About this file

This document is a Questions and Answers response published by the Florida Department of Management Services (DMS) for RFP No. 26-83111500-RFP, which establishes a statewide term contract for Contact Center Services. The RFP seeks vendors capable of providing single-tenant and multi-tenant contact center solutions including automatic call distribution (ACD), interactive voice response (IVR), reporting and analytics, call recording, workforce management, and related services for eligible state agencies and users. Two service categories are offered: Service Category 1 (Single-Tenant) and Service Category 2 (Multi-Tenant), with respondents permitted to propose for one or both categories. The proposal submission deadline is 10:00 AM Eastern Time on May 12, 2026, with a public proposal opening at 11:00 AM the same day. The initial contract term is three years, subject to renewal for periods not exceeding three years or the term of the original contract, whichever is longer, in accordance with Florida Statutes 287.057(14). The evaluation period is anticipated from March 31 through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026.

Proposals will be evaluated on a total of 1,160 points: 660 points for the Technical Proposal and 500 points for the Cost Proposal, with awards made to responsive and responsible respondents scoring 600 or more total points. All submitted prices are considered ceiling pricing for all contract years and renewal years, with no price increases permitted during renewal periods. This is a new contract vehicle with no incumbent. The Department did not collect historical volume data, operational metrics, or agency-specific requirements, as detailed service requirements and volumes will be determined individually between each customer agency and the selected contractor through a Customer Scope of Work (CSOW) agreement. The Department intends to award one or more term contracts for each service category but reserves the right to award multiple contracts statewide, by region, or make no award based on the State's best interests. All services must be performed within the United States with no offshoring permitted, and respondents must comply with mandatory responsiveness requirements including E-Verify certification, vendor list clearances, and submission of required attestation forms.
