1.0 SCOPE OF SERVICES
The purpose of this project was to perform a Hazmat Survey at the above referenced property.
ATC provided a representative hazmat survey as outlined below:
Identify accessible suspect asbestos-containing materials (ACMs) in accordance with Environmental Protection Agency's (USEPA's) Asbestos Hazard Emergency Response Act (AHERA) and National Emission Standard for Hazardous Air Pollutants (NESHAP).
Collect and analyze bulk samples of suspect materials.
Collect and analyze paint samples.
Inspect electrical equipment for PCBs.
Submit a Hazmat Survey report to describe the type and location of all hazardous materials that will impact scheduled structural and building system upgrades.
2.0 GENERAL SITE CONDITIONS
The survey was conducted at the Steel Visitor Center located in Crater Lake National Park, Oregon.
The Steel Visitor Center was constructed between 1932 and 1936 as a ranger dormitory.
This project will replace the 2011 temporary shoring, provide a permanent solution to correct structural deficiencies in the 5,000 square feet (sf), one and a half story VC; and provide appropriate code and sustainability related elements to the fire suppression, electrical and mechanical systems, and building envelope. In 2011 an emergency steel shoring system was installed to underpin the first floor ceiling of the Steel Visitor Center (VC).
The rehabilitation will strengthen 250 linear feet (lf) of rubble stone footing with reinforced concrete;
strengthen the 4,200 sf roof structure, 10 dormers, and 250 lf exterior stone walls to withstand snow fall of greater than 500 inches/yr and provide seismic and wind restraints for life safety; add additional insulation in the exterior walls and roof; provide 31 storm windows to improve the building’s thermal performance; rodent-proof the attic and crawlspace; and remove mold, mildew and hazardous materials.
3.0 HAZMAT SURVEY REPORT
On 07/20/2018, the Steel Visitor Center located at Crater Lake National Park, Klamath County, Oregon was inspected for asbestos-containing materials (ACMs), lead containing paint, and PCBs by inspector Matthew White of ATC. Matthew White has completed the requisite training for this work. Mr. White's AHERA accreditation and/or inspector license is provided in Appendix D.
The site was visually inspected for the presence of suspect hazardous materials. Materials that were hidden, not accessible, or when sampled would damage the integrity of the structure, were not sampled as part of this survey. Materials visibly identified as non-asbestos (fibrous glass, foam, rubber, wood, etc.) were not sampled. The hazmat survey consisted of three basic steps:
1) a visual inspection of the proposed site;
2) a determination of homogeneous areas with suspect surfacing, thermal system insulation, and miscellaneous materials; and
3) sampling accessible suspect materials.
3.1 Homogeneous Areas
Prior to sampling, homogeneous areas were identified in order to facilitate a sampling strategy. A homogeneous sampling area can be described as one or more areas with suspect material similar in appearance and texture that have the same installation date and function. For the purpose of this survey, the Facility was inspected as one functional area. The actual number of samples collected from each homogeneous sampling area may vary, dependent upon material type and the professional judgment of the inspector.
3.2 Sampling Strategy
The sampling strategy incorporated OSHA requirements, quantities of suspect material, and the inspector's judgment to aid in the identification of suspect asbestos containing materials. ATC's sampling strategy was to identify and collect accessible suspect asbestos containing materials and suspect lead containing paint.
Materials which were visually determined to be non-asbestos (i.e. fibrous glass, foam, rubber, etc.)
by the accredited inspector were not required to be sampled. Actual collection of a bulk asbestos sample involves physically removing approximately one square inch (1 in2) of material and placing it in an airtight sample container. Sample containers were marked with a unique identification number, which was documented in the field notes.
3.3 Suspect Asbestos-Containing Materials
The following table contains a list of 28 sampled accessible building materials suspected of containing asbestos:

All floor tiles and mastic there were reported as non-detect by Polarized Light Microscopy (PLM) were re-analyzed by Transmission Electron Microscopy (TEM). This is performed since PLM resolution may not be able to detect the finest and smallest asbestos fibers that were known to be used as fillers in vinyl tile manufacturing process. The results from the TEM analysis did indicate that two of the tile types that were reported as non-detect by PLM were found to contain significant concentrations of asbestos. The results were sent to yet another lab to confirm the results. The 3rd round of analysis confirmed the second and drawings have been updated to reflect the increased scope of asbestos work.
The following table is a summary of the TEM analysis performed by AMA Analytical Services, which have been determined to contain asbestos.

3.4 Laboratory Analytical Results Asbestos
Bulk samples were analyzed using the Environmental Protection Agency's Test Method: Method for the Determination of Asbestos in Building Materials (EPA 600/R-93/116.July, 1993) by ATC in Anchorage, Alaska. ATC is accredited under the National Institute of Standards and Technology's (NIST) National Voluntary Laboratory Accreditation Program (NVLAP No. 200124-0). ATC was requested to conduct further TEM analysis.
Any material that contains greater than one percent asbestos is considered an ACM and must be handled according to OSHA, EPA, and all applicable state and local regulations.
Details of sample analysis are included in Appendix B, which contains a listing of all analyzed samples, sample locations, and analytical results relating to the site. Asbestos analytical results are reported as percentage and type. Other common non-asbestos components may also be noted in the analytical report.
3.5 Suspect Lead Containing Paint
Three samples of paint were collected. The majority of the interior finish was plaster/gypsum walls with a very thin layer of paint. The remainder of the interior finishes was stained wood. The exterior paint was limited to white paint on windows. In the basement mechanical room there was some painted concrete and brickwork.

Details of sample analysis are included in Appendix B, which contains a listing of all analyzed samples, sample locations, and analytical results relating to the site. Lead analytical results are reported as parts per million (ppm).
3.6 Suspect PCB Containing Equipment
Only one fluorescent light fixture was noted at the facility. The fixture ballast was labeled “PCB free.”
3.7 Rodent Feces
Rodent feces was visible in the attic at the access hatch and in the basement mechanical space.
For the purpose of worker protection is should be assumed that rodent feces is present throughout the attic area and all areas of the basement and below floor crawl spaces.
4.0 Conclusions
1. Asbestos containing materials are limited to floor tile and mastic found on the second floor in the associates’ office, workshop/office/media studio/distance learning area, and the park library room.
2. Lead containing paint is limited to the exterior windows
3. No PCBs were noted within the building.
5.0 ASSUMPTIONS AND LIMITATIONS
The results, findings and recommendations expressed in this report are based solely on conditions noted during the 07/20/2018 ATC inspection of the site.
Additional ACM may be present at the site in inaccessible or concealed spaces. These spaces include, but are not limited to, pipe chases, spaces between wall/ceiling/door/floor cavities, interior of mechanical components such as boiler cavities, interior ducts, beneath foundation pads, etc. If future renovation or demolition activities make these areas accessible, ATC recommends that a thorough assessment of these spaces be conducted at that time to identify and confirm the presence or absence of additional ACMs. Until then, all such unidentified materials should be treated as Presumed ACM (PACM) in accordance with 29 CFR 1926.1101 and 1910.1001. ATC did not conduct any destructive investigation of doors in the building to determine if the doors were insulated for fire-rating purposes.
ATC typically investigates for flooring beneath carpeting by lifting small corner sections of carpet.
If tiles were seen, they have been identified in the report. If tiles were not seen at corners under the carpet, it does not imply that there are no tiles beneath the carpeted floor. ATC did not conduct any destructive investigation on floors to identify multi-layered tile/underlayment systems/concealed paper, equipment, floor tiles/mastics under wood floor systems.
Any concealed building materials discovered during renovation or demolition activities, which are suspected to contain asbestos, should be sampled and analyzed to confirm the presence of asbestos prior to disturbing such materials. All outside contractors and subcontractors should be made aware of the location of known ACMs and possibility of concealed suspect ACMs that could be encountered during renovation/demolition activities. Contractors should be advised in advance, in writing, to not disturb the ACMs or PACMs.
The EPA has not prohibited the manufacture and import of miscellaneous materials, such as vinyl floorings, mastics, roofing materials, etc. As a result, any future replacement materials should be checked for the presence of asbestos prior to installation.
The report is designed to aid the building owner, architect, construction manager, general contractor, and potential asbestos abatement contractor in locating ACM. Under no circumstances is the report to be utilized as a bidding document or as a project specification document since it does not have all the components required to serve as an Asbestos Project Design document or an Abatement Work plan.
