TOTAL PRICE FOR LINE ITEMS 0001- 0005

GENERAL BID NOTES

a. Award will be evaluated on the total proposed price for Line Items 0001 – 0005, Base Price and the sum of all Option Item prices. The subtotal of Line Item 0001A-0001P is included in Line Item 0001.

b. The Government reserves the unilateral right to award any or all of Line Items 0002 through 0005 to the

Contractor at the proposed price within 365 calendar days after the contract award and in accordance with all bid notes. A firm fixed proposed price is required for Line Items 0001-0005. No provision is made for economic price adjustment. The Contract Completion Date (CDD) will be extended an additional 365 calendar days if all option work is to be included in the original award, or modified to be included in the contract. If all options are awarded, contract completion date will be 730 calendar days from date of contract award. The Contractor shall submit a preliminary construction schedule with price schedule that logically sequences the project and phasing.

c. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Contractor shall only be paid for quantities/units of work actually performed. If the estimated quantity used in the bid schedule is not reached, a deductive modification shall be taken at the end of contract for quantities/units not performed. If the estimated quantity is exceeded, an equitable adjustment shall be made to the contract price for work performed over the estimated quantity. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

d. Evaluations of Options (JUL 1990). Except when it is determined in accordance with FAR 17.202 (b)

(DEVIATION 2026-O0027) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for Line Items 0002 through 0005 to the total price for the Base Bid, (Line Item 0001). Evaluation of options will not obligate the Government to exercise the Option(s). (FAR

52.217-5 DEVIATION 2026-O0038).

e. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly understated for some work and prices which are significantly overstated for other work.

f. Failure to enter a price for any Line Item will result in a proposal being rejected.

g. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the extended total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

h. If any or all of Line Item 0002 through 0005 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.

CLOSEOUT AND WARRANTY BID NOTES:

a. The Contractor shall provide full turnover documentation, including as-builts, warranties, and maintenance information, for each completed phase. The Contractor shall provide ongoing support through the warranty period to address any issues that may arise in the newly completed areas.
