Contract Overview
This Performance Work Statement (PWS) Annex for protective services addresses additional requirements for NASA Langley Research Center (LaRC).
Work under this contract shall be performed at LaRC located in, Hampton, Virginia 23681 and at other areas as directed by the Government and allowed by law, with primary duties generally performed at LaRC, including such NASA properties, as are located on Joint Base Langley Eustis, contiguous to LaRC.
Subcontractors shall be accountable solely to the Contractor, who in turn is responsible to the Government.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform comprehensive protective services as defined in this PWS except for those items specified as government-furnished equipment (GFE) and services. The Contractor’s performance shall meet or exceed the standards in this contract.
A primary and alternate LaRC Annex Contracting Officer’s Representative (Annex COR) shall be appointed to provide Government surveillance of services provided at LaRC. Additionally, a Task Monitor (TM) may be appointed to provide Government surveillance of various contract tasks (e.g. Emergency Management Task Monitor) performed at the Center. A TM, reports observations associated with a specific contract technical area or task to the Annex COR (also referred to as the Center COR).
At LaRC, the term “PSO” includes, The Center Chief of Protective Services (CCPS), Emergency Manager/Fire Chief (EM/FC), Annex COR or Alternate Annex COR, and/or any authorized Special Agent (SA).

a. At LaRC, the Contractor is responsible for conducting “Business hours” for the hours (normally 8 hour per day increments for full-time work) required for each task as identified in this annex. Unless otherwise stated, services provided by Security Police Officers (SPO) shall be provided 24 hours a day, 7 days a week (24/7), during 12 ½ hour shifts, which includes a 15 minute guard mount prior the posting and a 15 minute recovery following relief, or as specified in this annex for individual posts, patrols, or positions.
b. Duty day: Normal “Duty day” hours are from 0600 hrs. to 1800 hrs. each day, excluding weekends and Federal holidays. Unless otherwise stated (as “Business
- 2 -hours”), services shall be provided during Duty day hours by non-uniformed and alternate soft (unarmed) uniformed contract employees (i.e. clerical and technical personnel). The hours from 1800 hrs. to 0600 hrs. are referred to as “After-hours or After-hours access” and Center access is governed/granted by specific LaRC policy. All times stated in the LaRC Annex are in Eastern Time, unless otherwise noted.

a. Additionally, the Contractor shall evaluate and report on installation protection needs and requirements based on the current threat.
b. At LaRC, the Contractor shall evaluate installation protection needs and requirements based on the current threat level. The Contractor shall implement the PSO Security/Patrol Distribution Plan as identified in Attachment A.10 (of this TO PWS), Protective Services Operations - Post and Patrols, that integrates perimeter protection, physical protection assets, and security response into a cohesive plan which includes the strategic goals of Prevention, Detection, and Resolution (PDR) as identified in this TO PWS.
The Contractor shall be required to meet the LaRC standard of a five (5) minute response time to “deliberately respond” to one in-progress incident.
The Security/Patrol Distribution Plan describes the approach to meet this standard. A Deliberate Response is the minimum allowable response to all alarms (e.g. fire, Intrusion Detection System (IDS), and duress), and any 911 or emergency notification of an incident or suspected incident involving violence or a threat of violence (e.g. robbery, assault, incidents involving
- 8 -weapons, or threats of imminent bodily harm) located on LaRC excluding the LaRC facilities located on Joint Base Langley Eustis (JBLE).
c. A Deliberate Response is determined by the arrival, on the scene of an in-progress incident, within the five (5) minute allowable response time, of two
(2) ordinarily equipped security police patrol units with the equipment, training and supervision to manage, contain, or immediately intervene as necessary, to protect people, property, and information. Supervision will be coordinated on-scene. An “ordinarily equipped patrol,” is a fully equipped and functional security police vehicle with complete and functioning emergency and communications equipment and a Security Police Officer (SPO) in full duty uniform with all Personal Protective Equipment (PPE), and functional handheld radio. Tests of alarm response shall be performed on a monthly basis or as required by applicable regulations, such as Intelligence Community Directive (ICD), Intelligence Community Standard (ICS) 705-1, and Intelligence Community Technical Specification ICD/ICS 705, “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities” or its DoD equivalent Joint Air Force Army Navy (JAFAN) 6/9 “Physical Security Standards for Special Access Program Facilities.”
5.1 Physical Security Support
A. Thru Q. Not required at LaRC. The Contractor shall participate in the LaRC RPP as required by PSO and within the normal scope of the contracts baseline protective services functions.
a. Inspections Audits and Assessments: At LaRC, the Contractor shall conduct physical security inspections, audits and assessments of installations, buildings, or areas for the purpose of identifying security weaknesses and vulnerabilities and recommending countermeasures. The Contractor shall schedule and conduct three (3) security assessments of facilities, biennially, including assessments of NASA Critical Infrastructure (NCI) facilities as specified by the Center Chief of Protective Services (CCPS) or TM.
Additionally, the Contractor shall schedule and conduct one (1) annual (yearly) installation vulnerability assessment to address the state of Center physical security, including all security devices (including but not limited to;
card readers, cameras, gates, and fencing) and make recommendations for improvement. Additional security inspections, audits, or surveys may be requested as required by the CCPS. These additional services will be obtained under a separate IDIQ TO.

In addition to the above, at LaRC the Contractor shall:
Use and maintain a computerized database of all keys, lock cores, safes, and mechanical and electronic locks that shall be available for the Annex COR to view the information. Locksmith services include performing openings of doors, safes, or other locked mechanisms, neutralizing “lockouts,” and correcting malfunctions on locking systems or mechanisms.
Preform service during Duty day hours, 8 hours per day M-F 0730 – 1600 hours. In addition, the Contractor shall provide locksmith services for emergency “call-in” under the FFP portion of the contract on a 24 hour/7 days per week basis. Emergency “call-in” requirements are not anticipated to exceed 3 occurrences over the potential 5-year life of the contract. Response time after normal duty hours is within 12 hours of notification to the Contractor.
Ensure all tools, supplies, equipment (to include limited bench stocks), and vehicle needed by the locksmith for the performance of these duties shall be provided by the Contractor with the exception of those machines and tools listed as GFE. Locks required for new construction and widespread (i.e., entire building) replacement of locks are not considered limited bench stocks and will be provided by NASA as necessary.
Ensure combinations are changed when first placed in service and then as needed whenever a person knowing the combination is transferred or terminated from employment or for some other reason that the person is no longer authorized access to the classified material stored in the equipment or area; also whenever it is probable that the combination may have been compromised as determined by the CCPS or TM; or whenever the security storage equipment or security area has been found unsecured and unattended; or when directed by the CCPS or TM.

In addition to the above:
Provide an ESS Technician and ESS Electrician responsible for the maintenance and operation of the Center-wide ESS. The Contractor shall provide user level operation, maintenance, programming, management, and monitoring for the Lenel® ESS. The Contractor shall monitor two workstations to include network video surveillance and Alarm Monitoring. Requirements for operating and monitoring the ESS shall be IAW the manufacturer’s guidance and specifications. Specifically, the Contractor shall:
Install and maintain electronic security systems (ESS) intrusion alarms, closed circuit television, access control, electronic locking devices, bollards and other security barriers, audio alarms, and mobile patrol video systems.
Specifically, at LaRC the Contractor shall:
1. Provide an ESST with the following Qualifications to perform the work identified:
1.1. LENEL Professional Certification in Access Control, Intrusion Detection and
Video Management.
1.2. 5 years of experience installing and maintaining enterprise LENEL access control, intrusion detection and video system management.
1.3. Document training levels and requirements for individuals operating and monitoring the ESS, including successfully completed background checks per NASA regulations.
1.4. Assist in providing administrative task associated with:
1.4.1. Managing and configuring E-PACS devices within the LaRC Region of the ESS enterprise.
1.4.2. Configure access levels, time zones, holidays, and local and global hardware linkages.
1.4.3. Create and modify custom alarm configuration and other software configurations required for the Center or LaRC Region of the ESS enterprise.
1.5. Serve as the LENEL® trained technical resource for both E-PACS Regional hardware and software configuration changes.
1.6. Provide hands-on user level operation training for the ESS to the Officers in
PSCC.
1.7. Provide training for user level functions, monitoring and surveillance of ESS to include but not limited to workstations and end user terminals.
1.8. Conduct annual ESS testing for all ESS components (ACS, IDS, NVS and duress) as required by NASA to provide assurances that the ESS is in conformance with the requirements listed below.

1.9. Document annual testing and test performance with the following minimum information: testing dates, names of individuals performing the test, specific equipment tested, malfunctions detected, and corrective actions taken.
1.10. Conduct the testing of all motion detection sensors to ensure that the sensitivity is adjusted to detect an intruder as specified in the PWS.
1.10.1. The Contractor shall document that the ESST has tested Tamper Detection devices by removing each IDS cover individually to ensure that there is an alarm indication on the monitoring panel in both the secure and access modes. Tamper detection devices will be tested upon installation and when tamper detection on the LENEL® enclosure is activated when it is opened. Additionally, test the tamper zone annually to ensure the zone isn’t “jumpered out.” The NASA LENEL Regional Administrator may require more frequent testing of tamper circuits.
1.10.2. Backup Battery Testing shall be coordinated with NASA and conducted by the ESST and documented by the Contractor.
1.10.3. Test backup batteries to ensure it shall provide a minimum of 6 hours operation if primary power is lost.
1.10.4. Replace all ESS backup batteries upon failure or every three (3) years whichever is sooner.
1.11. Document the trouble analysis and repair as identified below:
1.11.1. For NASA Critical Infrastructure (NCI) or other designated target areas the Contractor shall document the system failure and provide static security as necessary until system restoration
1.11.2. For all other areas, the services level agreement requires the Contractor to notify NASA and document security checks of the failed system until resolution, typically within 24 hours.
1.11.3. Maintain the capability to monitor expanded existing electronic security systems as new requirements develop.
1.12. Provide for the operation, management, and monitoring for the LaRC Network Video Surveillance (NVS) system to include:
1.12.1. Monitor, view, and control LaRC NVS cameras.
1.12.2. Ensure cameras are recording to the appropriate video server and protected from tampering.
1.12.3. Train NVS system users on all components of the system and the methods of monitoring, copying, recording, and playing back surveillance segments, and elements of camera control
1.13. Upon request of the PSO, the Contractor shall playback, archive, copy, and distribute such stored video as requested.
1.14. Provide design engineering and implementation of advances electronic security solutions to include ACS, IDS, NVS and duress.
1.14.1. Function to be performed in support of all work planned for NASA ESS.
1.14.2. Provides review and comment to security managers on design drawings.

1.14.3. Attends meetings w/ PSO managers as an ESS SME for NASA ESS projects.
1.15. Interface with PSO Regional Administrators on all ESS issues.
1.16. The ESST works with and in coordination with the ESSE (ESS Electrician) on
PSO ESS projects.
1.16.1. Provides SME input on all PSO ESS projects.
1.17. The Contractor shall maintain the capability to expand existing electronic security systems as new requirements develop. Electronic security systems that are IT based shall adhere to the IT Security policies set forth in NPR
2810.1 Security of Information Technology.
1.18. At LaRC, the Contractor will be tasked to perform this work by the Annex COR or CCPS with approval of the Contracting Officer or through a Task Order.
2. Electronic Security Services Electrician (ESSE)
2.1. Provide an Electronic Security Services Electrician (ESSE). The ESSE serves as the PSO expert on all security related electrical services, integration, construction, planning, design, installation, and maintenance. Unless otherwise specified within the PWS, be available on-site 8 hours per day M-F 0730 – 1600 hours., excluding holidays, unless otherwise coordinated with the COR. The Contractor shall adjust its work hours to provide the maximum availability to address mission changes to perform the requirements of this contract.
Specifically, the Contractor shall:
2.2. Provide an ESSE with the following Qualifications to perform to work identified:
2.2.1. Licensed Journeymen Level Electrician with a minimum of 5 years’ experience.
2.2.2. National Fire Protection Association (NFPA) Life Safety Certification.
2.2.3. Obtain and retain a National Security Clearance at the TOP SECRET level.
2.2.4. Security Systems Administration with a minimum of 3 years’ experience.
2.2.5. Completed NFPA 70E Training (8-hour minimum instructor led course).
2.2.6. AED/CPR trained.
2.2.7. Within one (1) year of contract award, ensure ESSE has obtained
LENEL Certified Professional training in Access Control, Intrusion Detection and Video.
2.3. General Experience: The critical nature of the services being provided requires at least 5 years of direct experience in the installation of electrical devices for surveillance systems, i.e. sensors and/or cameras and at least 5 years of experience in managing, installing and maintaining intrusion detection systems (IDS), LENEL® experience preferred but not required. The Contractor shall provide an ESSE with the following experience:
2.3.1. 600 V and less premises wiring, and Low Voltage and Limited Energy electrical work covered by NEC Chapters 7 and 8.

2.3.2. Planning and installing premises wiring and raceways in a factory or industrial environment, and in finished interiors and exteriors including office settings.
2.3.3. Planning, provisioning, and directing installation of electrical service enclosures, junctions, electrical conduit, conductors, high and low voltage services, transformers, breakers, and fittings, including construction and finished work. Licensed Journeyman Level Electrician with a minimum of 5 years’ experience is required, A Master Level Electrician with at least 5 years’ experience preferred.
2.3.4. Proficiency with Autocad® software, and Microsoft Office programs.
2.3.5. Planning and installing AXIS® and SONY® camera systems.
2.3.6. Knowledge of and compliance with NASA engineering and safety standards and policies.

2.4. Provide electrical services for the installation and maintenance of various electronic security system devices and countermeasures to include, network video cameras, Passive Infrared (PIR) and motion detection sensors, alarm systems, fixed and mobile intrusion detection systems, card readers and keypads, directional surveillance systems, and the associated Class 2 and Class 3 circuits and raceways for those devices. Note: The installation of and connection of wiring and raceways for Class 1 circuits and circuits on the supply side of Class 2 and Class 3 power sources and transformers is not included in this scope of work and shall be done by others.
2.5. Provide installation and maintenance support to the ESS Technician on all LENEL® systems, and the associated Class 2 and Class 3 circuits and raceways.
2.6. Coordinate all work on electronic security systems equipment with the Facility Coordinator, including any required electrical Lockout/Tagouts (LOTO) using approved LaRC Safety Operators.
2.7. Ensure that documentation is updated or generated and properly reviewed for changes that affect panel boards, even though permitted work under this scope is limited circuits and equipment downstream of the connection to Class 1 and branch circuits.
2.8. Provide expert understanding of alarms and alarm systems, electrical and electronic infrastructure, and the ability to read and critique building designs and plans for the implementation of security systems designed by third parties.
2.9. Provide administration of the Protective Services Communication Center (PSCC) and all radio, data and telephony systems, to include network video systems, and Internet Protocol (IP) integration, National Crime Information Center (NCIC) terminal operations, and recording and emergency 911 center integrated dispatch hardware and software.

2.10. Provide management of the PSO emergency communication Task Order with the Center emergency communication provider (presently AT&T FirstNet®).
2.11. Monitor, view, and control LaRC network video cameras. Ensure cameras are recording to the appropriate video servers and protected from tampering.
2.12. Provide training to network video users on all components of the system and the methods of monitoring, copying, recording, and playing back surveillance segments, and elements of camera control.
2.13. Upon request of the PSO, the Contractor shall playback, archive, copy, and distribute stored video as requested.
2.14. Provide troubleshooting for vehicle attached voice, data and video communications and recording systems.
2.15. Provide subcontract management for additional trades required during projects.
2.16. Provide trouble shooting and maintenance for the “take-a-number” system at the Badge and Pass office.
6.0 Security Operations

SECUTITY OPERATIONS - POSTS AND PATROLS
All requirements for security operations, identified in this annex, are expected to be performed by the post, patrols and positions identified in the table below.
The Contractor shall utilize flexible scheduling to manage individual duties or assignments to minimize overtime. The use of job sharing is authorized.
All security force positions shall be filled by uniformed Security Police Officers of the identified rank and position. All posts and patrols (except Baker 1, Baker 2 and Comm Center Operators) include a 15-minute guard mount at the start of a shift and a 15-minute recovery at the end of a shift, extending a shift by 30 minutes, called a “Standard Shift”.
All training requirements are identified in paragraphs 3.0 and 9.0 of the PWS.
SPO’s shall remain in proper duty uniform (see Attachment A.5, Officer Uniforms and Equipment Requirements). Officer Presence is the first level of use of force and depends on a properly equipped and uniformed officer presenting a calm, experienced, professional, and competent appearance, and demeanor.

6.1 Security and Security Police Services
At LaRC, the Contractor shall:
Provide armed uniformed security police officers to perform tasks such as respond to emergencies and enforce NASA regulations; conduct personnel, vehicular, building, facility, package and parcel checks and inspections, access control, crowd control, parking and traffic control, staff gates, establish roadblocks, observe and report fires, water leaks, environmental threats, and other hazards, lock and unlock buildings and rooms, conduct flag protocols, safeguard NASA aircraft and other sensitive/valuable assets, provide motorist assistance (including battery boost and unlock), and escort persons and equipment. The Contractor shall report all public assistance, security, and law enforcement activities.

Introduction to and familiarization with NASA and LaRC security policies, regulations, and procedures; Training for emergency actions covering first aid, CPR, blood-borne pathogens, fire prevention, bomb threat response, responding to security/duress alarms, natural disasters, violence in the workplace, demonstrations/protests, building evacuations, oxygen-deficiency alarms, fire alarms, chemical spills, and crowd control; Sabotage and espionage threats;
Traffic control, parking, and accident investigation; Use of communications and emergency equipment; Identifying and safeguarding classified and SBU information; Patrol procedures, reporting procedures, and report writing;
Professional ethics, standards of conduct, and public relations; Legal subjects which shall include, as a minimum, jurisdiction and authority, rules of evidence, search and seizure, use of force and apprehension and arrest; Use of the telephone

c. Ensure LaRC In-Service Training also includes the following topics: Detention, Victim Rights, Workplace Violence/Conflict Resolution, Officer Response Options, Tactical Communications, Driving/Operator Control, Striking and Movement Techniques, Vehicle Stops and Tactical Movement and Response in Vehicle, Stress Induced Dynamic drills, dynamic shoot no shoot drills and active shooter drills. International Visits Coordinator (IVC):
a. The Contractor shall provide one (1) fully trained International Visits Coordinator (IVC), to process foreign national access requests to ensure requests obtain all required information and documentation for approval to ensure compliance IAW NPR 1600.4. The Contractor shall have complete working knowledge of the NASA Access Management System (NAMS) system, the U.S. Citizenship and Immigration system Systematic Alien Verification for Entitlements (SAVE), and other systems required in performance of these duties.
b. The Contractor shall process foreign national, foreign representatives, dignitaries, and guests according to NASA NPR 1371.2 and NPR 1600.1. Contractor personnel performing functions as the IVC shall possess and maintain a SECRET security clearance.
c. Prepare and maintain all records for foreign national requests. Requests should be submitted for approval within 5 business days of receipt.
d. The Contractor shall process access requests through the NASA IdMAX system and review all FN visitor access control plans to ensure the requirements for each visit are captured and accurate.
e. The Contractor shall complete the database checks through Visual Compliance, I- 94, SAVE, NCIC, Federal Bureau of Investigations File, National Criminal History Check (NCHC), and LaRC Counterintelligence Office checks for each FN access request.
f. The Contractor shall review each FN access request record for accuracy and forward the record to the LaRC Export Control Office for approval for all non-designated country FN visitors and to the HQ NASA Office of International and Interagency Relations (OIIR) Office for FN visitors who are from designated countries.

g. Enter all approvals/denials in the NAMS upon receipt from the PSO approver within 10 business days of original request receipt. The Contractor shall transmit final approval in the NASA IdMAX system.
h. Support organizational points-of-contact in processing requirements and respond to all inquiries within two (2) business days. The Contractor shall conduct training for FN Access Management Requestors and Sponsors and review and update SOPs as needed.
i. Participate on Agency teleconferences pertaining to foreign national processing.
The IVC Shall Provide Administrative Support to the Protective Services Office (PSO)

m. Maintain hardcopy and electronic files for the PSO, including administrative files as well as technical documentation and reports IAW applicable standards and Government-approved procedures. The utilization of Government-provided archival systems for documentation is required.
n. Manage (including proof-reading for grammar and format) and coordinate the update of PSO Langley Policy Directives, Langley Procedural Requirements, and Center Procedures IAW the Langley Management System (LMS). Manage and coordinate the implementation and update of all security-related Langley Forms IAW applicable publications. Ensure all documents are updated and submitted to the LMS in a timely manner with all required signatures and approvals.
o. Maintain inventory of supplies by identifying PSO stock items that need to be replenished and notifying the appropriate credit card holder of what needs to be ordered, and upon receipt of items, store the supplies in the appropriate location.
