Attachment K - No Offshoring
Attachment K is a compliance document for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP), which establishes certification and attestation requirements for vendors responding to this statewide solicitation. The RFP seeks vendors capable of providing comprehensive contact center solutions, including automatic call distribution (ACD), interactive voice response (IVR), reporting and analytics, call recording, and workforce management services for state agencies. Questions from potential respondents are due by 5:00 PM Eastern Time on January 26, 2026, with proposals required by 10:00 AM Eastern Time on March 17, 2026, followed by a public proposal opening at 11:00 AM the same day. The evaluation period is anticipated to run from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will include an initial three-year term with potential for renewals, and the Department intends to make multiple statewide awards, though it reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.
Attachment K specifically documents the mandatory certification requirement that vendors attest they will not offshore work or services related to the contract. This no-offshoring attestation is a critical compliance prerequisite that all respondents must complete and submit with their proposals. In addition to this offshoring restriction, vendors must meet other mandatory responsiveness requirements including verification that they are not listed on the Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator Vendor List, or Forced Labor Vendor List. Vendors must also comply with E-Verify requirements, submit a Drug Free Workplace Certification, provide a Foreign Country of Concern Attestation, and furnish detailed information regarding proposed subcontractors and their certification status. Proposals will be evaluated on a total of 1,160 points, with 660 points allocated to the Technical Proposal and 500 points for the Cost Proposal, with pricing submitted as ceiling rates that may be negotiated lower in individual Customer Scope of Work agreements.
