About this file

This document is the Technical Proposal Instructions and Evaluation Criteria (Attachment D, Revised) for the Florida Department of Management Services Contact Center Services RFP No. 26-83111500-RFP. The solicitation seeks comprehensive contact center services statewide, including automatic call distribution (ACD), interactive voice response (IVR), auto-attendant systems, reporting and analytics, call recording, workforce management, and miscellaneous support services. Respondents must submit technical proposals using the specified Attachment M forms converted to PDF format, with separate submissions required for each service category offered. The technical proposal deadline is March 17, 2026, at 10:00 AM Eastern Time, with a public proposal opening scheduled for 11:00 AM the same day. The evaluation period runs from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award anticipated for May 4, 2026. The contract will include an initial three-year term with potential renewal options. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award based on the state's best interest.

The technical proposal evaluation is structured on a 660-point scale distributed across seven categories: General (220 points), Automatic Call Distribution (80 points), Auto-Attendant and Interactive Voice Response (80 points), Reporting and Analytics (100 points), Recording (40 points), Workforce Management (100 points), and Miscellaneous (40 points). Respondents must address each applicable service category with detailed descriptions demonstrating their ability to provide statewide coverage and diverse expertise. All responses must remain within specified character limits for prompts one through seven and must not include cover pages, cover letters, tables of contents, hyperlinks, graphics, or additional files outside the character limits. Evaluation criteria assess how well each proposal demonstrates the respondent's ability to deliver contact center services statewide with diverse knowledge and skillsets, using a five-tier scoring system ranging from no demonstration of capability (0 points) to exceptional ability (maximum points). The document emphasizes compliance with the Scope of Work (Attachment A) and requires respondents to certify understanding and compliance with all stated requirements upon submission.
