About this file

This is a Cost Proposal attachment for RFP No. 26-83111500-RFP issued by the Florida Department of Management Services to establish a statewide term contract for Contact Center Services. The RFP seeks vendors capable of providing single-tenant and multi-tenant contact center solutions with capabilities including automatic call distribution, interactive voice response (IVR) with speech recognition and multiple language support (English, Spanish, and Creole), call recording with screen capture, workforce management, Computer Telephony Integration, multi-channel communication, and virtual hold functionality. The single-tenant category accommodates systems supporting up to 50, 100, or 300 agents with associated monthly pricing requirements. Proposals must be submitted electronically through MyFloridaMarketPlace Sourcing Event via SAP Business Network by 10:00 AM Eastern Time on March 17, 2026, with public proposal opening at 11:00 AM the same day. Questions are due by 5:00 PM Eastern Time on January 26, 2026. The evaluation period runs from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract includes an initial three-year term with potential renewal options. Evaluation will be based on 1,160 total points: 660 points for the Technical Proposal and 500 points for the Cost Proposal.

All submitted prices must be in U.S. dollars and are considered ceiling pricing for every year of the contract term and all renewal years, with no price increases permitted during renewals. Respondents must provide one price per service category in the designated yellow-highlighted cells; responses not in the form of a single price will not be scored and may render the respondent non-responsive. The multi-tenant category requires pricing for individual components including agents, supervisors, IVR ports, Computer Telephony Integration, skills-based routing, multi-channel access, virtual hold, workforce management, desktop and mobile agent clients, call recording with screen capture, storage, voice and email notifications, SMS and fax notifications, and call rates for local access, domestic long distance, and toll-free services. An Additional Costs tab permits submission of tiered and bundled pricing alternatives, though such pricing will not be competitively scored. The Department reserves the right to award to one or multiple respondents statewide or by region, or to make no award based on the state's best interests. All vendor applicants must meet mandatory responsiveness requirements including verification of non-suspended status and compliance with E-Verify and drug-free workplace certifications.
