Respondents must complete seven prompts addressing the proposed contact center solution, with each prompt limited to 13,000 characters. The prompts require detailed descriptions of offerings in accordance with sections 4.1 through 4.7 of Attachment A (Scope of Work), covering general contact center services, Automatic Call Distribution (ACD), Auto-Attendant and Interactive Voice Response (IVR), reporting and analytics, call recording, workforce management, and miscellaneous services including trunking capacity management, data protection for remote agents, multi-tenant environment performance isolation, and failover design. Proposal responses must be submitted electronically through MyFloridaMarketPlace via the SAP Business Network by 10:00 AM Eastern Time on March 17, 2026, with public proposal opening at 11:00 AM the same day. The evaluation period is scheduled for March 31, 2026 through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The statewide term contract includes an initial three-year term with potential renewal options, and the Department intends to make multiple awards but reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.
Respondents must strictly adhere to submission instructions and may only input text into designated response fields; any additional files, links, or information provided outside the response blocks will not be considered for evaluation. Alterations to character count limits or other restrictions may result in non-responsiveness. Respondents must certify that they have read, understood, and will comply with all requirements in the referenced sections. The evaluation framework allocates 660 of 1,160 total points to the technical proposal, with the remaining 500 points allocated to cost proposals submitted as ceiling rates subject to negotiation in individual Customer Scope of Work agreements. Pricing tiers include single-tenant systems for up to 300 agents and multi-tenant system features. Mandatory responsiveness requirements restrict participation to vendors not appearing on the Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator Vendor List, or Forced Labor Vendor List, and all respondents must comply with E-Verify requirements, provide Drug Free Workplace Certification, and submit Foreign Country of Concern Attestations.
