About this file

This is a Test Memo for electrical system component repair/replacement conducted by the Naval Shipyard Detachment Sasebo for the NBU-7/LARC-936 vessel. The test was prepared by A. Nakashima on March 23, 2026, reviewed by S. Iida and S. Phillips, and approved on March 24, 2026. The test number is 58331-4-100_26135 with ESR number SASN-26-S233-0013.

The test procedure certifies the satisfactory repair and replacement of electrical system components on the LARC-V (Lighter Amphibious Resupply Cargo, Five Ton) vessel. Testing occurs in two phases: AT LAND TEST and AT SEA TEST. The AT LAND TEST (Section 5-3) verifies 12 VDC operation of fuel gauges and console receptacles, 12 & 24 VDC operation of the IQAN display unit, switch LED illumination on breaker panels (8, 4, and 3 position panels plus bilge pumps), and proper wiper operation. The AT SEA TEST (Section 5-4) validates propeller speed sensor indication by comparing IQAN LCD display readings and tachometer readings while the craft operates in sea mode. Test and support equipment includes a multimeter and tachometer, with all measuring and diagnostic equipment (TMDE) requiring current calibration per NAVSHIPREPFACINST 4734.1. All data must be recorded on the TEST DATA SHEET with original pen and ink entries, and results marked as either SAT (Satisfactory) or UNSAT (Unsatisfactory) for each acceptance criterion. The test procedure references technical manuals F9YC0-AM-TMM-010, 020, 030 and requires adherence to safety regulations per NAVSHIPREPFAC M-5100.8 and the Joint Fleet Maintenance Manual.

The cognizant Shop shall control and operate their temporary test equipment. Ship’s Force shall operate temporary systems and equipment that are formally turned over to the ship.

9. SAFETY INSTRUCTION: The Test Director is responsible for the safe conduct of this test. The safety precautions of NAVSHIPREPFAC M-5100.8 shall be observed at all times.

10. TEST STOPPAGE: The Test Director shall stop the test once a problem has been found in the system or equipment being tested. S246 Testing Standard Operating Procedure (SOP) shall be used to determine course of action prior to resuming the test procedure.

11. ENERGIZED EQUIPMENT: NSTM 300, para 300-2.4 shall be followed when working on energized equipment.

12. DATA COLLECTION: The test documents may require collection of additional data for which there is no acceptance criteria, provided the data sheet identifies that data is for information only.

13. SUPPLEMENTATION: When supplementation is made, annotate the supplemental information on the page with ‘See Remarks’ followed by a sequential numbering system corresponding in the Remarks section.

14. USE ASTERISK (*): When supplementation, correction and/or signature is made but there is not enough space, annotate using an asterisk (*) followed by sequential number adjacent to the portion then clarify on the same page using the same annotation.

4-3 Safeguarding of personnel and equipment shall be adhered to at all times.

4-4 Never open the cap on the engine coolant system when the engine is hot (greater than 120°F). The system may be pressurized and contain coolant at temperatures which will cause severe burns.

4-5 Do not move the craft until all ground personnel have cleared the immediate area. Personnel in the surrounding area may be injured or killed if struck by the craft.

4-6 Do not move the craft until all personnel are securely onboard or have cleared the immediate mooring area.

Personnel in the surrounding area may be injured or killed if struck by the craft.

4-7 Personnel onboard the craft should be notified that transition from the land to water is in progress and from water to land is in progress. This notification will allow personnel to prepare for turbulence and the abrupt speed reduction when the front wheels become grounded. Failure to provide notice may result in serious injury or death to onboard personnel.
