About this file

This is a Test Memo documenting the procedures and results for certifying the satisfactory replacement of bilge system components on a LARC-V (Lighter Amphibious Resupply Cargo, Five Ton) vessel, specifically hull NBU-7/LARC-936, conducted at SRF-JRMC DET SASEBO.

The test was prepared by A. Nakashima on March 23, 2026, reviewed by S. Iida and S. Phillips on March 23-24, 2026, and approved by S. Phillips on March 24, 2026. The memo establishes comprehensive test procedures and general notes that govern execution, including requirements for test sequencing, verification by personal observation or objective evidence, use of original pen and ink documentation in dark insoluble ink, proper error corrections with single-line strikethrough, use of latest applicable revisions of reference materials, instrument calibration compliance per NAVSHIPREPFACINST 4734.1, authorized personnel operation of equipment, and safety protocols per NAVSHIPREPFAC M-5100.8. The test procedures reference technical manuals F9YC0-AM-TMM-010, 020, and 030 for the LARC-V A1/A2, the Joint Fleet Maintenance Manual (JFMM), and safety regulations. Test operations include an at-land test verifying 12 and 24 VDC power activation, alarm display on the IQAN screen, and bilge alarm light illumination for three pumps (forward, port, and starboard), followed by engine-running tests confirming proper bilge pump discharge without leakage. The test data sheet requires documentation of satisfactory (SAT) or unsatisfactory (UNSAT) results for each pump under both test conditions, with sign-off required from LWC and S246 personnel upon completion.

TEST PROCEDURE GENERAL NOTES

1. TEST SEQUENCE: Unless otherwise specified in the test document, this test procedure (TP) shall be completed in provided order.

2. VERIFICATION: The person designated to sign for an action verifies, based on personal observation, objective evidence, or watch stander reports and certifies by signature that the action has been performed in accordance with the specified requirements.

3. USE ORIGINAL DOCUMENTS: All data attached to the Master TP shall have original pen and ink entries on the data sheets (unless otherwise specified in the test procedure.)

4. USE DARK INK: All signature and data shall be in dark, water insoluble ink.

5. CORRECTIONS: When an error was made, it shall be corrected by drawing a single line through the error, recording the correct entry, initialing, dating and printing the name of the person making the correction in accordance with JOINT FLEET MAINTENANCE MANUAL (JFMM), COMUSFLTFORCOMINST 4790.3, VOLUME

V, QUALITY MAINTENANCE.

6. LATEST APPLICABLE REVISION: Use the latest applicable revision of plans, instructions, technical manuals, and other reference materials cited in this test procedure.

7. INSTRUMENT CALIBRATION: All measuring equipment shall be in current calibration as required by

NAVSHIPREPFACINST 4734.1.

The cognizant Shop shall control and operate their temporary test equipment. Ship’s Force shall operate temporary systems and equipment that are formally turned over to the ship.

9. SAFETY INSTRUCTION: The Test Director is responsible for the safe conduct of this test. The safety precautions of NAVSHIPREPFAC M-5100.8 shall be observed at all times.

10. TEST STOPPAGE: The Test Director shall stop the test once a problem has been found in the system or equipment being tested. S246 Testing Standard Operating Procedure (SOP) shall be used to determine course of action prior to resuming the test procedure.

11. ENERGIZED EQUIPMENT: NSTM 300, para 300-2.4 shall be followed when working on energized equipment.

12. DATA COLLECTION: The test documents may require collection of additional data for which there is no acceptance criteria, provided the data sheet identifies that data is for information only.

13. SUPPLEMENTATION: When supplementation is made, annotate the supplemental information on the page with ‘See Remarks’ followed by a sequential numbering system corresponding in the Remarks section.

14. USE ASTERISK (*): When supplementation, correction and/or signature is made but there is not enough space, annotate using an asterisk (*) followed by sequential number adjacent to the portion then clarify on the same page using the same annotation.
