STATEMENT OF OBJECTIVES

For

Installation Warning System (IWS)

At

Kleine Brogel AB, Belgium 6 June 2025

1 SCOPE

This Statement of Objectives (SOO) defines the requirements for the contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turn-key Installation Warning System (IWS) solution required at Kleine Brogel Air Base, Belgium. The IWS shall transmit incident alert messages and reach 100% of the US personnel inside the building(s) and some outside areas, within ten (10) minutes of message activation.

1.1 The contractor shall install the new IWS equipment, related controllers, switches, media converters, speakers, cabling, and establish a stand-alone Fiber Optic Network enclave for the IWS system. The new IWS will communicate over the existing fiber optic communications infrastructure for the applicable buildings.

1.2 The new IWS shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spills, active shooter, exercises, local accidents affecting base operations and/or other general announcements.

2 GENERAL REQUIREMENTS

The contractor shall provide all equipment, design, software, speakers, wiring, cabling, electrical power, tools, materials, supplies, transportation, labor, supervision, management, testing, travel and other incidentals necessary to EDFI&T the requirements stated in this SOO.

The contractor shall install the new IWS plus all required support for fiber network communications infrastructure, central control equipment and software. All equipment, materials and software shall be new and not refurbished. The system should be stand-alone and not utilize any existing networking equipment. The contractor is allowed to perform acoustic and fiber continuity tests before full installation. The Government will not cover any expenses related to any tests performed before contract award to prepare their quotation and Performance Work Statement.

2.1 Safety Requirements

The contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.

2.2 Accident/Incident Reporting and Investigation

The contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Wing Safety Office. The Contractor shall secure the scene of any accident or wreckage until released by the accident investigative authority through the 701 MUNSS. If the Government elects to investigate the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

2.3 Meetings and Site Visits

A post-award/kick-off meeting is to be held on site to validate contractor Performance Work Statement and List of Materials (LoM), schedule, delivery, logistics, on base access, etc.

3 SECURITY REQUIREMENTS

3.1 Secure Areas

Some of this work will take place in secure areas where Contractor employees must be

Kleine Brogel AB 3 escorted at all times. The Contractor must coordinate access to secure areas at least thirty

(30) calendar days ahead of time. It is the Government's responsibility to provide escorts.

The contractor shall not need Security Clearances.

3.2 Environmental Management

The contractor shall comply with the most stringent environmental local laws and regulations at Kleine Brogel AB, Belgium, as well as Air Force policies, instructions, and plans. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Kleine Brogel AB, Belgium. The Prime Contractor shall ensure their sub-contractors comply with these specifications.

3.3 Permits

The contractor shall be responsible for coordination with local Civil Engineers (CE) on completion of AF Form 103 Digging Permits before any digging, trenching, boring, restoration, or compacting are accomplished. The contractor shall complete, and process all permits, the AF 332 and AF 813 Environmental study paperwork to 701 MUNSS/MXMC approximately six (6) weeks prior to commencement of work.

3.4 Integrated Product Team (IPT)

The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), 38 ES/ENIU, 38 ES/ENPG, representatives of 701 MUNSS/MXMC and all required base personnel from Kleine Brogel AB, Belgium. The Contractor shall provide a worldwide “Meet Me” Teleconference capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes.

A copy of the minutes shall be provided to each attendee and disseminated via e- mail addresses (in accordance with (IAW) CDRL A004).

3.5 Quality

The contractor shall provide a Quality Control Program for the entire life of the project.

The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them

(IAW CDRL A003).

3.6 Contractor Personnel

3.6.1 Project Management

The contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The contractor’s PM shall sign section 11A (Installation Activity) on AFTO Form 747 Cyberspace Infrastructure system Acceptance form which is used as a system commissioning documents at the completion of the project. The AFTO

Form 747 will be signed and provided by 701 MUNSS/MXMC personnel.

3.6.2 Site Point of Contact (POC)

The contractor shall designate the contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

4. WARRANTY

The contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the new IWS system shall be provided for one year after the final IWS system acceptance date, to include all field trips, telephone support, and shipping costs. The local CE will provide electrical power allied support. The contractor shall be responsible for making the indoor rated FOCs and electrical connections to the ISUs, switches, media converters, CAT 6 and speakers/horns.

5. IN-BRIEF/OUT-BRIEF

The contractor shall conduct an in-briefing and out-briefing with the 701 MUNSS POC or designated representative at the beginning and the conclusion of the implementation. The implementation in-brief shall inform the customer, at a minimum, the schedule of events, any requested scheduled outages, and escort requirements. The implementation out-brief shall inform the customer, at a minimum, the implementation results and necessary maintenance issues (including warranties).

6. MANUALS, PRACTICES, AND TRAINING

The contractor shall provide the latest version of operation, installation, overview system schematics, troubleshooting instructions and maintenance manuals and practices/users guide for each system installed as provided by the original manufacturer with all new equipment. The contractor shall provide the user manuals and guide, to include setup, configuration, system diagnostic, repair and replacement IAW CDRL A001. The contractor is to provide training for 10 personnel on the use and troubleshooting of installed system.

7. SPECIFIC REQUIREMENTS

7.1 Inside Plant Requirements

The contractor shall EDFI&T, and coordinate with 701 MUNSS/MXMC to ensure the indoor rated Fiber Optic Cable (FOC) connections are made to the media converters/ISUs installed in the communication rooms and buildings/ITNs for the new IWS system. The bldgs.

included in the IWS solution are 93, 94, 99, 116, 118, 128, 250, 258, 282, 283, 289, 292, and 293, plus the enterprise land mobile radio (ELMR) tower and shelter. The contractor shall provide as-built drawings upon project completion IAW CDRL A001. The List of Materials (LoM) is to be included in the offer, to include part numbers, makes, models and quantities. The full design of the system to be provided in the offer. If still IAW current standards, the Contractor can utilize existing equipment. The facility power is the Belgian standard, SchuKo (Schutzkontakt), 230 Volts, 16 Amps, Type E or Type C plugs. Inside raceway/conduits are available in the buildings. Contractors may utilize existing inside raceway/conduits, providing space is available. There are requirements on the

Kleine Brogel AB 5 fire resistance rating for the cabling installed within buildings. In case of core drillings, fire stops need to be installed in line with host nation regulations. Soundproofed rooms for secure work are in Bldg.

293, Room 1.11 and Bldg. 289, Room 24. Bldg 293, Room 1.11 has a ceiling speaker already installed. An interior speaker needs to be installed in Bldg 289, Room 24 (VSF).

7.2 Outside Plant Requirements

The Base will ensure the outdoor rated FOCs are available to all applicable Bldgs. and the ELMR tower, prior to the installation of the IWS system. These FOCs will be used for the IWS fiber optic communications connectivity infrastructure. See Table 1. No new outside fiber cabling between facilities required, existing cabling is to be used.

7.2.1 The fiber infrastructure ties back to Bldg 293, which is currently the ITN, and the location of the Command Post (CP). Contractor shall provide a new 24-port managed Fiber Switch for central activation and broadcasting of IWS messages, using the existing fiber network infrastructure.

7.2.2. Contractors can propose alternative speaker locations or different quantiles of interior and exterior speakers if their design improves coverage and avoids structural challenges. Any deviations from original design should be adequately explained through an acoustic study or other methodology.

7.2.3 The contractor shall install the ceiling speakers and wall-mount speakers/horns at the proposed locations shown in the Figures (bldg. layouts). However, Contractor shall determine and ensure there is sufficient sound coverage for the building’s space and occupancy. Speaker locations will be identified during a walkthrough. See Table

1. Note: The existing speakers/horns in Bldgs. 289 and 293 shall be left as-is (not replaced), except where new ones are indicated.

7.2.4 Outdoor wall-mounted speakers shall be dust/weather/waterproof, with at least an IP67 rating. Contractor shall coordinate with host nation/base and local CE before and during installation for details regarding wall penetrations, fire stoppage, and possible asbestos. Speakers’ and horns’ decibel levels shall be maintained below the maximum threshold allowed by host base and local CE.

7.2.5 Contractor shall install outdoor directional speakers/horns on the ELMR Tower to provide adequate sound cover of the parking lot area. The Contractor shall determine and provide the best speaker wattage solution and speakers/horns placement (direction), based on the vendor-specific speaker array design to meet intelligible acoustic coverage requirements while not exceeding hearing damage levels for anyone at the ground level in the immediate vicinity of the speakers, as recommended by Committee of Hearing, Bioacoustics, and Biomechanics (CHABA).

7.2.6 For both indoor and outdoor Speech Transmission Index (STI) needs to be above 0.5.

7.2.7 The contractor shall install the proper size of the grounding cables, connectors, and clamps into the building terminal ground for proper grounding of the ISUs and battery system IAW the host nation and local rules, National Electrical Code (NEC), Kleine Brogel AB 6

National Fire Protection Association (NFPA) 780, Underwriter Laboratories (UL) 96A, and applicable standards.

7.2.8 The contractor shall install new 12 VDC batteries for each ISU, to serve as its backup system. The batteries can be lithium or sealed lead-acid.

7.2.9 The contractor shall coordinate with 701 MUNSS/MXMC and local CE to ensure the dedicated power sources, circuit breakers, wiring, fuses, current limiting devices, and other variables to ensure they are available and correctly installed to drive the new load for the new IWS system. The local CE will provide the allied support in support of the power requirements for the ISUs and the Central Control Station equipment. The contractor shall install the wiring connections from the ISUs to the speakers.

7.2.10 Upon project completion the contractor shall provide configuration management as- built drawings and documentation of the installed system, including the predicted and tested audible coverage areas. The contractor shall provide As-Built drawings CD in Microsoft Visio format and a courtesy copy in PDF (IAW CDRL A001)

8 INSTALLATION REQUIREMENTS

8.1 Restoration

Any wall penetrations shall be coordinated, approved and restored to meet NFPA 1, NFPA 70 and NFPA 72 and local CE standards and codes.

8.1.1 Grounding

The Contractor shall properly ground new copper cable to the Telecommunication Main Ground Busbar (TMGB), near the terminal in all communication rooms. The contractor shall properly ground the new IWS system IAW NFPA 780 and UL 96A standards, base, host nation, local codes, laws and National Electric Code’s most recent edition and in paragraph 5.1.

8.1.2 Bonding

Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33), building electrical system Article 230, 250, 280, 800, 810 of the NEC. Shields shall be grounded and continuous throughout the cable distribution system.

8.1.3 Power Source

The local CE will provide allied support for the new Kleine Brogel IWS system. The local CE will install the new dedicated 230VAC, 50Hz, 20amp, one phase, electrical power for new ISUs, media converters, switches, and power in the CCU. The ISU shall operate on the primary electrical power 230VAC and the battery backup power. The UPS can either use lithium or sealed lead-acid batteries. The contractor shall make the connection to the new 20-amp circuit to the new IWS equipment. The contractor shall coordinate with 701 MUNSS/MXMC and local CE on the timing of the Allied Support. The local civil engineering will evaluate the power required by the IWS equipment and determine if expansion of the existing power is required.

8.2 IWS System Installation

The contractor shall install the new IWS with Fiber Optic Cable communications infrastructure.

8.2.1 Contractor shall install a new zoneable ISU in each applicable building at the proposed locations or where it’s most suitable to make the required connections to the IWS infrastructure. Contractor to confirm the appropriate location with 701 MUNSS/MXMC and/or local CE.

8.2.2 The ISU shall have a stainless-steel enclosure rated NEMA-4/3R, and provide two-way communications, IP-based, Ethernet and feedback status to the central control stations.

8.2.3 ISU shall be capable of being activated, monitored, and controlled from the primary and secondary central control stations and of providing real-time monitoring status.

8.2.4 The ISU shall be programmed for Building 293 to be divided into four (4) zones: (1) CCQ, (2) Cyber, (3) CP/LMF, (4) SFS.

9 FEATURES AND CAPABILITIES

The new IWS System shall provide the following features and capabilities:

9.1 The indoor speakers shall deliver alert, warning and informational messages of what to do before, during and after an emergency or disaster, or general announcements, by the operators at the central control station at the CP, Bldg. 293 and (future) Alt CP, Bldg. 118.

9.2 The Command Post (CP) Bldg. 293 shall transmit emergency announcements as live voice messages to alert and warn base personnel through indoor speakers/horns via microphone to any individual or group zone or all zone speakers.

10 ACTIVATION AND CONTROL SUBSYSTEMS

The contractor shall utilize the fiber optic cable communications infrastructure for the IWS system communications. The contractor shall provide the central control activation and communication system with stand-alone IP FOC network and not connect to the base network.

10.1 The contractor shall provide a new two-way Central Communications Unit (CCU) for the CP Bldg 293 and one for (the future Alt CP), Bldg 128. Contractor shall install only one CCU in B293 and leave one uninstalled CCU at B293 (reserved for B-128).

10.2 The new IWS shall have the latest software features and be capable of interfacing with the AtHoc net-centric Network Alerting System. Contractor shall ensure the IWS can interface with and be compatible to the AtHoc IIM unit.

10.3 The system shall allow operators to activate the ISUs independently, in groups, or as an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.

10.4 The ISUs shall be programmed, activated, monitored and controlled from the Command Post central control station.

10.5 Each ISU shall have standard 12 VDC batteries, installed in the ISU, to provide power for the speakers to operate continuously for at least 30 minutes in tone and voice.

The batteries can either use lithium or sealed.

10.6 A 400-watt class D amplifier (or equivalent) will provide power to the indoor speakers/horns.

10.7 The IWS system shall be programmed to perform automatic testing of all speakers in the system, weekly, and/or monthly routine report, quiet testing, growl testing, or a full system test.

10.8 The new IWS system shall provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement, and other messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises.

10.9 System Interface

The IWS System shall provide the following features:

10.9.1 Application Programming Interfaces (API) to remotely activate audible alerts.

10.9.2 Standard TCP/IP network protocols, RS 232, RS-485, and audio-in input.

10.9.3 The API shall conduct all interactions using XML messages conforming to the OASIS (Organization for the Advancement of Structured Information Standard) Common Alerting Protocols (CAP) Standard.

10.9.4 The API shall allow an external system to initiate specified pre-recorded audio alerts in the IWS system.

10.9.5 Request reports on the status of delivery and activation of an alert already in progress; specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.

10.9.6 Terminate an alert already in progress.

10.9.7 Request reports on system health status, replying with a detailed response.

10.9.8 The IWS system shall allow the activation of target speaker via dry contacts and

10.10 Pre-programming. The IWS system shall be pre-programmed with the following messages:

10.10.2 Broadcasting Tones:

10.10.4 Control System will perform the following functions:

10.11 Zone Selectable

The IWS system shall provide a speaker zone selective capability. All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone or group of zones or all zones. The IWS system shall allow for the pre- configuration of at least four (4) zones in B-293, which can be selected by the operator to promptly issue an announcement to the selected area(s). The zone configuration will be determined at the walk-thru.

10.12 Central Control Station

The new IWS shall have the latest two-way IP fiber optic communications alarm software with graphical display screen for communication, control, and status monitoring of the complete IWS system health, ISUs and speakers. The system shall be capable of being activated, monitored, and controlled and receive real-time remote status monitoring of all system activities from the CP, Bldg. 293 and future Alternate CP, Bldg. 118. The command software and firmware shall be secured and encrypted to prevent malicious activation. The system needs to be pre-configured for future connection to AtHoc system.

10.12.1 Command Post, Bldg. 293

The contractor shall provide a new desktop console with Windows 11 OS, 22 inch monitor, desk mount noise canceling microphone, central communications unit (CCU), Smart uninterruptable power supply (UPS) (230VAC) and two-way software communications package. The UPS can either use lithium or sealed lead-acid batteries. The Contractor shall ensure fiber switch, media converters, SC or LC connectors and CAT 6 cables shall be installed in the existing communications room. Contractor will confirm with 701 MUNSS/MXMC for exact locations. The system should be able to import WAV and MP3 files.

10.12.2 Backup Power for Control Station

The Contractor shall provide the control station with a new backup power (UPS) to maintain operations during emergencies that could result from temporary loss of normal base utilities. The UPS can either use lithium or sealed lead-acid batteries. It shall be capable of supporting alarm operation for a minimum of 4 hours, as defined in the National Fire Alarm Code, NFPA 72.

10.12.3 Backup Power for ISU Locations

Each ISU shall have two new batteries backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities IAW NFPA 72.

Each ISU shall have batteries which are charged and shall be capable of operating the system under an emergency condition for thirty (30) minutes maximum of continuous activation.

10.13 Wiring and Infrastructure

The contractor shall furnish and install the necessary signaling wiring, to include FOC and LC/SC connectors, to provide control and operation of the IWS system.

10.14 Electrical Power

The Contractor shall use the existing electrical power sources to provide power requirement to the new IWS system. The local CE will support the facility, power and provide the electrical power sources list at the post-award/kick-off walk through. The Contractor shall coordinate with 701 MUNSS/MXMC and local CE Electrical Shop on power modification, and/or installation of dedicated 230 VAC, 50 Hz, 1 phase, 20amp power for the new IWS.

Installations must comply with NFPA 70 (National Electric Code), host base rules and regulations and UFC 3-520-01 low voltage requirements.

10.15 Coordination

All allied support infrastructures shall be coordinated and approved by the 701 MUNSS/MXMC and local CE.

10.16 Audible Signal

When broadcasting tone alerts for different warnings and using as a vocal IWS system for command-and-control instructions, the speaker system shall produce an audible signal and intelligible voice messages to any personnel located in the populated areas.

10.17 Music and Voice

The IWS system shall be capable of broadcasting standard military music selections and pre-recorded voice messages.

10.18 Legacy System Removal/Site Restoration/Debris Removal

The contractor shall remove the IWS electronics, cabling, and power component which are not used in this project. Coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation feeds at each site. Installations must comply with NFPA 70 (National Electric Code) and UFC 3-520-01 low voltage requirements. All equipment and residuals from this project including amplifiers, conduits and cabling shall be disposed of or handed over to the Defense Realization and Marketing Office (DRMO) at Kleine Brogel AB, Belgium as directed by the contracting officer. Prior to project completion, the contractor shall remove all debris and surplus materials from the workplace.

Equipment and materials required to complete the work effort may remain on site during the project if they are organized/stored in a manner that does not cause a safety or security hazard.

The contractor shall return all disturbed areas to their original condition upon completion of the installation.

10.19 Final Acceptance

The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative from 701 MUNSS/MXMC. This should be scheduled at least 5 calendar days prior to the acceptance.

The contractor shall perform testing and inspections of the IWS systems IAW the approved test plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the

Kleine Brogel AB 12 corrective action shall be repeated and successfully completed prior to Government acceptance (IAW CDRL A005). A test plan is to be provided by the contractor based on their design.

10.20 Service Outages

The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment.) interruptions of the base communications capabilities. The Contractor shall coordinate planned outages with 701 MUNSS/MXMC in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

10.21 Identification/Marking

The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The contractor shall label all equipment and cables they install in accordance with ANSI/TIA/EIA-606-A-2002.

10.22 Installation Schedules

The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system (IAW CDRL A002).

10.23 Weekly Status Reports

The Contractor shall prepare a Weekly Status Report and distribution. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements (IAW CDRL A003).

10.24 Red-Line and As-Built Drawings

The contractor shall submit drawing showing the “as built” configuration in Microsoft Visio format and a courtesy copy in PDF. The As Built Drawings shall include the locations of all IWS equipment, media converters, switches, CAT 6 cables and FOC network connectivity infrastructure, a detailed logical FOC diagram of the IWS system, the facility location of the IWS equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the IWS equipment, and tested coverage areas for Kleine Brogel AB, Belgium. The coverage area drawings shall be shown on facility locations (IAW CDRL A001).

10.25 Test Plan

The contractor shall submit how they will test the IWS system, CCUs, ISUs, and all speakers in a detailed written test plan and ensure compliance with Unified Facilities Criteria (UFC) 4- 021-01. In addition, the contractor shall submit written instructions to system operators for conducting periodic system tests. The IWS system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. These tests shall be accomplished prior to the system being placed into service (IAW CDRL A005).

10.26 Acceptance/Installation Test Report

The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan (IAW CDRL A006).

10.27 Testing Requirements

The contractor shall furnish all test equipment and personnel required to conduct all required testing. The contractor shall document all test results in a “Test Report(s)” and submit to local 701 MUNSS/MXMC within five (5) calendar days of completion of each test. During any testing phase, the Government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the acceptance testing (IAW CDRL A006).

10.28 Fiber Optic Tests

The contractor shall ensure/test the fiber optic cables for continuity, open, splice dB loss, faults and transposed pairs. The Contractor shall test the fiber transmit and receive communications signals from the Central Control Stations to the ISUs. Test shall be accomplished to ensure the IWS system will have end to end fiber communications signaling and connectivity. The contractor shall document the FOC dB loss and test results in the test report

11 GENERAL INFORMATION

11.1 Period of Performance

The period of performance for this project will be determined by the winning contractor bid but should not exceed one-hundred and eighty (180) days after date of contract award. All work including installation, testing, and acceptance must be completed within this timeframe.

11.2 Place of Performance

The place of performance is Kleine Brogel AB, Belgium.

11.3 Hours of Operation

The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed at Kleine Brogel AB, Belgium, normal duty hours are: 0730 – 1630 Monday-Friday, local time. Any other work schedule outside of normal duty hours requires 701 MUNSS/MXMC and CONS Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on Kleine Brogel AB, Belgium holidays or site-unique down-days or American holidays unless expressly authorized by the Contracting Officer.

Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Performance Work Statement.

11.3 Base Support

The laydown and dry storage areas will be provided upon request. The contractor shall request the amount of storage in their Performance Work Statement and secure this area if needed. If the base cannot provide the request area, the contractor will be required to find another area.
