About this file

This is a specifications document and drawing list for a Design-Bid-Build construction project to optimize Building 47CC Warehouse at Naval Station Newport, Rhode Island. The project is issued for construction in July 2026 under A/E Contract No. N4008524D0047 and Task Order No. N4008525F1030. The specifications cover comprehensive warehouse renovation work including replacement of the fire alarm and mass notification systems with a new combined addressable system; replacement of the existing dry pipe sprinkler system with wet-pipe ESFR sprinklers and installation of a new fire pump room; installation of central emergency inverters in each bay for emergency lighting; addition of ventilation units and air curtains on overhead doors; creation of an opening in the CMU wall in Bay A for access to unoccupied space; and removal of existing two-story office space and restrooms in Bay A. The project includes four bid options: Option 1 covers material handling equipment and storage racking for Bay A and B disposal and receiving operations; Option 2 addresses removal and construction of new two-story office space in Bay B with renovations to existing office spaces and restroom upgrades in Bay C; Option 3 includes material handling equipment and double deep storage racking for Bay C; and Option 4 involves relocation of the server room in Bay D and installation of mobile racking systems.

The project requires an 8.5-hour work day between 7 a.m. and 3:30 p.m. excluding government holidays, with the building remaining occupied and operational throughout construction. The contractor must submit phasing and dust control plans for approval by NAVFAC CM and NUWC prior to work commencement. Key submittals include a cost-loaded Network Analysis Schedule (NAS) using Oracle Primavera P6, weekly three-week look-ahead schedules, monthly NAS updates, a designated project scheduler, a project superintendent with minimum 10 years experience and NICET Level I fire alarm certification, a quality control manager, and a site safety and health officer. All technical documents must be submitted through NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS). The contractor must obtain DBIDS credentials for all personnel, provide a salvage plan for designated government materials, and maintain compliance with environmental controls, waste management, and building commissioning requirements. Construction drawings total over 200 sheets covering civil, structural, architectural, fire protection, plumbing, mechanical, and electrical systems.
