SCOPE OF SERVICES
I. PROJECT LOCATION: Mazama Village, 569 Mazama Village Dr, Crater Lake National
Park, OR
II. PROJECT SUMMARY:
A. The Crater Lake National Park requires temporary space for visitor contact during renovation of the Steel Visitor Center at Munson Valley. The contractor shall provide leased modular buildings to satisfy the space requirements. The modular units and snow roof structure shall be removed from government property after expiration of the lease and the grounds restored to their original condition.
B. The modular buildings shall consist of approximately 1,824 square-feet and be installed on the parking lot, and partial landscaped area, NW side of the Mazama Village Camp Store building, near the Annie Springs entrance to Crater Lake National Park, OR.
C. Connect the modular buildings to nearby utilities. Park will be responsible for the monthly electrical and communications usage fees.
D. The modular buildings shall have insulated exterior envelope, and shall be provided with electrical heating and cooling systems appropriate for year-round occupancy of the building.
E. Decks, ramps, and stairs shall provide access to the modular buildings.
F. Designated furnishings in the Sales/Interpretive area and auditorium of the Steel Visitor
Center shall be installed in the modular buildings prior to the Steel Visitor Center being turned over to the contractor for the rehabilitation work. Mailboxes, to support a USPS Contract Station shall be relocated from the Steel Visitor Center, to the modular buildings, prior to the Steel Visitor Center being turned over to the contractor for the rehabilitation work.
G. A snow roof structure shall be constructed to protect the modular buildings from the significant snowfall of this location.
H. A conceptual design for the modular buildings layout, and site/utility plan, is provided.

III. PROJECT REQUIREMENTS
A. The temporary visitor center shall consist of two modular buildings one of which is approximately 1,440 square-feet in size and the second is approximately 384 square-feet in size. See the attached conceptual drawings for the preferred layout of each building.
B. The intent of the conceptual design documents is to provide guidance for programmatic requirements and information for the contractor to bid. This is not a complete set of documents for the installation, maintenance, and location of the modular buildings, utilities, decks, ramps, stairs, walkways, etc. Minimum room sizes are listed on the concept floor plan. Minimum restroom fixture quantities are indicated. Refinements to the modular building design shall be incorporated into the shop drawings, for Contracting Officer review and approval.
C. The contractor shall furnish all parts, labor, material, transportation, supervision, and all else required to include but not be limited to finalizing layout/design, fabricate, construct, deliver, install, anchor, and skirt new modular buildings, ramps, and decks.
D. Utilities:
1. Provide a potable water connection to the TVC as generally depicted on the conceptual site plan. The water connection shall be installed in accordance with local utility requirements, and of sufficient depth to avoid freezing. The water service entrance shall include a minimum 2” water supply, water meter, check valve, pressure-reducing valve, and isolation valves. Provide documentation of pressure tests, disinfection procedures, and water quality tests in accordance to AWWA requirements. All materials used shall be NSF certified for use on potable water systems and shall be certified as lead free.
Coordinate with NPS water representative on-site when making connections to the water system.
2. Provide a gravity sewer connection for the TVC as generally depicted on the conceptual site plan. Bury lines of sufficient depth to avoid freezing or provide necessary insulation or heat trace to prevent freezing. The sewer connection shall be a minimum of 4” diameter, a minimum, slope of 2%, and with yard cleanout within 3-feet of the building exterior wall. Coordinate with NPS water representative on-site when making connections to the wastewater system.
3. Provide all required trenching, backfill, and temporary re-surfacing to maintain the existing site grades.
4. Electrical Power: Power for the new facility will be provided from the existing utility transformer located on the west side of the parking lot. Coordinate with local utility for connection. 11/20/20 Page 3 of 11 meterbase and service disconnect on the exterior of the building with galvanized rigid conduit and copper XHHW conductors to a fully rated load center located in the corridor outside the storage room. Service shall be sized to accommodate the NEC demand load of the facility plus 25% spare capacity.
5. Telecom Service: Coordinate satellite telephone service to the facility with local utility provider. Provide lockable Network Interface Device (NID) boxes on exterior wall adjacent power meter. Provide one for NPS, one for Mail service. Provide 1”C, 2ea Cat 6 cables from NPS NID to wall mounted Cat 6 patch panel in Storage Room. Provide 1”C, 2ea Cat 6 cables from Mail NID to data jack in Mail Room.
E. The modular buildings shall be installed on a proper foundation to properly support the modular buildings. The modular buildings shall be properly anchored to the foundation and to the ground.
F. The finish floor elevation of the modular buildings shall be a minimum of 3 feet elevation above grade.
G. The exterior cladding, and roof, of the modular buildings shall be durable and properly sealed for a weather-proof enclosure. Windows shall be double-paned insulated units, in manufacturer’s standard materials.
H. Exterior wall, roof, floor and skirting insulation shall comply with the requirements of the
IEEC, climate zone 5B.
I. The exterior doors shall be insulated metal doors; Two with half-lite glazing at Lobby/Sales building as indicated, one flush at Lobby/Sales building, and flush at restroom building.
J. Skirting shall be provided for all modular buildings, and at the west side of the ramps and deck. If any access panel is required, locate in an area not subject to snow accumulations, or snow shedding off the snow roof structure.
K. All exterior decks, ramps, and stairs shall be aluminum or pressure treated wood and
ABAAS compliant. The determination of the exterior decks, ramps, and stairs being aluminum or pressure treated wood shall be determined by the contractor based on which is the most cost effective solution for the government.
L. All interior walls shall have sound proofing to R11 insulation.
M. Vinyl flooring shall be installed throughout in all rooms.
N. Cores for all doors shall be Best Lock compatible. Provide two master keys for door locks;
one for the Mail Room, and one for all others. Provide keys, and master, for the Mail Room (USPS contract station) to the CO, for delivery to the station Postmaster. The Contractor shall not retain copies of the Mail Room keys.

O. Provide toilet tissue roll dispensers (2 rolls), seat cover dispensers, folded paper towel dispensers (400 towels), wall-mounted waste receptacles, soap dispensers, mirrors, and grab bars in the toilet rooms. Provide sanitary-napkin dispensers, and sanitary-napkin receptacle, in the Women’s toilet room.
P. The mailboxes associated with the USPS contract station within the Steel Visitor Center shall be relocated into the TVC Mail Room over a Saturday/Sunday, date to be coordinated with the Contracting Officer. Upon substantial completion of the Steel Visitor Center, the mailboxes shall be reinstalled in the Steel Visitor Center, over a Saturday/Sunday, date to be coordinated with the Contracting Officer. Fourteen-day advance notice to Contracting Officer is required, to schedule a USPS Contract Station representative to be present.
Q. Receptacles shall be Nema 5-20R, duplex type, white face with white nylon wallplates, provided as follows:
1. Lobby/Sales: One per Wall.
2. Mail Room: One per Wall.
3. Auditorium: One tamper-resistant receptacle per Wall plus one +60” AFF for a Flatscreen
TV.
4. Hallways: One per hall.
5. Restrooms: One GFCI receptacle per restroom.
6. Exterior: One per building.
R. Provide power to all electric heaters and mechanical equipment. See mechanical section.
S. Lighting: All luminaires will be Light Emitting Diode (LED) type fixtures, interior fixtures will be nominal 3500°K. Exterior fixtures will be nominal 4000°K, suitable for use in wet locations and temperatures of -20°F. All luminaires will have a minimum CRI of 80 and
THD <20%.
T. Minimum average lighting levels shall be as follows, (measured at 30” AFF, with an average/minimum footcandle ratio of 3:1):
1. Lobby/Sales: 50fc. Provide additional track lighting around room perimeter to provide
100fc average vertical footcandles on walls.
2. Mail Room: 40fc
3. Auditorium: 50fc
4. Hallways: 20fc
5. Storage Rooms: 30fc
6. Restrooms: 20fc
U. Lighting controls shall be provided as follows:
1. Lobby/Sales: ON/OFF switch to control main overhead lighting near entrance, separate dimmer switch (1%-100%) for track lighting.
2. Mail Room: Wall mounted occupancy sensor switch.
3. Auditorium: 3-way dimmer (1%-100%) to allow lights to be dimmed at presentation wall.
4. Hallways: Ceiling mounted occupancy sensors.

5. Storage Rooms: Wall mounted occupancy sensor switch.
6. Restrooms: Ceiling mounted occupancy sensors.
V. All wiring shall be installed in conduit.
W. Provide Category 6 data outlets at the following locations:
1. Lobby/Sales: One 2-port jack located at the sales register. 1”C with 2ea Cat 6 cables to Storage Room wall mounted Cat 6 patch panel.
2. Mail Room: One 2-port jack by workstation, connected to exterior NID.
3. Auditorium: One 2-port jack located +60” AFF behind TV. 1”C with 2ea Cat 6 cables to
Storage Room wall mounted Cat 6 patch panel. Provide additional 1.25”C with HDMI cable from TV to Storage Room.
X. Terminate and test all Cat 6 cables.
Y. Smoke detectors shall be installed in all modular buildings.
Z. The Contractor shall provide all labor, equipment, materials, and management required for the planning, extension, and connection of which includes but is not limited to IT and phone, services to each individual workstation, office, IT equipment, etc. within the temporary modular buildings.
AA. All domestic water, waste and vent piping, valves and appurtenances shall conform to the requirements of the 2015 Uniform Plumbing Code (UPC) for materials and installation.
BB. Domestic water piping shall be insulated in accordance with the 2015 International Energy
Conservation Code (IECC), and with no less than 1” thick insulation.
CC. The domestic water service pipe serving the building shall have sufficient provisions to avoid freezing where it transitions from below grade into the building, such as insulation and electric heat trace.
DD. Plumbing fixtures shall conform to the requirements of the 2015 UPC for materials and installation, and shall be Water Sense labeled where applicable.
1. Water closets shall be floor or wall mounted, manual flush-valve type, with water consumption of 1.28 gallons per flush.
2. Urinals shall be wall mounted, manual flush-valve type, with water consumption of 0.5 gallon per flush.
3. Lavatories shall be wall or counter mount as needed to coordinate with the space design, with trim flowrates of 0.5 gallon per minute, and shall have ASSE 1070 thermostatic mixing valves to supply water no hotter than 115 deg. F.

4. Fixtures shall meet the Architectural Barriers Act accessibility standards, where applicable.
EE. Each restroom shall have a single floor drain with trap primer located near the water closets.
FF. Domestic hot water to be provided using an electric water heater, size to be determined by the Contractor.
GG. Ventilation shall be provided in accordance with the 2015 International Mechanical Code
(IMC).
1. All spaces shall be provided with mechanical ventilation and exhaust. Natural ventilation is not allowed.
2. The Auditorium and Lobby/Sales spaces may use demand control ventilation (DCV) in accordance with the 2013 ASHRAE 62.1-Ventilation for Acceptable Indoor Air Quality. All outside air intakes shall be located to avoid entrainment of contaminated air, such as vehicle exhaust, restroom exhaust, cigarette smoke, etc.
3. Outside air intakes shall avoid entrainment of rain and/or snow into the ventilation system.
4. All outside and return air shall be filtered prior to entering the distribution fan(s) at a minimum filter efficiency level of MERV-8.
5. All return air ducts to distribution fans shall have a smoke detector upstream of each fan.
6. Ductwork shall be installed out of site to the greatest extent practicable, and do the satisfaction of Park staff.
7. Ductwork shall be insulated per the 2015 IECC, and shall be balanced according to AABA standards.
8. All supply and return air grilles, registers and diffusers (GRDs) shall have a Noise Criteria (NC) level of less than 25 under maximum airflow.
9. GRDs may be placed on the floor, walls or ceilings, and shall be located to coordinate and not conflict with the proposed space interior layout.
10. Restroom exhaust grilles shall be located on the ceiling.
11. Provisions shall be made for relief airflow and make up airflow to allow the building(s) to maintain an interior air pressure of 0.05 in. wc. with respect to the outside air.
12. Ventilation equipment shall be automatically operated using a 7-day schedule to allow equipment to turn off when the building is unoccupied, and turn on for occupancy.
Ventilation equipment may run as needed during unoccupied times if it is part of the heating strategy for the building(s).
HH. Heating and cooling calculations shall be performed on the TVC according to the 2013
ASHRAE 90.1 – Energy Standard.
1. Space thermal comfort shall be designed per 2010 ASHRAE 55.
2. Heating and cooling design shall be based on the following indoor design conditions:
a) Winter: 72 deg. F.

b) Summer: 75 deg. F.
c) Maximum Relative Humidity: 60%
3. Heating equipment shall use electrical resistance or air-to-air heat pumps.
a) All electrical heating equipment shall be United States UL or ETL listed, and installed in accordance with the National Electric Code (NEC). Contractor to choose heating equipment appropriate to coordinate with the space configurations, with discrete appearance.
b) Heat pump system to have minimum COP of 3.0.
c) Provide 7-day programmable temperature controllers to allow heating turndown when building is unoccupied.
4. Mechanical Cooling shall be provided in the Lobby/Sales, Mail Room and Auditorium spaces.
a) Evaporators maybe integrated with the heating equipment, or stand alone.
b) Space mounted evaporators shall have a sound pressure level less than or equal to 40 decibels at high fan speed.
c) Dispose of condensate in sewer system drains with p-traps and air gaps.
d) Condensing units shall have a minimum EER of 11.0.
e) Condensing units shall have a sound pressure level less than or equal to 60 decibels.
f) Only non-CFC refrigerants shall be used.
g) Provide 7-day programmable temperature controllers to allow heating turndown when building is unoccupied.
h) Restrooms shall be provided with economizer cooling only.
II. The Contractor shall develop a schedule outlining the timeline for all submissions and delivery, construction, and installation of utilities, the modular buildings, decks, ramps, and Snow Roof.
JJ. The Contractor shall prepare and provide Action Submittals of the temporary modular buildings. The refined design is to be incorporated, for the Contracting Officer to review.
The shop drawings shall be coordinated between the modular buildings and the snow roof structural steel. This is to be an early submittal, to accommodate the spring installation of the temporary visitor center.
KK. The Contractor shall prepare and provide a Work Plan for the site work and connection of water, wastewater, electrical, phone, and internet services to the temporary modular buildings. The documents shall be in sufficient detail outlining the plan for extending and connection the utilities to the temporary modular buildings. The Contractor shall meet with the Contracting Officer to review the aforementioned documents. The Contractor shall be responsible for taking meeting minutes and shall submit the minutes to the Contracting Officer for review and acceptance within 48hrs of the meeting.
LL. The contractor shall furnish all parts, labor, material, transportation, supervision, and all else required to include but not be limited to fabricate and construct associated with the new snow roof structure. The contractor shall provide submittals, including shop drawings coordinated between structural steel and the modular buildings, as an early submittal, to accommodate the spring installation of the temporary visitor center.

MM. During delivery, construction, and installation of the modular buildings, decks, ramps, stairs, utilities, and snow roof structure, no trees on the National Park Service Property shall be disturbed without approval of the Contracting Officer. Trees that may or will be disturbed during delivery, installation, and/or construction of the modular buildings, shall be identified in the site Work Plan, be annotated on the documents developed for the project, and brought to the attention of the Contracting Officer.
NN. After the rehabilitation of the Steel Visitor Center is completed and turned over to the
Government, the modular buildings, decks, ramps, stairs, and snow roof structure shall be removed from National Park Service property.
OO. After the modular buildings, deck, stairs, ramps, and snow roof structure are removed, utilities are to be disconnected, and all disturbed areas shall be restored back to original condition. Original condition includes but is not limited to matching existing finish surface elevations, existing grass, existing dirt trail, existing soil composition, patching paved surfaces, etc.
PP. The Contractor shall provide all labor, equipment, materials, and management required for planning and relocating the IT and phone equipment for providing IT and phone service from the Steel Visitor Center, to the IT, phone, and server closet(s) in the temporary modular buildings. The contractor shall coordinate the relocation with the Communications Services Provider in conjunction with the Contracting Officer.
QQ. Acceptable Manufacturers. Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to, the following:
1. SMM (Sustainable Modular Management)
2. Integrated Modular Solutions
3. Wilscot
IV. PERIOD OF PERFORMACE REQUIREMENTS
A. Complete the work in accordance with Section 01 11 00 “Summary of Work”, Work Phases.
B. Internet and phone services shall not be interrupted for no more than 72-hours in total on scheduled business days. The Contracting Officer shall be notified a minimum of 48-hours in advance of any outage.
V. GOVERNMENT PROVIDED DOCUMENTS
A. Temporary Visitor Center drawing set, dated 11-20-2020, containing conceptual site plan, topographic survey, conceptual modular building design, and Snow Roof construction drawings.

VI. GENERAL REQUIREMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary
Conditions and Division 01 Specification Sections, apply to this Scope of Services.
B. Contractor shall coordinate and secure permits issued by the park.
C. Any discovery made during the execution of the work that has the potential of creating a life safety issue shall be brought to the attention of the Contracting Officer (CO) and Contracting Officer Representative (COR) immediately and followed up in writing within 24hrs of the incident.
D. The Contractor shall provide all required equipment to facilitate the execution of the work to include but is not limited to: personal protective equipment (PPE), scaffolds, ladders, temporary lighting, soil boring equipment, monitoring devices, etc.
E. The Contractor shall provide and maintain barriers to prevent public entry into the area while work is being performed or any equipment is in place. All barricading shall be reviewed and accepted by the Contracting Officer prior to installation.
F. An approximate 40’ x 60’ laydown/staging area enclosed by fencing shall be provided for the contractor for the construction portion of the project. The Contractor shall notify the Contracting Officer a minimum of 72-hours in advance of when the laydown area will be required, ie dates and timeframe. The laydown area is for all contractor equipment to include parking for vehicles.
G. Restroom facilities and potable water is not available on site during installation/construction of the modular buildings. Contractor shall be responsible to provide same on-site.
H. Utility Marking: Contractor shall be responsible for contacting Oregon Utility Notification
Center (OUNC) at (800) 332-2344 or (811), or private utility locating service for marking of all underground utilities located within work zones where any underground work shall or is anticipated to take place prior to conducting any such work. The Contractor shall notify the Contracting Officer a minimum of 72-hours in advance of digging and/or locating work.
I. All work shall be in accordance with Occupational Safety and Health Administration
(OSHA) guidelines and regulations.
J. The Contractor shall include appropriate damage insurance from the trailer rental company for the duration of the rental period.

VII. CODES, REGULATIONS AND STANDARDS:
A. All work shall conform to the latest edition of the International Building Code (IBC) and family of International Codes. Work shall conform to Life Safety Codes, NFPA, NEC, and the requirements of the Architectural Barriers Act Accessibility Standard (ABAAS). All work shall conform to all local codes and regulations that govern this type of work. All work performed shall comply with applicable laws, regulations, and Government policies and guidelines.
B. Provide fire extinguishers per NFPA 10.
VIII. REVIEWS
A. The Contractor shall be responsible for Quality Control of the entire project, which includes ensuring the technical accuracy, completeness, and correctness of all documents and the costs associated with the proposal.
B. The Contractor shall be responsible for the review and coordination of their work, their sub-contractor’s work and other contractors that will be involved in this project. All corrections shall be made prior to each submission to the Contracting Officer.
C. Neither the Contracting Officer's review, approval or acceptance of, nor payment for, the services required shall be construed as a waiver of any rights or of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government in accordance with applicable laws for all damages to the Government caused by the Contractor's negligent performance of any of the services furnished under this task order.
D. Provide necessary services to secure regulatory approvals (permits) associated with the work.
IX. CONFIDENTIALITY AND GOVERNMENT OWNERSHIP
A. Confidentiality: All data, information and deliverables provided to the Contractor under this contract and/or developed by the Contractor under this contract are the property of the Government and shall be kept in strict confidence.
B. Government Ownership: All notes, reports, sketches, photographs, drawings, specifications, cost proposals, calculations and other documents produced as a result of this contract shall be and remain the sole property of the Government and may be used on any other work at no additional compensation to the Contractor. Contractor may retain copies of all such materials.
X. DELIVERABLES AND SUBMISSIONS
A. Action Submittal: Temporary modular building shop drawings and product data.

B. Specifications, reports, data sheets, etc. shall be prepared using MS Word format. Use
Specifications Cover Page template.
C. Product Manufacturer Data Sheets shall be organized according to CSI 16 Section Divisions in Adobe PDF file format.
D. Testing Data shall be presented using charts, graphs, data tables and graphics. Testing Data shall be prepared as MS Excel compatible.
E. Deliverables specifying Adobe PDF file format shall be submitted as one file. Report sections shall be bundled into one PDF file. Likewise, drawing sheets shall be bundled into one PDF file, etc.

| 1.8 FIELD CONDITIONS |

| B. Do not apply roofing membrane during unsuitable weather. |
| C. Do not apply roofing membrane when ambient temperature is below 40 degrees F. |
| D. Do not apply roofing membrane to damp or frozen deck surface or when precipitation is expected or occurring. |
| E. Do not expose material vulnerable to water or sun damage in quantities greater than can be weather-proofed in one day. |
