About this file

The document is a Proposal Worksheet for Brevard County Government's Online Enrollment/Benefits Administration Systems Request for Proposal (RFP-1-25-05). The comprehensive worksheet is designed to evaluate potential vendors for providing online enrollment and benefits administration services for Brevard County, seeking a long-term vendor relationship to offer annual online enrollment, new hire enrollment, qualifying life event (QLE), and special enrollment capabilities for all eligible employees, retirees, and surviving dependents. The worksheet covers extensive detailed questions across multiple categories including general background and experience, service capabilities, functionality, and reporting capabilities, requiring vendors to provide thorough responses about their technological systems, implementation processes, compliance features, and administrative support.

The proposal worksheet is structured to comprehensively assess vendor capabilities across technical, operational, and administrative dimensions, with specific focus on system functionality such as ACA reporting, COBRA administration, dependent audit services, carrier interfaces, reporting capabilities, and system flexibility. Key evaluation areas include verifying the vendor's ability to handle complex enrollment scenarios, support multiple agency requirements, provide secure access, generate custom reports, manage life events, calculate various benefits-related computations, and ensure system reliability and data security. The document indicates the county is seeking a per-subscriber-per-month (PSPM) fee structure and requires vendors to explicitly outline any limitations or additional fees associated with their proposed services.
