About this file
This is a Test Memo prepared by the Naval Ship Repair Facility (SRF) at Sasebo for Ship Repair Facility Japan Regional Maintenance Center (SRF-JRMC) Det Sasebo, documenting the test and certification of propulsion shafting and rudder component replacement on vessel NBU-7/LARC-936 (a Lighter Amphibious Resupply Cargo, Five Ton vessel).
The test procedure certifies the satisfactory replacement of propulsion shafting and rudder components through two operational test phases. The AT LAND TEST (conducted with engine running) verifies that rudder linkages, tillers, rudders, and rudder cables operate correctly by confirming front wheels and rudders turn proportionally with steering wheel input and that rudder movement aligns with rudder angle indicator readings. The AT SEA TEST (conducted in sea mode) verifies propeller shafting U-joints, propeller shafting, and propellers by ensuring the propeller and shaft turn freely with no abnormal sounds, vibrations, or leakage. The document establishes general testing protocols requiring use of original pen and ink entries, dark water-insoluble ink for all signatures, current instrument calibration per NAVSHIPREPFACINST 4734.1, adherence to safety precautions in NAVSHIPREPFAC M-5100.8, and use of latest applicable technical manuals (F9YC0-AM-TMM-010, 020, 030). The test was prepared by A. Nakashima on March 23, 2026, reviewed by S. Iida and S. Phillips, and approved by S. Phillips. Upon completion, both LWC and S246 personnel are required to sign the test data sheet certifying test fulfillment.

TEST PROCEDURE GENERAL NOTES
1. TEST SEQUENCE: Unless otherwise specified in the test document, this test procedure (TP) shall be completed in provided order.
2. VERIFICATION: The person designated to sign for an action verifies, based on personal observation, objective evidence, or watch stander reports and certifies by signature that the action has been performed in accordance with the specified requirements.
3. USE ORIGINAL DOCUMENTS: All data attached to the Master TP shall have original pen and ink entries on the data sheets (unless otherwise specified in the test procedure.)
4. USE DARK INK: All signature and data shall be in dark, water insoluble ink.
5. CORRECTIONS: When an error was made, it shall be corrected by drawing a single line through the error, recording the correct entry, initialing, dating and printing the name of the person making the correction in accordance with JOINT FLEET MAINTENANCE MANUAL (JFMM), COMUSFLTFORCOMINST 4790.3, VOLUME
V, QUALITY MAINTENANCE.
6. LATEST APPLICABLE REVISION: Use the latest applicable revision of plans, instructions, technical manuals, and other reference materials cited in this test procedure.
7. INSTRUMENT CALIBRATION: All measuring equipment shall be in current calibration as required by
NAVSHIPREPFACINST 4734.1.
8. OPERATION OF COMPONENTS: Only authorized personnel shall operate ship’s permanently installed equipment.
The cognizant Shop shall control and operate their temporary test equipment. Ship’s Force shall operate temporary systems and equipment that are formally turned over to the ship.
9. SAFETY INSTRUCTION: The Test Director is responsible for the safe conduct of this test. The safety precautions of NAVSHIPREPFAC M-5100.8 shall be observed at all times.
10. TEST STOPPAGE: The Test Director shall stop the test once a problem has been found in the system or equipment being tested. S246 Testing Standard Operating Procedure (SOP) shall be used to determine course of action prior to resuming the test procedure.
11. ENERGIZED EQUIPMENT: NSTM 300, para 300-2.4 shall be followed when working on energized equipment.
12. DATA COLLECTION: The test documents may require collection of additional data for which there is no acceptance criteria, provided the data sheet identifies that data is for information only.
13. SUPPLEMENTATION: When supplementation is made, annotate the supplemental information on the page with ‘See Remarks’ followed by a sequential numbering system corresponding in the Remarks section.
14. USE ASTERISK (*): When supplementation, correction and/or signature is made but there is not enough space, annotate using an asterisk (*) followed by sequential number adjacent to the portion then clarify on the same page using the same annotation.
