About this file
This is Attachment M (Special Provisions for Safety) for IFB #159371, a Virginia Department of Transportation (VDOT) contract for Right of Way Mowing & Litter Removal Services. The document outlines specific requirements for 29 different lots across Virginia, including work hours restrictions, equipment requirements, crew sizes, mowing specifications, and traffic control measures. Key operational specifications include mowing heights of no more than 4 inches, requirements to cut full right-of-way behind ditches, use of Truck Mounted Attenuators (TMAs) when encroaching on travel lanes, and specific time restrictions for primary routes (generally 9:00 AM to 3:00 PM Monday-Friday).
Equipment and staffing requirements vary by lot but generally include minimum requirements for 75 HP tractors, batwing mowers, push mowers, and trimmers. For example, Northern Virginia lots require three 75 HP tractors working simultaneously with two single flex wing rotary cutters and crews of six people. The document includes detailed traffic control requirements, particularly for high-traffic routes like Route 460 and Route 58, requiring TTC-13.2 configurations with two Advance Warning Vehicles with TMAs. Additional requirements include submission of daily trash dump facility tickets, separate tracking of primary and secondary route work, and mandatory attendance at kick-off meetings by both foremen and contractors.
