About this file
This document is a Revised Cost Proposal (Attachment B) for the State of Florida's Department of Management Services Productivity Tools Request for Proposal (RFP No. 25-43231513-RFP). The solicitation seeks vendors to provide comprehensive digital productivity solutions across four service categories: Collaboration and Communication Services, Office Productivity and Document Management, Cloud Services and Storage, and Workflow Automation and Task Management. The contract will have an initial two-year term with potential renewals, with proposals due by April 8, 2025, and submissions required through the MyFloridaMarketPlace Sourcing Event via the SAP Business Network.
The cost proposal requires vendors to submit not-to-exceed pricing for their proposed solutions, with a preference for tiered pricing that offers discounted rates for larger unit purchases (up to 150,000 units). Vendors may also include optional Add-On Services with descriptions and pricing, with implementation and integration costs to be clearly outlined. The evaluation will allocate 2.75 points for cost, with additional scoring for technical responses and vendor experience. A mandatory 1% transaction fee will be applied to all payments, and the contract will be available to state agencies and potentially other governmental entities through cooperative purchasing arrangements. Vendors must demonstrate compliance with state regulations, including providing quarterly sales reports and maintaining specific data privacy and security standards.

Revised Attachment B Cost Proposal
Respondent shall provide a Cost Proposal for each Solution proposed for a given Service Category. Pricing proposed shall be used by the Department to evaluate the Respondent’s Solution. Provide Cost Proposals in a PDF file. Provision of a Cost Proposal is a mandatory responsiveness requirement.
Mandatory Requirements:
On each Cost Proposal submitted, Respondent shall, at a minimum:
1. State the applicable Service Category.
2. Provide the name of the Solution proposed.
3. Provide not-to-exceed pricing information for the proposed Solution for both the initial and renewal term. Respondent shall not provide discount off MSRP. If no renewal pricing is proposed, Respondent affirms its submitted pricing for the initial term shall be applicable to any renewal terms.
a. If a Respondent fails to provide any not-to-exceed pricing for a proposed Solution, the Respondent will be deemed non-responsive.
b. If a Respondent proposes some offerings with a not-to-exceed price and some without, the Respondent will be considered responsive and scored. However, if awarded, the Respondent will not be eligible to sell any offering that does not have not-to-exceed pricing under the resultant contract. The Department will redact such offerings from the Respondent’s price sheet prior to attaching it to the contract.
The Department prefers that Respondent’s pricing provide tiered pricing, where greater numbers of units purchased provide discounted pricing, with the lowest tier reflecting pricing for a minimum of a singular unit and the highest tier reflecting pricing that includes 150,000 units. Provision of tiered pricing is not a mandatory requirement but will result in the Respondent receiving a higher Price Proposal score, as further explained in Attachment C, Proposal Submission Instructions and Evaluation Criteria. If the Respondent does not include tiered pricing in its Price Proposal, the Department will assume the Respondent is not offering tiered pricing.
Add-On Services (OPTIONAL): Respondent may include the names, descriptions, and prices for Add-On services for the proposed Solution in its Cost Proposal. If the Solution has separate charges for implementation, integration, or other start-up costs, or offers bundled services, these must be included in the Add-On Services portion of the Respondent’s Cost Proposal. For each Add-On Service proposed, Respondent shall describe the Add-on Service. Descriptions for each Add-On Service should be a maximum of 250 words. Failure to enter a name, description, and price for each proposed Add-On Service may result in that Add-On Service not being made available on the Term Contract, if awarded. If the Renewal Term Add-On Services is not provided, Respondent affirms pricing for the Initial Term shall be applicable to any renewal terms.
The Department reserves the right to seek clarification where necessary regarding all submitted Cost Proposals.
A sample Price Proposal is provided on the following page. Respondents are encouraged to utilize the sample to ensure that the requirements specified above are provided but may utilize an alternative format that contains the required information.
