Proposers should still include pricing for the optional temporary visitor center. The total contract period remains 460 calendar days from notice to proceed.

1) The purpose of this Amendment is to provide the pre-proposal site visit attendance log held March
31, 2021 and provide responses to questions. (see attached attendance log).
2) In addition, this Amendment extends the proposal response (due) date from Monday, April 19, 2021
1400 hours MT to Wednesday, April 28, 2021 1400 hours MT.
3) Responses to Questions:
QUESTION 1:
On the Steel Visitor Center – the specifications call for AISC certified fabricators as well as installers. Section 05-12-00 (Structural Steel Framing) – 1.7A calls out for an AISC certified fabricator and 1.7B calls out for an AISC certified erector. There are a few fabricators in the region with AISC certs and although this requirement can be met – the specification requirement normally drives up the fabrication costs by 10%-20% (due to the limited competition of the certified firms).
The AISC requirement for the installer is a much bigger issue. There is currently only 1 AISC certified installer in the State of Oregon and they don’t have a presence in the federal construction market. We likely will receive no bids for steel erection if the current specification 1.7B AISC certification is upheld. Furthermore, due to COVID – AISC isn’t performing shop inspections or audits and is only providing assessments remotely so their presence with regards to this project is negligible and certifying new firms is suspended thru this pandemic. Oregon simply doesn’t have the AISC certified erection firms that other regions of the country may have.
DSL has over a dozen certified welders that meet the individual welding certification spec required under 05-12-00 1.7D so the end-product will still meet all required welding procedures, inspections, and approvals. We request that the AISC requirements noted in 05-12-00 be reconsidered – and that the requirement for an AISC certified erector be waived.
RESPONSE 1:
• A non-AISC-certified steel fabricator may be used only if the fabricator/general contractor provides on-site special inspection for fabrication performed in the shop meeting the requirements noted in the Contract Documents for field fabrication.
• The non-AISC-certified fabricator must also follow the requirements listed in Chapter 1 and Chapter 2 of AISC 207-16 Certification Standard for Steel Fabrication and Erection for all fabricated structural steel on the project.
• A non-AISC- certified steel erector may be used, provided that the erector follows the requirements listed in Chapter 1 and Chapter 5 of AISC 207-16 Certification Standard for Steel Fabrication and Erection for all erected structural steel on the project.
QUESTION 2:
In regard to the Technical Proposal, Factor 5, Management Approach:
The requested narrative for this factor does not seem to include the same criteria as listed in the evaluation of the factor.
Do we need to address all of the items shown in the evaluation factor 5, i.e. cost control, org chart, roles and responsibilities, and etc.? if so, will you increase the page limit to include this data?
FACTOR 5 – MANAGEMENT APPROACH page 51 of 56 Management Approach is organizational structure and business processes to manage, control, and oversee your firm's operations. Submit a written narrative limited to 2 pages describing your management approach to the specific aspects below. Additional pages will not be evaluated. Pictures can be included and will count towards the page limitation. There is no preprinted form for this submittal.
• Construction at remote sites with difficult access, in extreme environmental conditions (high alpine area with heavy snowfall), wintertime operations (snow removal) under limited construction seasons similar to the scope, magnitude, and complexity of this solicitation.
EVALUATION FACTOR (Page 55 of 56)
FACTOR 5 – MANAGEMENT APPROACH: Management approaches demonstrating (1) sound management practices and business processes; (2) effective cost and quality control; and (3) clear corporate and project team commitment, hierarchy and lines of communication, roles, responsibilities, and relationships present lower levels of risk and will be more favorably rated.
Plans not demonstrating these attributes present higher levels of risk and will be less favorably rated.
RESPONSE 2:
The page limit shall be increased in Section L on page 51 of 56 for FACTOR 5 - MANAGEMENT APPROACH to four (4) pages.
Question 3:
We have a multi-part question on work sequence and project duration.
Question 3A: 011100-Summary of Work section 1.3 states 460 calendar days from NTP for project completion. Same section also states Phase 1 TVC is to be in place before work can start at Steel. There is a note that the Park has elected to postpone the start of that work until late summer 2021. With that work slated to start in late summer and the amount of exterior work required, that basically nullifies exterior work on Steel during the first summer window. Part B under 1.3 states partial NTP can be granted for work on submittals on the modular. So would partial NTP start the 460 calendar day requirement or full NTP?
Question 3B: Also, is there any work the Park would allow us to complete on Steel prior to TVC being in place? Both of these impacts how the work is bid and creating the proposal schedule due to weather and how many summer windows we’ll have at Steel.
Question 3C: Also, the 460 days in section 011100 is 4 days more than the 456 days stated in the solicitation on form 1442 and under section 52.211-10.
Response 3:
• The original plan was to get the TVC in place before work began on the Steel VC. After seeing the impacts of COVID and closures, the park has elected to delay the TVC and find an alternate place in the park to handle the visitor services during the construction season of 2021.
• The Steel VC construction can begin as soon as the NTP is issued. It will not impact the 2021 construction season.
• The park is still interested to price the TVC. The intention is to either install it by the end of the summer of 2021 (if the demand is high for it) or the following spring to use it during the 2022 construction season. The CLIN for both the TVC and the possible snow roof (snow roof won't be needed if the TVC is only for one season) have been turned into options to pull it out of the base bid until we know more information.
• Please include the TVC in your pricing and include any assumptions such as duration of TVC rental, etc. Utilize 460 days for total contract period.
