About this file
This is Attachment M to IFB #159371 from the Virginia Department of Transportation (VDOT) detailing special provisions for safety and requirements for Right of Way Mowing & Litter Removal Services across multiple lots/locations throughout Virginia. The document outlines specific requirements for 29 different lots, including locations such as Lancaster Secondary, Northumberland, Dublin AHQ, Hampton Roads District, and Northern Virginia AHQ areas. The requirements cover mowing operations on primary and secondary routes, with specific timing restrictions based on traffic patterns and safety considerations. For example, many primary routes have restricted mowing hours between 9:00 AM and 3:00 PM Monday through Friday, with additional restrictions around high-traffic events like Virginia Tech football games and university graduations.
The specifications detail equipment requirements including minimum 75 HP tractors, slope mowers, batwing mowers, and bush hogs for different areas. Safety requirements mandate the use of Truck Mounted Attenuators (TMA) on certain routes and specific traffic control measures following the VA Work Area Protection Manual. The document specifies mowing heights (typically 4 inches), distances behind guardrails (6-8 feet), and debris removal requirements. Each lot has specific crew requirements, typically requiring teams of 6 people and multiple pieces of equipment working simultaneously. The contractor must also follow strict reporting requirements for trash collection and disposal, including daily submission of dump facility tickets by 10:00 AM the following morning.
