About this file
This document is the Technical Proposal Instructions and Evaluation Criteria attachment for a Contact Center Services RFP issued by the Florida Department of Management Services. The RFP seeks to establish a State Term Contract for contact center services with the potential for multiple statewide awards. Respondents must submit technical proposals using Attachment M converted to PDF format, labeled with the respondent name and titled "TechnicalProposal_AttachmentM," without hyperlinks, cover pages, cover letters, or table of contents. The technical proposal must demonstrate the respondent's experience and capabilities relevant to delivering contact center services statewide, including detailed descriptions of proposed solutions, staffing levels, organizational structure, and relevant certifications. Responses are limited to specified character counts for Prompts 1 through 7, with any content exceeding these limits or submitted outside designated spaces not eligible for scoring.
The technical proposal evaluation is based on 660 total available points distributed across seven evaluation categories: General (220 points), Automatic Call Distribution (80 points), Auto-Attendant and Interactive Voice Response (80 points), Reporting and Analytics (100 points), Recording (40 points), Workforce Management (100 points), and Miscellaneous (40 points). Scoring for each prompt uses a five-tier evaluation scale ranging from zero points for proposals that do not demonstrate the ability to provide statewide contact center services with diverse knowledge and skillsets, to the maximum points for proposals demonstrating exceptional ability. Respondents may submit redacted copies of technical proposals in accordance with Public Records provisions outlined in the RFP, provided such redacted copies are submitted before the proposal deadline as indicated in the RFP timeline or as modified by addenda.
