About this file
This is a Drug Free Workplace Certification form submitted as Attachment L to RFP No. 26-83111500-RFP for Contact Center Services issued by the Florida Department of Management Services. The certification is a mandatory compliance requirement for respondents to the RFP and serves as a tie-breaker evaluation criterion when multiple proposals receive equal scores in price, quality, and service. Respondents must certify implementation of a comprehensive drug-free workplace program that includes publishing written statements prohibiting controlled substance use, informing employees of drug abuse dangers and available assistance programs, distributing the policy to all employees engaged in providing the contracted services, requiring employees to notify the employer of drug-related convictions within five days, and imposing sanctions or requiring participation in rehabilitation programs for violations. The certification must be signed by an authorized company representative and submitted with the proposal by the March 17, 2026 deadline.
Submission of this certification provides vendors with a competitive advantage in the proposal evaluation process under Section 287.087, Florida Statutes, specifically when the Department receives multiple proposals with equal technical and cost scores. Vendors certifying a drug-free workplace program implementation receive preferential consideration for award. False statements on the certification are subject to legal penalties. All respondents to this solicitation must comply with additional mandatory requirements including verification that they are not on the Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator Vendor List, or Forced Labor Vendor List, and must meet E-Verify and no-offshoring requirements.
