Screening Standards for Armed Personnel
Attachment T
November 2021
SECURITY POLICE OFFICER (SPO) QUALIFICATIONS
The Contractor shall:
A. Ensure all candidates are United States citizens.
B. Ensure that uniformed and non-uniformed contract employees that serve as members of the
Contractor’s security force representing NASA protective services in the position of Security Police Officer (SPO) will be required to provide a statement of conduct that is the Officers Oath or affirmation of proper conduct and allegiance to the principle of behavior suitable to their position of trust, and of their understanding of the requirements of the “Standards of Conduct for Sworn Officers.”
The Oath; [Stand and remove your headgear, place your hand over your heart and in a clear voice state your oath or affirmation] “My _____________ [Oath or Affirmation] is my bond. I [State Your Full and Complete Name] understand and accept my duty to protect and defend the rights of all persons. I will perform my duty with diligence and purpose. I will exercise the authority, vested in me by virtue of my position, with honesty and decency, showing preference to none, while serving all. This I respectfully___________ [swear or affirm]”.
C. Ensure sworn officers will:
1) Exercise good judgment.
2) Interact with people in a professional manner.
3) Maintain a high level of performance.
4) Maintain poise and self-control under stress.
D. Certify that sworn all Security Police Officers have as a minimum:
1) A high school diploma or General Equivalency Diploma (GED).
2) A valid state driver’s license that is maintained throughout employment.
3) The ability to read and speak the English language; understand and apply written rules, detailed orders, instructions, and training material. Construct and write clear, concise, accurate, and detailed reports.
4) User level computer skills operating standard word processing programs.
5) Reached the age of at least 21 at the time of employment.
6) Preferred 1-3 years’ experience in law enforcement.
E. Conduct a Pre-Employment Investigation for all armed employees to ensure:
1) No felony conviction.
2) No misdemeanor conviction that reflects on the individual’s suitability.
3) Persons convicted of or under indictment for a misdemeanor crime of domestic violence are not employed as armed officers including those crimes classified under the Lautenberg Act.
4) All other employees meet the requirement of position risk determination and NASA access suitability.
5) All candidates are medically fit and emotionally stable.
F. Conduct a pre-employment investigation for all armed employees that includes:
1) Search of police files in the area of residence for a period of 5 years.
2) Inquiries of former employers for a period of 5 years.
3) Information that may reflect on the suitability of the employee to perform security duties under this contract.
G. Provide the results of the investigative reports for each officer to the NASA Chief of Protective
Services not later than 7 days prior to beginning duty.
H. Provide a standard operating procedure “Standards of Conduct” that specifically addresses the behavior and conduct of uniformed and non-uniformed members of the Contractor’s work force representing NASA Protective Services.
I. Ensure all personnel adhere to general standards of conduct that reflect credibility upon themselves, their employer, NASA, and the Federal Government.
J. Remove any Contractor employee from the work site and/or this contract for failure to comply with the general standards of conduct. Initiate immediate action to replace such an employee to maintain continuity of services at no additional cost to the Government.
