1 Introduction
1.1 General GeoXO Description
1.1.1 Mission Objectives
Primary Mission Objectives:
a) To maintain GeoXO mission continuity and quality in environmental observations in the 2030-2050 timeframe
b) To provide enhanced environmental data products
c) To improve services and data being provided to Users
d) To be responsive to technology infusion to meet evolving User needs
1.1.2 Mission Description
The mission of the GeoXO System will be to acquire and disseminate environmental data from a near-equatorial Earth orbit at geosynchronous altitude (i.e., a geostationary orbit). This includes the Earth's surface and atmosphere. The major functions of the GeoXO System are to support the Imager (GXI), Lightning Mapper (LMX), Infrared Sounder (GXS), Atmospheric Composition (ACX), Ocean Color (OCX). Another function of the GeoXO System is to support terrestrial and oceanographic Data Collection Platforms (DCPs).
The GeoXO satellite will be launched from Cape Canaveral, FL. The government will be responsible for all ground networks, and communications required for performing the launch and orbit raising activities. All launch and orbit raising activities will be performed from the NOAA Satellite Operations Facility (NSOF) in Suitland, MD. Once geostationary orbit is achieved, all activities will be performed using the Wallops Command and Data Acquisition Station (WCDAS) at Wallops, Virginia as the primary ground station and a Consolidated Backup (CBU) facility at Fairmont, West Virginia.
The GeoXO operational constellation will provide coverage from three locations, one at approximately 75° west longitude and the second at 105° west and the third at approximately 137° west longitude. One or two satellites may be maintained as on orbit spares positioned at approximately 92° west or 94° west longitude. Post launch test and checkout activities will nominally be conducted at 88° west longitude. The satellites may be operated anywhere between 5° west and 148° west. During the transition to the GeoXO satellite series, the operational constellation may contain GOES-R satellites and incumbent satellites that have not yet been de-orbited.
The satellites will be commanded throughout their mission lifetime from the NOAA Satellite Operations Control Center (SOCC) located at NSOF with the ground station radio frequency (RF) interface located at the WCDAS or the CBU. The satellite health and safety telemetry streams are received by the WCDAS/CBU and ground relayed to the SOCC for processing and monitoring. The raw sensor data will be received by the WCDAS/CBU, processed, and distributed via the NESDIS Common Cloud Framework. The WCDAS/CBU also receives all data collection platform reports automatically through the Data Collection Platform Reports (DCPR) transponder.

1.2 Ground Located - Command, Control, and Communications
Segment (C3S) Scope
The interface supports the communication of data between the SS and the ground located command, control, and communications segment (GL-C3S). Consequently, this Interface Requirements Document (IRD):
a) Identifies required command, control, and communications (C3S) links from the Spacecraft to the GL-C3S
b) Establishes functional and performance requirements related to these communication links.
The GeoXO system interfaces included in this document are for the RF interfaces between the GeoXO Spacecraft and Ground Support Equipment elements of the GL-C3 Segment, including support provided by the launch network ground stations. The communication link interfaces between the GeoXO Spacecraft and the Data Collection System (DCS) auxiliary communication (transponder) service are found in the associated
IRD.

2 GL-C3S and Interface Description
The GeoXO Space Segment to GL-C3S interfaces described in this IRD are for the RF interfaces between the Spacecraft and the WCDAS and CBU for the:
Spacecraft Raw Data Channel Downlink which multiplexes all GeoXO instrument data and telemetry (telemetry is duplicated from the telemetry link), and is described in section 3, Housekeeping Telemetry Data Link, described in section 4, and Command Data Link, described in section 5.
Orbit Raising, Tracking, Telemetry, and Command (ORTT&C) providers such as the NASA Deep Space Network (DSN), NASA [Near Space Network (NSN), Near Earth Network (NEN)], and Swedish Space Corporation (SSC) Space U.S. (formerly known as the Universal Space Network (USN)) provide the support during the launch and orbit raising mission phases. The WCDAS/CBU support the on-station and storage mission phases.
The performance, functional and interface requirements required to support the ORTT&C links are described in section 6.

The contingency mode referred to in this IRD is the same as the Spacecraft safe hold mode.
The housekeeping telemetry referred to in this IRD is the same as CDA telemetry. (CCR- X00186)
Information Rate (IB) The number of bits into the encoder or the number of bits out of the decoder, given in units of bits per second (bps) in a CCSDS transfer frame with Communications Link Transmission Unit overhead.
Transmission Bit Rate (TB) The number of bits transmitted in a given time frame, given in bits per second.
Overhead Rate (OR) The number of bits required to encode and synchronize the information bits at the baseband level in a given time frame prior to modulation or after demodulation. This includes, but is not limited to, bits required to implement encoding, synchronization, and any other additional bits inserted after encoding. The TB, IB, and OR are related by:
TB = IB + OR
Transmission Rate (TS) The transmission rate is the rate of symbols used in the modulation scheme employed for transmission of the bits and is given in symbols per second (sps).

Bits to Symbol Ratio (BSR) The ratio of bits to symbols. For Binary Phase Shift Keying (BPSK) modulation the BSR is 1 bit per symbol. For Offset Quadrature Phase Shift Keying (OQPSK) the BSR is 2 bits per symbol. The TS, TB, and BSR are related by the following equation:

2.1 General C3S Interface Requirements
Communications Standards will be compatible with the Consultative Committee for Space Data Systems (CCSDS) recommendations, in particular frame markers and frame headers, to the extent that they can be applied without conflict with other requirements of this document.
All C3S links shall simultaneously meet all of their requirements under worst case operational conditions over the life of the satellite, at edge of coverage, and over the full dynamic uplink power range and with DCS operational.
2.2 On-station Coverage Requirements
The on-station Spacecraft performance requirements shall be met for all links to and from the primary WCDAS and CBU stations located at the Wallops, Virginia and at Fairmont, West Virginia respectively.
2.3 NTIA Compliance
The C3S links shall comply with all NTIA requirements for geostationary Spacecraft operating at L-, S-, and X-band frequencies [Applicable Document 1].
2.4 Power Flux Density Limits
The downlink PFD values for the C3S links shall conform to the ITU regulations RR-21 section 5[Applicable Document 2] and be incorporated into the Spacecraft contractor's Interface Control Document (ICD).

2.6 Long Term Frequency Stability
The C3S downlink frequency changes due to the satellite shall be less than 1x10-7 for the Raw Data link, 20x10-6 for the ORTT&C telemetry link, and less than 1x10-7 for the housekeeping telemetry link under all conditions over the life of the satellite.
2.7 Short Term Frequency Stability
The C3S short term frequency changes due to the Spacecraft shall be less than 1x10-11 for one second and 1x10-10 for ten seconds for the Raw Data link; less than 5x10-10 for one second and 5x10-9 for ten seconds for the ORTT&C telemetry link; and less than 1x10-11 for one second and 1x10-10 for ten seconds for the housekeeping telemetry link.

The unwanted emissions of the C3S downlinks shall not exceed the levels specified in NTIA requirements [Applicable Document 1].
2.9 Spacecraft Intermodulation
If multiple signals pass through the same amplifying module, the intermodulation products that fall within any transmission channel shall be at least 30 dB below the desired signal levels when tested with unmodulated signals that are 3 dB below their dynamic range maximum and anywhere in their channel bandwidth.
2.10 Simultaneous Operation of ORTT&C Functions and
Command and Telemetry
The Spacecraft shall meet all of its performance requirements with simultaneous operation of ORTT&C functions, Section 6, and Housekeeping Telemetry and Command Uplink described in Sections 4 and 5.
2.11 Reserved
2.12 C3S Ground Antenna Axial Ratio and Polarization Isolation
The Spacecraft shall meet all of its performance requirements with the WCDAS and CBU antennas transmitting and receiving at S-band with 1.5 dB axial ratios and receiving at L-band with 0.78 dB axial ratios.
The transmit and receive X-band WCDAS and CBU antennas will have 30 dB polarization isolation.
The polarization losses over the C3S links will be determined by the contractor and incorporated into the Spacecraft contractor's ICD.
2.13 SFCG Spectrum Mask
The Spacecraft shall meet the spectrum mask requirements of Recommendation SFCG 21-2R4 [Applicable Document 13].

3.1 General Raw Data Requirements

4.2.3 Housekeeping Telemetry Rates
The housekeeping telemetry rate shall be selectable by ground command to be either low transmission rate 4 ksps (symbol rate including coding) corresponding to low information rate 3.4375 kbps (bit rate prior to coding) or high transmission rate 100 ksps (symbol rate including coding) corresponding to high information rate 85.9375 kbps (bit rate prior to coding).
The coded housekeeping telemetry transmission rate shall be 4 ksps for the contingency mode.
4.2.4 Telemetry Forward Error Correction Coding
The Forward Error Correction (FEC) code for the 4 and 100 ksps telemetry links shall be a Reed-Solomon Code (255, 223) shortened according to CCSDS recommendations by 3 bytes to (252, 220), with an interleave depth of 1 for the telemetry link as defined by Section 4.3 and 8.4 in CCSDS 131.0-B-4 [Applicable Document 5]. 4.2.5 Telemetry Data Randomization

5.3.7 Spacecraft Command Data Modulation
The Spacecraft command receiver data system shall process 4 and 64 ksps BPSK command signals directly modulating the command carrier and will follow the guidelines given CCSDS 401.0-B-31 [Applicable Document 7].

The Spacecraft contractor shall propose the specification value for the dynamic range of the command uplink signal as part of the Spacecraft contractor's ICD.

5.3.11 System Protection
The Spacecraft command receiver data system shall comply with the requirements of NASA-STD-1006 [Applicable Document 12].

The spacecraft shall decrypt command CLTUs (a CLTU includes the start sequence, BCH codewords, and tail sequence) according to NIST SP 800-38D [Applicable Document 15] using the AES-256 cipher per FIPS-197 [Applicable Document 16].
Note: A CLTU may be segmented and transmitted in multiple encrypted and authenticated data units referred to as secured data units. Each secured data unit will also include an un-encrypted size field, nonce counter and MAC and will be prepended with a synchronization marker. (CCR-X00162)
The spacecraft shall authenticate each secured data unit containing a CLTU or segment of a CLTU according to NIST SP 800 38D (GCM) [Applicable Document 15] using the nonce counter and Message Authentication Code (MAC) contained in the transmitted secured data unit. (CCR-X00162)

6 Orbit Raising, Tracking, Telemetry, and Command (ORTT&C) Requirements
The ORTT&C service will support the launch and orbit raising mission phases. The command, tracking, and telemetry functions will also be used on station. The ORTT&C functions will work independently or simultaneously with the Housekeeping telemetry and WCDAS/CBU command functions.
An ORTT&C provider such as the NASA Deep Space Network (DSN), NASA Near Space Network (NSN), and Swedish Space Corporation (SSC) Space U.S. (formerly known as the (Universal Space Network (USN)), or a combination thereof will provide the primary support during the launch and orbit raising mission phases. The WCDAS/CBU support ORTT&C functions during the on-station and storage mission phases.
In section 6.1 functions common to command, telemetry, and tracking are described first, followed by the command functions common to ground and Spacecraft. Sections
6.2 and 6.3 cover ORTT&C command requirements for the ground and Spacecraft respectively. Sections 6.4 and 6.5 cover ORTT&C telemetry requirements for the Spacecraft and ground respectively. Finally, section 6.6 covers the tracking function.
The ORTT&C telemetry downlink will consist of Spacecraft and instrument engineering data, health and safety information, and command receipt verification. The telemetry data is transmitted from the Spacecraft to the ground, either through the WCDAS and CBU during on–station/ storage mission phases or the NEN/SSC ground stations during launch and orbit raising mission phases.
6.1 ORTT&C General Command, Telemetry, and Tracking
Parameters
6.1.1 ORTT&C Antenna Coverage
The Spacecraft shall meet its performance requirements when transmitting to and when receiving from ORTT&C ground antennas with elevation angles equal to or greater than 5 degrees during the launch and orbit raising mission phase.
The Spacecraft shall meet its ORTT&C performance requirements when transmitting and receiving using WCDAS/CBU antennas during on-station and storage mission phases in normal and contingency modes.
6.1.2 ORTT&C Polarization and Coverage
The Spacecraft shall meet all of its performance requirements with ORTT&C uplink transmit and downlink receive ground antennas with RHCP.
The contractor will select the Spacecraft receive and transmit polarizations and incorporate these into the Spacecraft contractor's ICD.
In the contingency mode, the Spacecraft shall provide > 75% of 4 pi steradians coverage for the ORTT&C telemetry and command links during the launch and orbit raising, storage, and on-station mission phases.

The carrier modulation indexes shall be determined by the contractor and incorporated into the Spacecraft contractor's ICD.
6.1.4 NEN and DSN Compatible
The ORTT&C links shall be designed within the constraints in Applicable Document 7 for ranging turnaround ratio, modulation types, and data rates. This requirement does not imply capabilities beyond those specified elsewhere in this IRD.
6.1.5 ORTT&C Command Link Requirements for Ground and
Spacecraft

6.1.7 Uplink Atmospheric Loss
The Spacecraft shall meet all of its performance requirements with an uplink atmospheric attenuation loss of 2.5 dB (based on 99.99% one-way annual availability including scintillation) during normal operations in Geostationary orbit (this value may be reduced to 0.5 dB during LOR).
6.1.8 Uplink Pointing Loss
The Spacecraft shall meet all of its performance requirements with a pointing loss of 0.5 dB for the transmit antenna.
The satellite receive pointing loss will be determined by the contractor and incorporated into the Spacecraft contractor's ICD.
6.2 ORTT&C Uplink Command Parameters
6.2.1 ORTT&C Uplink Frequency and Stability
The uplink center frequency from DSN, NEN network, or another provider will be
2036.000 MHz and will be maintained to one part in 109.
