About this file
Attachment C is a document from the Florida Department of Management Services outlining proposal submission instructions and evaluation criteria for the Productivity Tools Term Contract (RFP No. 25-43231513-RFP). The document details the comprehensive methodology for scoring and evaluating vendor proposals across four key service categories: Collaboration and Communication Services, Office Productivity and Document Management, Cloud Services and Storage, and Workflow Automation and Task Management. Proposals will be assessed using a multi-faceted scoring approach that includes cost proposals (up to 2.75 points), technical responses (scored on a 0-5 point scale), and experience responses (0.25 points pass/fail).
The evaluation criteria emphasize detailed scoring across three primary dimensions: cost proposal, technical response, and experience response. Cost proposals can earn points for compliance and tiered pricing structures, with vendors receiving additional points for offering discounted pricing at higher unit volumes. Technical responses will be independently reviewed, with evaluators assessing each prompt's effectiveness using a nuanced 0-5 point scale that considers the solution's ability to meet requirements. The scoring methodology is designed to provide a comprehensive and objective assessment of vendor capabilities, with the Procurement Officer averaging evaluator scores to determine final technical and overall proposal ratings.

Attachment C Proposal Submission Instructions and Evaluation Criteria
Document Submission: If a Solution meets the requirements of multiple Service Categories, the applicable Attachment L, Technical Response, and Attachment B, Cost Proposal, for each applicable Service Category shall be submitted. Combine all Attachment L, Technical Response, documents into a single .zip file for submission. Combine all Attachment B, Cost Proposal, documents into a single .zip file for submission. Respondents with multiple Solutions for a single Service Category should use the following naming convention for each Solution:
Attachment L# – Respondent Name_Solution Name Attachment B Service Category # - Respondent Name_ Solution Name
Cost Proposal Scoring Methodology: For each Solution proposed for a Service Category, the Respondent may be awarded up to 2.75 points for its Cost Proposal. Pricing for Add-On Services will not be evaluated. Using the scale below, the Procurement Officer will determine if the Cost Proposal receives a score of 0.50, 2.75, or zero (0) points.
SCORING Assessment Assessment Criteria
0 Fail Respondent failed to submit a Cost Proposal that complies with the instructions in Attachment B, Cost Proposal.
0.50 Pass Respondent submitted a Cost Proposal that complies with the requirements in Attachment B, Cost Proposal.
Respondents will receive an additional 2.25 points for discounted tiered pricing offered for greater number of units for the proposed Solution.
SCORING Assessment Assessment Criteria
0 Undiscounted Tiered Pricing
Respondent submitted Cost Proposal did not provide discounted tiered pricing for the proposed Solution.
2.25 Discounted
Tiered Pricing
Respondent submitted Cost Proposal provides discounted tiered pricing for the proposed Solution.
Experience Response Scoring Methodology: The Experience Response will be independently reviewed and scored. Using the scale below, each Evaluator will determine if the experience scores 0.25 points or zero (0) points.

SCORING
Assessment Assessment Criteria
0 Fail Respondent failed to submit an Experience Response.
0.25 Pass Respondent submitted an Experience Response.
All Evaluator scores for a Respondent’s Experience Response will be totaled and averaged by the Procurement Officer to create a Respondent’s total experience response score. The points assessed for this total experience response will be part of the calculation for a Respondent’s total final score for a proposed Solution.
Technical Response Scoring Methodology: Attachments L1 - L4 contain varying number of prompts requesting descriptions of a Respondent’s proposed Solution. A technical response for a proposed Solution must provide a response to Prompt 1, which will be independently reviewed and scored by each Evaluator using the following methodology:
Assessment Assessment Criteria
0 Inapplicable The Solution proposed does not have the ability to satisfy any of the requirements of the Prompt.
1 Meets One The Solution proposed only meets a single requirement and otherwise fails to meet other requirements.
2 Meets Few The Solution proposed only meets a few requirements and otherwise fails to meet other requirements.
3 Meets Some The Solution proposed only meets some requirements and otherwise fails to meet other requirements.
4 Meets Most The Solution proposed meets most requirements and otherwise fails to meet other requirements.
5 Meets Requirements
The Solution proposed is capable of satisfying the requirements of the Prompt.
A technical response for a proposed Solution should respond to the remaining prompts for the applicable Service Category. Each remaining response to the applicable prompts for a proposed Solution (i.e., prompt 2 through the remainder) for a given Service Category will be independently reviewed and scored by each Evaluator using the following methodology:
Assessment Assessment Criteria
0 No Response/ Inadequate
The Respondent did not respond to this Prompt or the Solution proposed does not have the ability to satisfy the requirements of the Prompt.
1 Poor The Solution proposed can minimally or partially satisfy the requirements of the Prompt.
2 Adequate The Solution proposed can adequately and mostly satisfy the requirements of the Prompt.
3 Good The Solution proposed can fully satisfy the requirements of the Prompt.
4 Superior The Solution proposed can fully satisfy the requirements of the Prompt and provides additional benefits above the requirements.
The responses to the remaining prompts for the proposed Solution will be individually assessed a score of zero (0) points to four (4) points. The Procurement Officer will total those scores and then divide that by the number of prompts to determine the average score for the remaining prompts.
The Procurement Officer will combine an evaluator’s Prompt 1 score with the average score for the remaining prompts, creating the Evaluator’s Technical Response Score for the proposed Solution. The Procurement Officer will then combine all Evaluator Technical Response Scores for the proposed Solution and average these scores, creating the total technical response score for the Solution.
