About this file
This document is a Technical Proposal Instructions and Evaluation Criteria attachment for the Florida Department of Management Services Contact Center Services RFP (No. 26-83111500-RFP). The solicitation seeks vendors to provide comprehensive statewide contact center solutions including automatic call distribution (ACD), interactive voice response (IVR), auto-attendant capabilities, reporting and analytics, call recording, and workforce management services. Respondents must submit a single PDF technical proposal using the provided Attachment M template, labeled with the respondent's name, and must adhere to specified character limits for seven evaluation prompts covering general capabilities, ACD, auto-attendant/IVR, reporting and analytics, recording, workforce management, and miscellaneous services. The technical proposal evaluation is scheduled for March 31 through April 14, 2026, following the March 17, 2026, proposal submission deadline of 10:00 AM Eastern Time. The statewide term contract has an initial three-year term with potential for renewals, and the State intends to make multiple awards but reserves the right to award to one or multiple respondents by region or make no award at its discretion.
The Technical Proposal section is valued at 660 total points, distributed across seven evaluation categories: General capabilities (220 points), ACD (80 points), Auto-Attendant and IVR (80 points), Reporting and Analytics (100 points), Recording (40 points), Workforce Management (100 points), and Miscellaneous (40 points). Each prompt is evaluated on a five-tier scale ranging from zero points for proposals demonstrating no capability to deliver statewide contact center services to maximum points for proposals demonstrating exceptional ability to provide services statewide and offer diverse knowledge and skillsets. Respondents must certify their understanding and compliance with all requirements outlined in the Scope of Work (Attachment A) and may not submit hyperlinks, cover pages, cover letters, tables of contents, or information outside the specified character limits, as only content within the defined response areas will be evaluated and scored.
