About this file
This is a Drug-Free Workplace Certification form for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). The certification serves as a tie-breaker preference when the Department receives multiple proposals that are equal in price, quality, and service. Respondents must certify implementation of a comprehensive drug-free workplace program that includes: publishing a statement prohibiting unlawful controlled substance manufacture, distribution, dispensing, possession, or use in the workplace; informing employees about drug abuse dangers and available counseling and rehabilitation programs; providing all employees engaged in contract work a copy of the prohibition statement; notifying employees that contract participation requires compliance with the drug-free workplace terms and mandates reporting any controlled substance conviction or guilty plea within five days; imposing sanctions or requiring participation in drug abuse assistance programs for convicted employees; and making a good faith effort to maintain the drug-free workplace. The form requires signature by an authorized company representative certifying full compliance with all requirements, with false statements subject to legal penalties.
The certification is a mandatory submittal component of the RFP but does not directly impact proposal scoring; instead, it functions as a preference criterion when proposals are otherwise equal. This requirement reflects Florida Statutes Section 287.087 and emphasizes the State's commitment to ensuring workplace safety and integrity among its service providers. Respondents must submit the signed certification with their proposals by the March 17, 2026, 10:00 AM Eastern Time deadline through the MyFloridaMarketPlace Sourcing Event via SAP Business Network.
