About this file
This is a Drug Free Workplace Certification form for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). The certification attachment serves as a compliance requirement for respondents competing for the statewide term contract. Proposals are due by 10:00 AM Eastern Time on March 17, 2026, with public proposal opening at 11:00 AM the same day. The evaluation period is scheduled from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will be structured with an initial three-year term and potential for renewals. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.
Respondents must sign and submit this certification as part of their proposal to demonstrate compliance with Florida Statutes Section 287.087, F.S. The certification confirms that the respondent has implemented a comprehensive drug-free workplace program that includes publishing a statement prohibiting controlled substances in the workplace, informing employees of the dangers of drug abuse and available assistance programs, distributing the policy to all relevant employees, requiring employees to report drug-related convictions within five days, imposing sanctions or requiring rehabilitation for violations, and maintaining good faith efforts to sustain the program. When the Department receives equal proposals with respect to price, quality, and service, preference will be granted to respondents who have submitted this signed certification, making it a competitive differentiator in the evaluation process.
