About this file
This document provides specifications for a construction project to improve parking facilities at Marine Corps Base Quantico in Virginia. The project includes construction of three new asphalt parking lots with related site improvements. Small business contractors holding multiple award construction contracts with Naval Facilities Engineering Command are eligible to submit proposals by February 28, 2023. The specifications cover requirements for site demolition and excavation, concrete, asphalt paving, drainage, utilities, landscaping, lighting, and signage. Submittals and schedules must follow detailed formatting and reporting standards. Construction is to be completed according to a cost-loaded network analysis schedule, with progress payments tied to earned value reporting.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The project includes the construction of three (3) personal occupancy vehicle (POV) surface parking lots indentified as Main Side Parking Area 1, Area 2 and Area 3.
1.2.1.1 Main Side Parking - Area 1
Area 1 is an existing concrete slab, where a building once stood, but has since been demolished. A new asphalt parking lot with 91 perpendicular parking spaces will be constructed with vehicular access via Middle Street. Middle Street will be widened to provide 14 new parallel parking spaces. The existing asphalt parking lot will be milled, overlaid and restriped 114 perpendicular parking space. Improvement also include sidewalks, street lighting, and a SWM/BMP facility.
1.2.1.2 Main Side Parking - Area 2
Area 2 is an existing gravel parking lot in front of BLDG 2073. A new asphalt parking lot with 128 total spaces will be constructed. An existing seven (7) regular spaces and Four (4) motorcycle paces will be removed from the street to build this new parking lot. Improvement also include sidewalks, street lighting, and a SWM/BMP facility.
1.2.1.3 Main Side Parking - Area 3
Area 3 is an existing gravel parking lot at the corner of Anderson Avenue and Caitlin Avenue. A new asphalt parking lot with 80 total spaces will be constructed. Improvement also include sidewalks, street lighting, and a SWM/BMP facility.
1.2.2 Location
The work is located at Marine Corps Base Quantico in Quantico, Virginia, as shown in the contract drawings. The exact location will be shown by the Contracting Officer.
SECTION 01 11 00 Page 1
1.3 OCCUPANCY OF PREMISES
The project sites are located on near the east end of the installation in partially but uncoupied developed areas. The areas are identified as Main Side Parking Area 1, Area 2 and Area 3.
1.3.1 Main Side Parking - Area 1
Area 1 is an existing concrete slab, where a building once stood, but has since been demolished. Adjance to this area is existing asphalt parking lot that is to be milled, overlaid and restriped with this project. There are several power lines crossing the site supported by power poles. Other utilities run trough the site including but not limited to water, storm, communication, and gas. No building structures are located within this area.
1.3.2 Main Side Parking - Area 2
Area 2 is an existing gravel parking lot in front of BLDG 2073. There are existing wheels stops, curb & gutter, and grate inlets on the site.
Numerous existing utilities including gas, water, telco and electric run parallel with Barnett Avenue, behind the existing sidewalk and along the John Quick Road side. Seven (7) regular spaces and Four (4) motorcycle paces are sited along the south end of the west side. No building structures are located within this area.
1.3.3 Main Side Parking - Area 3
Area 3 is an existing gravel parking lot at the corner of Anderson Avenue and Caitlin Avenue. There are several power lines crossing the site supported by power poles. Other utilities run trough the site including but not limited to water, storm electric power and gas. No building structures are located within this area.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, and space for storage of materials and equipment.
1.4 ON-SITE PERMITS
1.4.1 Utility Outage Requests and Utility Connection Requests
Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
Submit requests for utility outages and connections in writing to the Contracting Officer for approval at least 21 calendar days in advance of the time required. In each request, state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.4.2 Excavation Permits
Provide Excavation Permits within 21 calendar days prior to work
SECTION 01 11 00 Page 2
1.5 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.6 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Submit for an Excavation permit in accordance with the attached Standard Operating Procedures (SOP) for the MCB-Quantico Excavation Permit. When specifically requested to provide documents outside of eCMS, upload all final project documentation (e.g. documents that are signed and/or adjudicated by the Government) mentioned in Table 1 into the subject eCMS document management folders that are associated with that document type. Include the identification number of the document, type of document; the name/subject or title; and for daily reports the date (day of work) with format YYYY/MM/DDin the filename. For example for RFI’s 0011_RFI_Roof_Leaking.doc; For submittals 0032a_Submittals_Light_Fixture.pdf; For Daily Reports 0132_Daily_Report_20190504.xls. Contact the Contracting Officer's Representative (COR) regarding availability of eCMS training and reference materials.
