About this file
This is a Technical Proposal Instructions and Evaluation Criteria attachment for the Florida Department of Management Services Contact Center Services RFP (No. 26-83111500-RFP). The solicitation seeks vendors to provide comprehensive contact center services statewide, including automatic call distribution (ACD), interactive voice response (IVR), auto-attendant functionality, reporting and analytics, call recording, and workforce management capabilities. Respondents must submit technical proposals using the specified Attachment M template, converted to PDF format and labeled RespondentName_TechnicalProposal_AttachmentM, without hyperlinks, cover pages, or additional files. Proposals are due by 10:00 AM Eastern Time on March 17, 2026, with public opening at 11:00 AM the same day. The Department anticipates evaluation from March 31 through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will have an initial three-year term with potential renewal options, and the Department intends to make multiple statewide awards while reserving the right to award by region or make no award based on state interests.
The technical proposal evaluation is structured on 660 available points across seven categories: General (220 points), Automatic Call Distribution (80 points), Auto-Attendant and Interactive Voice Response (80 points), Reporting and Analytics (100 points), Recording (40 points), Workforce Management (100 points), and Miscellaneous (40 points). Each evaluation category uses a consistent five-tier scoring rubric assessing the respondent's ability to provide services statewide with diverse knowledge and skillsets, ranging from no demonstration of capability (0 points) to exceptional ability (maximum points per category). Respondents must demonstrate experience and relevant capabilities, with proposed solutions addressing staffing levels, organizational structure, certifications, and the ability to deliver services across the state. Respondents may submit redacted copies of their technical proposals pursuant to public records provisions and must comply with all statements in the Scope of Work attachment by submitting their response.
