Vibration isolator
• Pipe fitting insulation
• Straight pipe insulation
• Tank insulation
• Expansion joint, floor, black
• 12” X 12” floor tile, off-white with brown streaks
• 12” X 12” floor tile, tan
• Cement asbestos board
The Homogeneous Materials listed below were not sampled based on the type of material, the inaccessible location of the material, or other factors deemed pertinent by the Accredited Asbestos Building Inspector(s). These materials should be assumed to be ACMs, until such time that they can be properly sampled and analyzed by an accredited laboratory for asbestos content.
• Concrete Masonry Unit (CMU) wall, associated CMU mortar and vermiculite insulation within CMU walls
• Fire Door and Door Frame, Insulation
[5]
CONCLUSIONS AND RECOMMENDATIONS
The data presented in Appendix II, Functional Space/Assessment Spreadsheet, should be utilized to manage the identified ACMs in place until such time that they are removed from the building.
