About this file

This administrative regulation (AR 300-23) is issued by the Colorado Department of Corrections (CDOC) and provides comprehensive guidelines for internal and external offender work crews. The regulation establishes procedures for assigning offenders to various work programs, including maintenance, food service, correctional industries, construction, and outside agency needs. It outlines detailed criteria for offender eligibility, including security classifications, behavioral requirements, and clearance processes for both on-grounds and off-grounds work assignments. The regulation specifies maximum crew sizes (typically 20 offenders per supervisor), and provides specific guidelines for different types of work programs such as Client Agency Work Programs and Intensive Labor Work Programs.

The document emphasizes safety, work standards, and rehabilitation objectives, requiring facilities to provide proper safety training, tool control, and work experience that can help offenders develop job skills for future employment. Offenders are subject to rigorous screening, including reviews of their criminal history, disciplinary records, and proximity to parole eligibility. Special provisions exist for different security levels and types of offenders, with additional restrictions for those convicted of violent crimes. The regulation also includes provisions for emergency assistance and outlines the legal authority for such work programs under various Colorado Revised Statutes, demonstrating a structured approach to providing meaningful work opportunities for incarcerated individuals while maintaining strict security protocols.

B. Intensive Labor Work Program: A program made up of offenders who have been assigned to the reclamation of state property and other projects that would benefit governmental entities and/or non-profit organizations.

Any variation to this will be approved, in accordance with AR 100-01, Administrative Regulation Process.

E. Offender identification cards will be collected by appropriate supervisors for all offenders supervised on off-grounds assignment.

F. Internal–On-Grounds Clearance: Internal classification committee review and approval is required for offenders to attend a supervised work assignment outside of the facility’s secure perimeter but still on DOC/facility property.
