Medical Screening

Standards for Armed Personnel

Attachment S

November 2021

1. MEDICAL SCREEENING REQUIREMENTS FOR SECURITY POLICE

OFFICER (SPO)

The Contractor Shall:

A. Ensure the applicant is medically fit and undergo a medical examination in accordance with

NPR 1800.1D, Appendix C, A3. Certification Exams, Matrix O for Security and are physically and medically capable of performing the essential duties of the position efficiently and without hazard to themselves or others. Medical screening shall be provided as required by the Center annex. The Medical screening shall be completed before entrance on duty and annually during employment as a SPO.

B. Consider failure to meet the required physical and medical qualifications to be a disqualifying factor for employment or continued duty as a SPO.

C. Enforce the following minimum visual standards:

1) Distant visual acuity must be at least 20/40 in each eye with corrective lenses; distant binocular acuity of at least 20/40 with corrective lenses.

2) Near visual acuity must be corrected to at least 20/40 in each eye; near binocular acuity of at least 20/40 with corrective lenses.

3) Field of vision must be at 90 degrees in the horizontal meridian in each eye.

4) Ability to distinguish the colors must be present for red, amber, and green.

Enforce the minimum hearing ability of hearing loss in the better ear of not greater than 40 decibels at 500 Hz, 1,000 Hz, and 2,000 Hz, with or without a hearing aid.

D. Ensure the applicant/SPO has no impairment of the use of a leg, a foot, an arm, a hand, the fingers, back or neck which would prevent the applicant/SPO from carrying out the functional requirements of the position. In addition, the applicant/SPO shall have no established medical history or clinical diagnosis of debilitating rheumatic, arthritic, orthopedic, muscular, neuromuscular, or vascular disease which would interfere with the ability to perform the functional requirements of the position.

E. Ensure the applicant/SPO has no established medical history of cardiac or pulmonary disease that would interfere with the ability to perform the functional requirements of the position.

F. Ensure appropriate medical forms are completed by the applicant and provided to the medical professional prior to the examination.

2. PSYCHOLOGICAL REQUIREMENTS FOR ARMED PERSONNEL

A. Ensure the applicant is emotionally stable.

B. Administer Minnesota Multiphasic Personality Inventory-2 (MMPI-2) and Shipley Institute of Living Scale psychological examinations to the applicant.

1) An incumbent applicant hired within the previous 5 years is not required take either the Minnesota Multiphasic Personality Inventory-2 (MMPI-2) or the Shipley Institute of Living Scale tests; however, ensure the incumbent applicant is administered the examinations every five years from their previous evaluation date.

2) An applicant who fails the MMPI-2 or Shipley Institute of Living Scale shall be interviewed by a licensed psychologist before a final decision on suitability is made.

The evaluation must focus on the applicant’s suitability for high-risk and high stress work.

C. Forward each examination to a clinical psychologist for evaluation. Upon receipt of this evaluation, the Contractor shall use these findings to determine the applicant’s suitability for employment/continued duty as a SPO.

D. Screen the applicant that possess significant employment risk factors to identify behavioral characteristics associated with employment success.

E. Ensure the applicant is free of problems that may adversely affect duty performance.

F. Remove access to weapons of an employee that exhibits behaviors, not limited to emotional or psychological, that the contractor determines makes the employee unfit to perform SPO duties and notify the Center Chief of Protective Services or any Special Agent.

G. Ensure an employee who has been suspended from performing SPO duty, retake the Minnesota Multiphasic Personality Inventory-2 (MMPI-2) and Shipley Institute of Living Scale psychological examinations and be evaluated by a licensed psychologist before a final decision on suitability is made. Any decision in the employee’s favor shall include a letter from the interviewing licensed psychologist indicating fitness for duty as a SPO be forwarded to the Center Chief Medical Officer or Agency Chief Health and Medical Officer (where no Center Chief Medical Officer exists) noting the resolution or the continued therapy if a chronic condition exists. The Chief Medical Officer will provide a written opinion to the Center Chief of Protective Services as to the employee’s fitness for duty as a SPO. The Center Chief of Protective Services will make the final determination for the employee to continue to perform duty as an SPO.

3. DRUG TESTING AND DRUG & ALCOHOL – FREE WORKFORCE

REQUIREMENTS

A. Comply with Federal policies on “drug and alcohol-free” workplaces.

B. Institute and maintain a program for achieving a drug & alcohol-free workforce.

C. Provide, as a minimum, for pre-employment, reasonable suspicion, random, post-accident, periodic, and recurring (follow-up) testing of Contractor employees in sensitive positions for use of alcohol or a controlled substance in violation of applicable law or Federal regulation.

D. Establish its testing or rehabilitation program in cooperation with other contractors or organizations.

E. Submit the plan for this program to the Annex COR for review and approval.

F. Conform to the “Mandatory Guidelines for Federal Workplace Drug Testing Programs” published by the Department of Health and Human Services (59 FR 29908, June 9, 1994) and the procedures in 49 CFR part 40, “Procedures for Transportation Workplace Drug Testing Programs,” in which references to “DOT” shall be read as “NASA”, and the split sample method of collection shall be used.
