About this file
Attachment B is a Cost Proposal document for a state or local government contract (RFP No: 25-43231513-RFP) related to a service procurement opportunity. The document outlines mandatory requirements for respondents submitting pricing proposals for specific service categories and solutions. Respondents must provide not-to-exceed pricing for initial and renewal terms, with a preference for tiered pricing that offers discounted rates for larger unit purchases (up to 150,000 units). The proposal allows for optional Add-On Services, which must include names, descriptions, and prices, with each service description limited to 250 words.
The pricing requirements mandate that respondents submit comprehensive cost information, with specific guidelines around pricing presentation. Failure to provide complete pricing details could result in being deemed non-responsive or having certain offerings redacted from the final contract. The department encourages tiered pricing structures, which can potentially result in a higher proposal score. Respondents must clearly state the service category, solution name, and pricing for both initial and potential renewal terms. Add-On Services, including implementation or integration costs, can be included but must meet specific documentation requirements. The department reserves the right to seek clarification on submitted cost proposals.

Attachment B Cost Proposal
Respondent shall provide a Cost Proposal for each Solution proposed for a given Service Category. Pricing proposed shall be used by the Department to evaluate the Respondent’s Solution. Provide Cost Proposals in a PDF file. Provision of a Cost Proposal is a mandatory responsiveness requirement.
Mandatory Requirements:
On each Cost Proposal submitted, Respondent shall, at a minimum:
1. State the applicable Service Category.
2. Provide the name of the Solution proposed.
3. Provide not-to-exceed pricing information for the proposed Solution for both the initial and renewal term. Respondent shall not provide discount off MSRP. If no renewal pricing is proposed, Respondent affirms its submitted pricing for the initial term shall be applicable to any renewal terms.
a. If a Respondent fails to provide any not-to-exceed pricing for a proposed Solution, the Respondent will be deemed non-responsive.
b. If a Respondent proposes some offerings with a not-to-exceed price and some without, the Respondent will be considered responsive and scored. However, if awarded, the Respondent will not be eligible to sell any offering that does not have not-to-exceed pricing under the resultant contract. The Department will redact such offerings from the Respondent’s price sheet prior to attaching it to the contract.
The Department prefers that Respondent’s pricing provide tiered pricing, where greater numbers of units purchased provide discounted pricing, with the lowest tier reflecting pricing for a minimum of a singular unit and the highest tier reflecting pricing that includes 150,000 units. Provision of tiered pricing is not a mandatory requirement, but will result in the Respondent receiving a higher Price Proposal score, as further explained in Attachment C, Proposal Submission Instructions and Evaluation Criteria. If the Respondent does not include tiered pricing in its Price Proposal, the Department will assume the Respondent is not offering tiered pricing.
Add-On Services (OPTIONAL): Respondent may include the names, descriptions, and prices for Add-On services for the proposed Solution in its Cost Proposal. If the Solution has separate charges for implementation, integration, or other start-up costs, these must be included in the Add-On Services portion of the Respondent’s Cost Proposal. For each Add-On Service proposed, Respondent shall describe the Add-on Service. Descriptions for each Add-On Service should be a maximum of 250 words. Failure to enter a name, description, and price for each proposed Add-On Service may result in that Add-On Service not being made available on the Term Contract, if awarded. If the Renewal Term Add-On Services is not provided, Respondent affirms pricing for the Initial Term shall be applicable to any renewal terms.
The Department reserves the right to seek clarification where necessary regarding all submitted Cost Proposals.
A sample Price Proposal is provided on the following page. Respondents are encouraged to utilize the sample to ensure that the requirements specified above are provided, but may utilize an alternative format that contains the required information.
