About this file
This is a Test Memo for steering system component replacement on a Lighter Amphibious Resupply Cargo (LARC) vessel (NBU-7/LARC-936) prepared by the SRF-JRMC Det Sasebo facility. The test was prepared on 3/23/26 and approved on 3/24/26 by S. Phillips, with reviewing personnel including A. Nakashima and S. Iida.
The test procedure certifies the satisfactory replacement of steering system components through operational testing with the engine running in land mode. Acceptance criteria include verification that the rudder moves proportionally with steering wheel input, wheels and rudder turn proportionally with the steering wheel, the upper steering cylinder mounting plate remains stationary, steering operates smoothly without binding, and no steering flow alarm messages appear on the IQAN display. The procedure also requires verification of the rudder angle indicator calibration, confirming zero reading when wheels are straight ahead and 30-degree alignment marks when the steering wheel is turned to full port and starboard. The test utilizes a Craft Gauge/IQAN Display as support equipment and references the LARC-V A1/A2 Technical Manual (F9YC0-AM-TMM-010, 020, 030), the Joint Fleet Maintenance Manual, and the Navy Safety and Health Program Manual. Test completion requires signatures from LWC and S246 personnel upon completion of all acceptance criteria testing, with the system returned to readiness conditions afterward.

4. GENERAL PRECAUTIONS
4-1 Only those personnel actively engaged in performing or witnessing this test shall be permitted in the testing area.
All specified safety regulations shall be strictly observed.
4-2 To prevent injury or death, ensure that certified test equipment is used during testing.
4-3 Safeguarding of personnel and equipment shall be adhered to at all times.
4-4 Never open the cap on the engine coolant system when the engine is hot (greater than 120°F). The system may be pressurized and contain coolant at temperatures which will cause severe burns.
4-5 Do not move the craft until all ground personnel have cleared the immediate area. Personnel in the surrounding area may be injured or killed if struck by the craft.
4-6 Do not move the craft until all personnel are securely onboard or have cleared the immediate mooring area.
Personnel in the surrounding area may be injured or killed if struck by the craft.
4-7 Personnel onboard the craft should be notified that transition from the land to water is in progress and from water to land is in progress. This notification will allow personnel to prepare for turbulence and the abrupt speed reduction when the front wheels become grounded. Failure to provide notice may result in serious injury or death to onboard personnel.

TEST DATA SHEET
5-2.1 ENGINE RUNNING
(1) Steering Wheel, Steering Column, Upper/Lower Steering Arm, Steering Control Valve, Rudder Steering Arm, Wheel Tie Rod, Steering Shaft, Wheel Steering Arm, Hydraulic Flow Alert Switch, Steering Cylinder
a. Place the craft in LAND MODE/FORWARD position. Turn the steering wheel from full port to full starboard and verify operating condition.
Acceptance criteria: The rudder moves as indicated by the rudder angle indicator.
The rudder and wheels turn proportionally with the steering wheel.
The upper steering cylinder mounting plate does not move.
The craft steers smoothly from left to right without binding.
There is no steering flow alarm message on the IQAN.
The hydraulic oil level in the hydraulic oil tanks shall be proper level.
(2) Rudder Angle Indicator/Potentiometer
a. Verify positioning of the rudder angle indicator as follows:
• Position the wheels and rudder are straight ahead. Verify that the rudder angle indicator is zero. If the indicator is not zero, adjust the “CENTER” calibration screw as shown in Figure-5-1.
• Turn the steering wheel to full port and full starboard. Verify that the indicator aligns with the 30° marks. If the indicator does not align with the 30° marks, adjust the “LEFT” or “RIGHT” calibration screws as shown in Figure-5-1.
Acceptance criteria: When the wheels and rudder are straight ahead, rudder angle indicator should be zero.
When turn the steering wheel to full port and full starboard, the indicator should align with the 30° marks.
